Run Plat 2
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat
for an approximately 17.39-acre subdivision located west of Warrior
Lane and north of Hickman Road. The proposed final plat includes a
total of 38 lots for single-family residential development. Access to the
development is provided via NE Gracewood Drive and NW Sunrise
Drive.

FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on November 27,
2018 and recommended approval:
Approval of a Final Plat for Indi Run Plat 2
City Planner Andy Kass introduced the request for approval of a final plat for a single-family
residential subdivision as made by the applicant Indi Run, LLC. The subject property is generally
located west of Warrior lane and north of the Waukee Family YMCA, containing approximately
17.39 acres.
Mr. Kass advised this is the second and final phase of the Indi Run development containing 38
single family lots zoned R-2 (One and Two Family Residential). There are 3 out lots for Storm
water detention, 1 out lot for parkland dedication measuring 1.3 acres in area, and an out lot Z
that will contain a 10 foot trail access to the parkland. Public Improvements include the extension
of both Gracewood Drive and Sunrise Drive. All public utilities have been extended to the site.
At this time staff recommends approval of the final plat for Indi Run Plat 2 subject to remaining
staff comments, review of the legal documents, and completions of all public improvements.
Commissioner Tietz questioned if there would be a trail in the development. Mr. Kass
advised not at this time in this location. The intent is that as development occurs the City
would acquire the Greenbelt to the north and west of this site that may eventually connect
to the Clive greenbelt trail.
Commissioner Streit questioned if NW Sunrise Drive would need a structure to cross the
small creek area to the west. Mr. Kass advised that it would more than likely be the

responsibility of the developer of that parcel to construct that particular public
improvement.
Commissioner Sandie moved to approve a final plat for Indi Run Plat 2 subject to remaining staff
comments review of the legal documents, and completion of the public improvements.
Commissioner Ward seconded the motion. Ayes: Ward, Sandie, Streit, and Tietz. Nays: None.
Motion Carries.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the R-2 Zoning District and the
comprehensive plan.
RECOMMENDATION: Staff recommends approval of the Final Plat for Indi Run Plat 2.

APPROVING THE FINAL PLAT FOR INDI RUN PLAT 2
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, INDI RUN, LLC, has requested final approval of Indi Run Plat 2 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on November 27, 2018, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Indi Run Plat 2 and the documents relating thereto will comply with
Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
17th day of December, 2018, that the Final Plat for Indi Run Plat 2 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lots A & B);
2. Warranty Deed (Outlot X);
3. Public Sanitary Sewer Easement;
4. Public Utility Easement;
5. Public Storm Sewer Easement;
6. Public Overland Flowage Easement;

HISTORY
This is the second plat for the Indi Run development. The applicant platted the 39 lots included in the first phase in the
summer of 2018. The total number of lots intended for the two phase development is 77 lots for single family residential
and detached townhome development.
PROJECT DESCRIPTION
LOTS
The final plat identifies a total of 38 lots for single family residential development. The lots are zoned R-2 (One & Two
Family Residential) and are subject to the bulk regulations included in Table 1 below. The lots range in size from 9,450
square feet to 15,107 square feet in area. The lots range in width from 65 feet wide to 75 feet wide. All lots meet the
minimum 110-feet depth requirement.

In addition to the 38 lots for residential development, the plat, includes five (5) oulots for storm water detention, green
space, and parkland. Outlots V, W, Y, and Z will be utilized for storm water detention or green space. These outlots will
be owned and maintained by the Indi Run Homeowners Association. Outlot X will be deeded to the City of Waukee to
satisfy parkland dedication requirements.

STREETS AND TRAIL
As part of the public improvements the developer has installed extensions of NW Gracewood Drive and NW Sunrise
Drive. Five-foot-wide sidewalks will be constructed as part of each lot development. A ten-foot-wide trail has been
constructed within Outlot Z to provide access to the parkland.
UTILITIES
Utilities have been extended throughout the plat. Each lot will be served by public water, sanitary sewer, and storm
sewer. Storm water detention is provided for in three detention ponds. These ponds will be owned and maintained by
the homeowner’s association.
PARKLAND
Parkland dedication is being satisfied with the dedication of Outlot X. A total of 1.29 acres are required and Outlot X is
1.30-acres in area.
STAFF RECOMMENDATION
The final plat is in conformance with the Zoning Ordinance, Subdivision Ordinance, and Comprehensive Plan. All lots
meet or exceed the minimum bulk regulations. The required public improvements are currently under construction, and
the required parkland is being dedicated to the City by the developer. Staff recommends approval of the final plat for
Indi Run Plat 2 subject to remaining staff comments, review of the legal documents, and completion of public
improvements.
