HomeMy WebLinkAbout2017-01-03-J16 Greater Des Moines Water Trails and Greenways Plan - Support AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: January 3, 2017 AGENDA ITEM: Consideration of approval of a resolution of support for the Greater Des Moines Water Trails and Greenways Project FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The Des Moines Area MPO Board approved the Greater Des Moines Water Trails and Greenways Plan. The plan is the first regional water trails plan which envisions a network of water recreation for 150 miles of the region’s creeks and rivers. The plan includes places for tubing, birding, hiking, paddling, boating and fishing as well as the establishment of area greenways, floodplain protection and improved habitat. The plan covers the Des Moines, Raccoon, South Skunk, North and Middle rivers, as well as Beaver, Fourmile, Mud and Walnut creeks. The MPO has requested that each member community officially support the plan through the adoption of a formal resolution. The resolution of support endorses the vision and recommendations in the plan yet remains voluntary for implementation. A copy of the plan can be found at https://dmampo.org/water-trails/. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: The proposed plan is regional in nature. Although the plan does not propose any specific projects within the jurisdiction of Waukee, the goals and recommendations are useful for implementation into our own City plans including the Comprehensive Plan that is currently in process. Additionally, the proposed recommendations and improvements will provide benefits to the residents of Waukee by creating additional regional attractions within the Des Moines area. Proposed Resolution PREPARED BY: Brad Deets, Development Services Director REVIEWED BY: PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: THE CITY OF WAUKEE, IOWA RESOLUTION 17- RESOLUTION OF SUPPORT FOR THE GREATER DES MOINES WATER TRAILS AND GREENWAYS PROJECT IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas County; AND, WHEREAS, the Des Moines Area Metropolitan Planning Organization (MPO), on behalf of the Iowa Department of Natural Resources, developed and adopted the Greater Des Moines Water Trails and Greenways Plan; AND, WHEREAS, the plan which envisions an abundant network of water recreation for 150 miles of the region’s creeks and rivers, including places for tubing, birding, hiking, paddling, boating, and fishing, the establishment of area greenways, floodplain protection and improved habitat. The plan covers the Des Moines, Raccoon, South Skunk, North and Middle rivers, as well as Beaver, Fourmile, Mud and Walnut creeks; AND, WHEREAS, when implemented, the recommendations outlined in the plan will bring about transformational change – reconnecting thousands of people with the rivers as a keystone natural resource; AND, WHEREAS, we value innovations such as water trails that address community needs that improve our community attractiveness for workforce development and tourism, improve public health by increasing recreational opportunities and develop a stronger economy through the development of a key quality of life amenity; AND, WHEREAS, we intend to integrate the policy and project recommendations in the plan into our long-range planning and budgeting; AND, WHEREAS, we understand the development of water trails amenities in our community are enhanced by our support of projects throughout the region; AND, WHEREAS, local governments, community organizations, and the public developed the Greater Des Moines Water Trails and Greenways Plan as a voluntary guide for local jurisdictions, stakeholder organizations and 28E organizations, including the MPO, but does not dictate specific funding strategies or policy decisions that are within the authority of these organizations or jurisdictions. NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 3rd day of January, 2017, does hereby endorse the vision, mission, goals, strategies, and initiatives presented in the Greater Des Moines Water Trails and Greenways Plan and intend to continue working within our community and across the region to help this plan become reality. ____________________________ William F.
