SYNOPSIS INCLUDING PRO & CON: On January 10, 2017, the Waukee Library Board of
Trustees approved the creation of a new position and job description for
Public Services Associate for FY18.

STAFF REVIEW AND COMMENT: The Library Director and Human Resource Director
recommend approval of the creation of a new position and job description for
Public Services Associate for FY18.
RECOMMENDATION: Approve the resolution.

RESOLUTION 17-
APPROVING JOB DESCRIPTION AND PAY GRADE
[PUBLIC SERVICES ASSOCIATE, WAUKEE PUBLIC LIBRARY]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the Waukee Public Library Board of Trustees approves the creation of a non-
represented, full-time Public Services Associate position; AND,
WHEREAS, the pay grade for the position shall be Grade L16; AND,
WHEREAS, the Waukee Public Library Board of Trustees and Human Resource Director
recommend establishing the position and approving the job description and pay grade.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 6th day of March, 2017, that it hereby approves the job description and pay grade for Public
Services Associate [Waukee Public Library].

JOB DESCRIPTION
Job Title: Public Services Associate Reports to: Public Services Librarian
Dept/Div: Library Direct Reports: None
Union Status: Non-Represented FLSA Status: Non-Exempt
Pay Grade: L16
JOB PURPOSE: The Public Services Associate leads the circulation desk while performing a variety of
patron contact functions, cataloging library materials and exhibiting excellent customer
service while performing all work duties.
ESSENTIAL FUNCTIONS:
(Order of Essential Functions does not indicate importance of functions.)
1. Guides Public Service Assistants and Shelvers in following all Waukee Public Library policies and
procedures.
2. Proactively seeks to assist patrons with finding library materials, with using the library catalog, and with
self-directed activities.
3. Proficiently handles all circulation functions of the library’s integrated system including log-in, check-in,
check-out, placing holds and trace functions, collecting fines, searching the patron database, patron
registration and issuing library cards.
4. Handles phone customer service transactions while demonstrating the utmost professionalism in all patron
communications.
5. Performs building opening and closing procedures, and assists with maintaining welcoming and attractive
public areas.
6. Proficiently handles and resolves patron issues relating to meeting room set up and technology issues.
7. Processes Inter-Library Loan (ILL) requests including verifying, responding, selecting, shipping or
receiving, and tracking requested items.
8. Catalogs library materials in Integrated Library System (ILS).
9. Trains Public Services Assistants and Shelvers.
10. Performs other duties or assumes other responsibilities as apparent or assigned.

5. Consistently show a professional, courteous and helpful attitude toward all patrons, in a variety of patron
service situations.
6. Actively greet and offer assistance to the Library’s patrons and staff.
7. Exhibit a cheerful attitude.
8. Create and participate in a team environment.
9. Create positive experiences for library patrons by effectively and efficiently performing job tasks.
10. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and
procedures ensuring that all work performed meets those standards
QUALIFICATIONS:
1. Bachelor’s Degree in library science, education or a related field required.
2. Library or related customer service experience required.
3. Demonstrated success in interpersonal and communication skills.
4. Must know how to use Online Public Access Catalog, electronic resources and other information

technology sources to meet typical library needs, or be able to become proficient at these resources within
the first 60 days on the job.
5. Be comfortable working in close proximity to all age categories.
PHYSICAL REQUIREMENTS:
1. Required to move or lift up to 25 pounds and occasionally up to 35 pounds.
2. Ability to sit for long periods of time and to maintain focus on projects such as computer screens or
detailed paperwork.
3. Must be able to effectively communicate orally (in person and over the telephone) and in writing (using
electronic devices and handwritten) in English with other employees and the community.
WORKING CONDITIONS:
1. Climate-controlled office with hazards typical of that environment; minimal outdoor work is required.
2. Standard work hours must be flexible and include evenings and weekends.
3. To successfully fulfill the essential functions of this position, employee must maintain standard work hours
within Waukee Public Library building.
4. There is no residency requirement for this position.
