HomeMy WebLinkAbout2017-03-06-J02 Cove at Kettlestone Lot 3_SitePlan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: March 6, 2017 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Cove at Kettlestone Lot 3 [1200 SE University Avenue] FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Waukee Investments I, LLC, requests approval of a site plan to allow the site improvements for the construction of a multi-tenant commercial building. The site plan identifies a 15,540 square feet multi-tenant commercial building to be constructed on a 2.09 acre lot located at the intersection of SE University Avenue and SE Bishop Drive. The site plan identifies the possibility of a future building on the lot to the west. These improvements will require site plan approvals as well. Access to the property will be provided via an access off of SE Bishop Drive. With future development of the lot to the west access to SE University Avenue will be provided. The applicant has provided elevations for proposed building on the site which meets the intent of the architectural guidelines within the Site Development and Building Standards Ordinance and the approved Planned Development Agreement for the property. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: Approval of a site plan for Cove at Kettlestone Lot 3 Senior Planner, Andy Kass, introduced a request for approval of a site plan for a multi-tenant commercial center by the applicant, Waukee Investments 1, LLC. Mr. Kass advised that the subject property is on the corner of SE Bishop and SE University Avenue. The proposed project includes the construction of a building 15,500 square feet in size with 9800 square feet designated for retail use and the eastern 5800 square feet is proposed for a restaurant use. A patio is identified on the eastern front of the building and the trash enclosure is indicated on the east side of the site south of the entrance. Mr. Kass advised that the site plan shows 127 parking spaces including 6 handicap spaces which is the minimum requirement for this site. 5 bicycle parking spaces are also identified on the site plan. Vehicular access will be off of SE Bishop Drive, a public street, to the East of the site with a temporary turn around provided for emergency vehicles. Mr. Kass Advised that the applicant owns lot 2 as well and intends to build a similar project at that location, which would then add a full access for both lots onto SE University Avenue at the time lot 2 is developed. Mr. Kass informed the commission that utilities are already stubbed to the property and both a grease interceptor and sprinkler system will be required. Storm water detention will be in the detention basin to the south of the lot before draining into the University Avenue Storm Sewer System. The site plan indicates a 26%open space which meets the minimum requirements and substantial screening has been provided for both the residential areas to the north and south of the project. Mr. Kass advised that the proposed building will be constructed of a variety of materials including brick, storefront glazing, and simulated wood panels (fiber cement). Galvanized steel mesh will be utilized on the east side of the building to screen mechanical equipment. The applicant has submitted a photometric plan and associated light fixture cut sheets, which meet the requirements outlined within the Planned Development Agreement and the Site Plan Ordinance. At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to remaining staff comments. • Commissioner Fontenot questioned what the townhome builders and owners are using as access. Mr. Kass advised that currently there are accesses on SE Bishop Drive and SE Waco Place/ 98th Street. Mr. Kass also advised that the squares shown on the map show the location of the townhomes. • Commissioner Schmidt questioned what separated the current proposed building from the townhomes. Mr. Kass advised that there was no berm, a 10 foot set back and installed screening from headlights. The edge bordering University will be flat as well. This is because when University was widened the city did not have a right of way so to get the sidewalk and other amenities, the grading had to be decreased. A berm didn’t quite fit in the space allotted, however there is significant screening and the apartments across the street do have a substantial berm. • Commissioner Fontenot questioned how many tenants were planned. A representative of the applicant, Eric Cannon, advised that there were 5 units so 5 possible tenants. • Commissioner Hoifeldt questioned if there would be fencing on the patio. Mr. Cannon stated that it is on the elevations, black three foot high typical fencing. • Commissioner Stonebrook questioned what the white part of the elevation was. Director of development services, Brad Deets, advised that it was an architectural addition for variety and appearance, not structural. Commissioner Fontenot moved to approve the site plan for Cove at Kettlestone Lot 3, subject to remaining staff comments. The motion was seconded by Commissioner Schmidt. Ayes: Stonebrook, Fontenot, Hoifeldt, and Schmidt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: At this time all staff comments have been addressed and staff recommends approval. Lyon STAFF REPORT TO: Planning and Zoning Commission PREPARED BY: Andy Kass RE: Cove at Kettlestone Lot 3 – Site Plan DATE: February 28, 2017 GENERAL INFORMATION: Applicant: Waukee Investments I, LLC Requested Action Site Plan Approval Location and Size: Property is generally located south of SE University Avenue and west of SE Bishop Drive and containing approximately 2.09 acres. Initial phases of the development that have been approved are 131 townhomes and three 72 unit apartment buildings. This is the first commercial component of the overall