AGENDA ITEM: Consideration of approval of a resolution approving intent to contribute
to the Greater Des Moines Water Trails and Greenways Phase I
Engineering Study
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: With the completion of the Greater Des Moines
Water Trails and Greenways Plan, the Des Moines Area MPO is
preparing for the first phase of implementation which involves an
engineering study.
The engineering study will help establish cost estimates for the projects
within the plan in order to help integrate the plan into member
governments planning processes and budgets.
The estimated cost of the engineering study is $500,000. A total of
$90,000 has been raised from the Convention and Visitor’s Bureau, Polk
County Conservation and Greater Des Moines Partnership with an
additional $205,000 in challenge grant money from the Leadership Circle
of the Greater Des Moines Foundation. The challenge grant is a
challenge to local jurisdictions to help fund the remaining $205,000. The
MPO has developed a formula to split the cost based on percent of the
regions’ population, miles or river and number of projects.
The MPO has indicated that Waukee’s contribution is $6,762 and they
are requesting that each community notify the MPO by January 5, 2017
regarding their intent to support the study.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $6,762.00 to be paid for
out of the City’s Engineering Consultant Budget.
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: The proposed plan is regional effort and will indirectly
benefit the residents of Waukee. Staff is supportive of the proposed
financial request.
RECOMMENDATION: Approve the resolution.

APPROVING LETTER OF INTENT TO CONTRIBUTE TO THE GREATER DES
MOINES WATER TRAILS AND GREENWAYS PHASE I ENGINEERING STUDY
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas County;
AND,
WHEREAS, the Des Moines Area Metropolitan Planning Organization (MPO), on behalf of the
Iowa Department of Natural Resources, developed and adopted the Greater Des Moines Water
Trails and Greenways Plan; AND,
WHEREAS, on January 3, 2017, the Waukee City Council approved a resolution of support for
the Greater Des Moines Water Trails and Greenways Plan (Resolution #17-XX); AND,
WHEREAS, the MPO requests a total of $205,000 from local jurisdictions to help fund the cost
of a Phase I engineering study; AND,
WHEREAS, applying a formula based on the percentage of each jurisdiction’s population, miles
of river and number of projects recommended within the jurisdiction, the MPO requests a
$6,762.00 contribution from the City of Waukee;
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this
3rd day of January, 2017, does hereby approve a Letter of Intent, attached hereto as Exhibit A, to
contribute $6,762.00 toward the Greater Des Moines Water Trails and Greenways Phase I
Engineering Study.
