HomeMy WebLinkAbout2017-01-03-J15 SE Westown Pkwy Extension-GPP Greenbelt Weirs_Set PH AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: January 3, 2017 AGENDA ITEM: Consideration of approval of a resolution approving ordering construction of the SE Westown Parkway Extension and Grand Prairie Parkway Greenbelt Weirs, SE Parkview Crossing Drive to Grand Prairie Parkway, and fixing a date for hearing thereon and taking of bids therefor FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The SE Westown Parkway Extension and Grand Prairie Parkway Greenbelt Weirs Project consists of the materials, labor and equipment necessary for the installation of approximately 69,000 cubic yards of excavation, 9,100 square yards of subgrade preparation, 8,500 square yards of PCC paving, 2,200 square yards of PCC sidewalks and shared use path, 1,300 linear feet of 12-inch water main, 1040 linear feet of storm sewer, 140 linear feet of arch pipe storm sewer, 4 each storm sewer manholes, 10 each storm intake structures, 2 each flared end sections, 3,00 linear feet of subdrain, 6 each subdrain cleanouts, 615 cubic yards of concrete, 86,000 lbs. of structural steel, pavement markings, street lighting, erosion control, surface restoration, and clean up. TO GRAND PRAIRIE PKWY, AND FIXING A DATE FOR HEARING THEREON AND TAKING OF BIDS THEREFOR WHEREAS, it is deemed advisable and necessary to construct certain public improvements described in general as the SE Westown Pkwy Extension & GPP Greenbelt Weirs SE Parkview Crossing Dr. to Grand Prairie Pkwy; and WHEREAS, the City has caused to be prepared plans, specifications and form of contract, together with estimate of cost, which are now on file in the office of the City Clerk for public inspection, for the construction of the public improvements; and WHEREAS, the plans, specifications and form of contract are deemed suitable for the making of the public improvements; and WHEREAS, final grades have been established by ordinance, consistent with the plans for all street improvements included in the proposed construction; and WHEREAS, before the plans, specifications, form of contract and estimate of cost may be adopted, and contract for the construction of the public improvements is entered into, it is necessary, pursuant to Chapter 26 of the Code of Iowa, to hold a public hearing and to advertise for bids: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, IOWA: Section 1. That it is hereby determined that it is necessary and advisable to construct certain public improvements described in general as the SE Westown Pkwy Extension & GPP Greenbelt Weirs SE Parkview Crossing Dr. to Grand Prairie Pkwy, in the manner set forth in the plans and specifications and form of contract, above referred to, the cost thereof to be paid in accordance with the provisions as set out in the posted Notice to Bidders and published Notice of Public Hearing; the public improvements being more generally described as follows: Construct the SE Westown Pkwy Extension & GPP Greenbelt Weirs including all materials, labor and equipment necessary for installation of approximately: 108,000 CY of excavation, 9,400 SY of subgrade preparation, 8,725 SY of PCC paving, 2,270 SY of PCC sidewalk and shared use path, 3,495 LF of 12” water main, 980 LF of storm sewer, 160 LF of arch pipe storm sewer, 2 EA storm sewer manholes, 10 EA storm intake structures, 2 EA flared end sections, 1 EA arch flared end section, 2,485 LF of subdrain, 6 EA subdrain cleanouts, 1 EA 12’ x 8’ reinforced concrete box culvert, pavement markings, street lighting, erosion control, surface restoration and miscellaneous related work and appurtenances. Section 2. That the amount of the bid security to accompany each bid shall be in an amount which shall conform to the provisions of the notice to bidders approved as a part of the specifications. BE IT FURTHER RESOLVED, that the City Clerk be and is hereby directed to post a notice to bidders once in a relevant contractor plan room service with statewide circulation and a relevant construction lead generating service with statewide circulation and on an internet site sponsored by either the City or a statewide association that represents the City. Posting shall be not less than thirteen clear days nor more than forty-five days prior to January 31, 2017, which is hereby fixed as the date for receiving bids. The bids are to be filed prior to 2:00 P.M., on such date. The City Council hereby delegates to the City Administrator or his designee the duty of receiving, opening and tabulating bids for construction of the Project. Bids shall be received and opened as provided in the public notice and the results of the bids shall be considered at the meeting of this Council on February 6, 2017, at 5:30 P.M. BE IT FURTHER RESOLVED, that the City Clerk be and is hereby directed to publish notice of hearing once in the "The Dallas County News", a legal newspaper, printed wholly in the English language published at least once weekly and having general circulation in this City. Publication shall be not less than four clear days nor more than twenty days prior to the date hereinafter fixed as the date for a public hearing on the plans, specifications, form of contract and estimate of costs for the project, the hearing to be at 5:30 P.M. on February 6, 2017.