development. March 2, 2017 2 of 3 ABOVE: Aerial of the site plan (outlined in RED) in relation to the surrounding properties. PROJECT DESCRIPTION: The proposed project includes the construction of a 15,540 square foot multi-tenant commercial building, associated parking, trash enclosure, and site utilities. The site plan identifies the building having a 9,800 square foot retail portion and 5,740 square foot restaurant portion of the building. An outdoor patio is also identified on the front of the building for the use of the restaurant. The trash enclosure is indicated on the east side of the site south of the entrance into the site. ACCESS AND PARKING: Access to the site will be provided on the east side of the site from SE Bishop Drive, a public street. The applicant also owns Lot 2 to the west with the intent of constructing a similar building on that site. When development of Lot 2 occurs a secondary access will be provided from SE University Avenue. The future access off of SE University Avenue will be an un-signalized full access. The current Capital Improvements Plan (CIP) identifies this location as a potential traffic signal project in the future, however, it does not identify a fiscal year for the project to be completed. A total of 127 parking spaces are required for this facility. The total amount of parking proposed is 127 spaces (including 6 handicap accessible stalls). The site plan also identifies 5 bicycle parking spaces. The bike rack is located along the northwest side of the building. March 2, 2017 3 of 3 As part of the improvements to the site a 5 foot sidewalk will be extended along SE University Avenue and a 10 foot trail will be extended along SE Bishop Drive on the east side of the site. Pedestrian connections into the site from these paths have been indicated on the site plan. UTILITIES: Storm water detention will be provided in the detention basin to the southwest of the site that is located within the Cove at Kettlestone Townhome development to the south. Water and sanitary services were stubbed into the lot as part of the initial plat improvements and the developer will be extending the services to the building and to Lot 2 to the west. OPEN SPACE AND LANDSCAPING: A minimum of 15% of the project area is required to be open space and the site plan indicates that 26.3% open space will be provided. Landscaping has been provided in compliance with the required planting requirements. ELEVATIONS: The proposed building will be constructed of a variety of materials including brick, storefront glazing, and simulated wood panels (fiber cement). Galvanized steel mesh will be utilized on the east side of the building to screen mechanical equipment. Per the adopted Planned Development Agreement for the property, 30% of the street facing façade at pedestrian level shall be fenestration, 32% fenestration is proposed. The proposed elevations meet the intent of both the Site Plan Ordinance as well as the Planned Development Agreement. Material samples will be available for review at the Planning & Zoning Commission meeting. MISCELLANEOUS: The applicant has submitted a photometric plan and associated light fixture cut sheets. The photometric plan and fixtures meet the requirements outlined within the Planned Development Agreement and the Site Plan Ordinance. STAFF RECOMMENDATION: At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to remaining staff comments. If so, indicate location and any associated menu board locations. Per the Arterial Corridor Overlay standards menu boards cannot be visible from SE University Avenue. Based on anticipated occupant load for the patio a fence/railing will be required. Swing gates must swing in the direction of travel and have appropriate panic hardware. Please clarify what the rectangular bump out on the east side of the building is. Will this cooler be attached to the building? Engineers Response: 18. Staff would note that additional exits for the restaurant will be required by the Building Code. Engineers Response: 19. Label all existing easements with recorded book and page numbers. Provide the book and page numbers for the existing electrical easement off of SE Bishop Drive. Engineers Response: 20. Show the streets/driveways on the north side of SE university Avenue that align with the proposed driveway (show on all sheets). Please show the streets/access across from this site as lining up. Provide an Updated copy of the Construction Site SWPPP Review Checklist signed by the SWPP designer. Engineers Response: 57. Provide a copy of the SWPPP Prepared for obtaining General Permit #2 coverage. Engineers Response: 58. Provide a copy of the IDNR issued General Permit #2 authorization letter. Engineers Response: 59. Submit $250 fee for the COSESCO inspections. Engineers Response: The applicant will be required to provide the following as a part of the completion of the public improvements prior to approval of a final plat: Post Construction What practices considered for this site? 60. Provide a site plan specific to the storm water management facilities of the property indicating the permanent measures utilized by the designer and requirements for maintenance of said facilities. 61. A maintenance covenant will need to be created and provided for review (if different than the existing). 62. As-built plans of all storm water management facilities on site and a certification statement signed by SWPPP designer indicating that facilities were constructed as designed will be required. Staff would request that the revised plans and comment response letter be provided in digital form (PDF) and hard copies with 7 full-sized hard copies delievered to Waukee City Hall. The PDF copy may be emailed. Do not deliver plans to Veenstra & Kimm, City Staff will deliver plans to Veenstra & Kimm.
