HomeMy WebLinkAbout2017-03-06-J01B 02212017_minutes WAUKEE CITY COUNCIL MINUTES February 21, 2017 (A) Call to Order – The regular meeting of the Waukee City Council was called to order by Mayor Peard at 5:34 p.m. in the Council Chambers at Waukee City Hall, 230 W. Hickman Rd. (B) Pledge of Allegiance (C) Roll Call – The following members were present: Mayor William F. Peard; Council Members R. Charles Bottenberg, Brian Harrison, Shelly Hughes, Larry R. Lyon. Absent: Council Member Anna Bergman. (Council Member Bergman arrived at 6:51 p.m.; Council Member Lyon left at 6:54 p.m.) Also present: City Administrator Tim Moerman, Development Services Director Brad Deets, Public Works Director John Gibson, Community and Economic Development Director Dan Dutcher, Technical Services Specialist Jenna Herr, Parks and Recreation Director Matt Jermier, Marketing and Communications Director Summer Evans, Human Resource Director Patty Holden, Police Lt. Scott Cunningham, City Clerk Rebecca D. Schuett, City Attorney Steve Brick. (D) Open Forum – 1) Vicky Rossander, 460 NE Fox Run Trail, noted that she had addressed the council at a previous meeting regarding debris left by developers in her neighborhood. While some of the debris has been removed since that meeting, trash has not been picked up. She also noted that garbage and debris are in and around the pond, the maintenance for which she is paying through her homeowners association. She was told by the developer that it was not his responsibility to clean up the pond because the trash is not his. Ms. Rossander presented the council with photos of the pond debris. She requested City staff speak with the developers about their clean-up responsibilities. City Administrator Moerman stated that City staff has contacted the developer regarding debris on vacant lots and the developer has responded favorably; staff will also contact the developer regarding pond maintenance until such time as that responsibility is turned over to the homeowners association. Development Services Director Deets agreed that staff would contact the developer regarding the pond, adding that the City’s construction inspectors regularly contact developers when they encounter property maintenance issues. Mayor Peard asked Mr. Moerman and Mr. Deets to look further into the matter. 2) Tim Wilson, 125 Northview Dr., expressed concern with pedestrian safety in regards to the number of school buses and construction vehicles using Northview Dr. He added that the City has promised for a number of years to extend SE University Ave. to the west, which he believes will help alleviate much of the truck traffic currently using Northview Dr. City Administrator Moerman agreed that SE University Ave. needs to be extended to the west, adding that improvements to the city’s east-west connectors are a council priority, but that funding for the SE University Ave. extension would not be available until 2019. In the meantime, Mr. Moerman will meet with the Waukee Community School District about redirecting bus traffic to SE Westown Pkwy. (E) Agenda Approval – Council Member Lyon moved to approve the agenda; seconded by Council Member Harrison. Results of vote: Ayes: Bottenberg, Harrison, Hughes, Lyon. Nays: None. Absent: Bergman. Motion carried 4 – 0 – 1. (F) Mayor’s Report – Mayor Peard discussed the Alice’s Road Corridor Widening Phase 4 construction schedule. Dog and cat licenses can now be obtained or renewed online. The deadline for nominations for 2016 Citizen of the Year has been extended to 02/28. (G) Presentations: 1) Resolution: Consideration of approval of a resolution approving and authorizing transfer of funds to Waukee Festivals non-profit organization – Council Member Harrison moved to approve the resolution; seconded by Council Member Lyon. Results of vote: Ayes: Bottenberg, Harrison, Hughes, Lyon. Nays: None. Absent: Bergman. Motion carried 4 – 0 – 1. Mayor Peard presented the check to Waukee Festivals representatives. (Resolution #17-095) 2) Recognition of outgoing citizen commission, committee and board members – Mayor Peard presented a certificate of appreciation to Jerry Slagter, Park Board. Also receiving certificates but not in attendance: Steve Morain, Board of Adjustment Dan Fischer, Board of Appeals Dan Wood, Board of Appeals 2 Jason Worth, Community and Economic Development Advisory Council Dave Wilkerson, Community and Economic Development Advisory Council Jeff Saddoris, Community and Economic Development Advisory Council Sue Gregan, Park Board Mike Nigro, Planning & Zoning Commission 3) Waukee Area Chamber of Commerce quarterly report – Report made by Waukee Area Chamber of Commerce Chairperson Don Frazer. 4) Technology options – Community and Economic Development Director Dutcher introduced Dave Lewis and Ron Hinds with GRM Networks, who presented plans to install broadband infrastructure and provide internet in Waukee. (H) Public Hearings: 1) On plans, specifications, form of contract and estimate of cost [Fox Creek Trunk Sewer Phase 3 Project] – Mayor Peard opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied in the negative. Public Works Director Gibson presented on the project. (Resolution #17-096) 2) Resolution: Consideration of approval of a resolution awarding contract [Fox Creek Trunk Sewer Phase 3 Project] – Council Member Bergman moved to approve the resolution; seconded by Council Member Hughes. Public Works Director Gibson briefly reviewed the bid tabulation, recommending award of contract to Graff Excavating of Toledo, IA, in the amount of $583,778.00. Results of vote: Ayes: Bergman, Bottenberg, Harrison, Hughes. Nays: None. Absent: Lyon. Motion carried 4 – 0 – 1. (Resolution #17-097) 3) Resolution: Consideration of approval of a resolution approving plans, specifications, form of contract and estimate of cost [Little Walnut Creek Regional Lift Station Expansion Project] – Council Member Bergman moved to approve the resolution; seconded by Council Member Bottenberg. Development Services Director Deets reviewed certain amendments made to the rezoning application by the applicant, including reductions in overall density, number of units, and parking stalls; more green and open space; and private amenities, such as a pool and clubhouse. Revisions to the concept plan elevations were also provided. Council Member Hughes noted that she had been opposed to the original rezoning application, but believed that the applicant had made significant improvements to the plan. While she understood that many existing residents may still object to the rezoning, Council Member Hughes felt it was now a much more appealing product. Council Member Harrison agreed with Council Member Hughes’ comments, adding his appreciation for the previous comments made by neighborhood residents regarding the application. Council Member Harrison asked for clarification on the number of planned parking stalls; Mr. Deets replied that the amount of parking was less than required by standard zoning but was appropriate for the number of bedrooms proposed for the project.
