AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Autumn
Ridge Lot 1, Plat 1 [595 SE Alice’s Road]
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: MJG Development, LLC, requests approval of a site plan
to allow the site improvements for the construction of a commercial building.
The site plan identifies an 8,610 square feet multi-tenant commercial building
to be constructed on a 2.02 acre lot located at the intersection of SE Alice’s
Road and SE Olson Drive. The site plan identifies a Car-X Auto center and
associated office and a separate tenant space for lease.
Access to the property will be provided via an access off of SE Olson Drive.
The applicant has provided elevations for proposed building on the site which
meets the intent of the architectural guidelines within the Site Development
and Building Standards Ordinance and the approved Planned Development
Agreement for the property.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
Approval of a Site Plan for Autumn Ridge Lot 1
City Planner Melissa DeBoer introduced a request for approval of a site plan for a multi-tenant
commercial building by the applicant, MJG Development LLC. Mrs. DeBoer advised that the subject
property is located on the corner of SE Olson Drive and SE Alice’s Road and is approximately 2 acres
in size. The request is for 2 tenant spaces equaling 8600 square feet in size that will include a Car-X
auto service with the remaining 2,000 square foot tenant space with an unknown tenant at this time.
The trash enclosure for the proposed building is located on the north east side of the parking lot.
Access to the site will be provided off of Olson Drive and the site plan proposes 82 Parking spaces, 4
of which are handicap and 30 stalls within the service bays. This meets the Minimum parking
requirements of 40 spaces.
All utilities will be extended to the subject property. Gas and sanitary sewer will be provided from
Alice’s Road and water will be provided to the Building from SE Olson Drive. Storm water detention
is located in the basin on the north side of the lot. Mrs. DeBoer advised that 44% of the site is
proposed as open space which meets requirements and the landscaping has been provided in
compliance with the planting requirements.
Mrs. DeBoer advised the proposed building will be constructed of a variety of materials including dark
gray brick, Tan EIFS, aluminum and glass overhead doors and storefront, and gray metal panels. The
proposed elevations meet the intent of the Site Plan Ordinance.
At this moment staff recommends approval of the site plan subject to remaining staff comments.
• Commissioner Hoifeldt questioned who owned the land to the north and east of the subject
property. Mr. Deets advised that the City owns the parcels to the north and east. Commissioner
Hoifeldt followed up with a question regarding the necessity of the Swale. Mr. Deets advised
that the land is very flat so to achieve positive storm water drainage the Cement Flume was
suggested to carry the water to the west.
• Commissioner Schmidt questioned if that water would then drain into the SE Alice’s Road
Storm Sewer System. Mr. Deets advised that was correct.
• Commissioner Hoifeldt questioned the Applicant representation if they had any thoughts for
the south end tenant. Representative for Car-X, Mark Goldner, advised that there had been
discussions of Enterprise to pair with the Car-X, but at the moment, mothing was set in stone.
Commissioner Fontenot moved to approve the site plan for Autumn Ridge Lot 1, subject to remaining
staff comments. The motion was seconded by Commissioner Schmidt. Ayes: Stonebrook, Fontenot,
Hoifeldt, and Schmidt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: At this time all staff comments have been addressed and
staff recommends approval.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Autumn Ridge Lot 1, Plat 1, subject to remaining staff comments on February
28, 2017; AND,
WHEREAS, the Site Plan for Autumn Ridge Lot 1, Plat 1 is in general conformance with §304
– Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Autumn Ridge Lot 1, Plat 1 is in general conformance with
§301.27(A) – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 6th day of March, 2017 that the Site Plan for Autumn Ridge Lot 1, Plat 1 is approved, subject
to remaining staff comments.

BACKGROUND:
The subject property is located at the northeast corner of Alice’s Road and SE Olson Drive. The property in
question is approximately 2 acres. The applicant, MJG Development, LLC., is requesting approval of a site plan
for a multi-tenant retail/commercial building that will include a Car-X Auto Service. The remaining tenant
space measures 2,000 square feet and the tenant is unknown at this time.

PROJECT DESCRIPTION:
The proposed project includes the construction of a 8,600 square foot multi-tenant retail/commercial building.
The site plan identifies two tenant spaces. The trash enclosure for the proposed building is located on the
northeast side of the parking lot.
The proposed exterior lighting for the site has been reviewed and is in compliance with the Site Plan
Ordinance.
ACCESS AND PARKING:
Access to the site will be provided off of SE Olson Drive
A total of 40 parking spaces are required for this facility. The total amount of parking proposed is 82 spaces –
including 4 handicap accessible stalls and 30 stalls within the service bays.
UTILITIES:
All utilities will be extended to the subject property. Gas and sanitary sewer will be provided to the building
from Alice’s Road. Water will be provided to the building from SE Olson Drive. Storm water detention will
be provided in the detention basin located on the north side of the property.

OPEN SPACE AND LANDSCAPING:
A minimum of 20% of the project area is required to be open space and the site plan indicates that 44% open
space will be provided. Landscaping has been provided in compliance with the required planting requirements.
ELEVATIONS:

STAFF RECOMMENDATION:

Dear Mr. Culp:
Per your request, staff has reviewed the proposed site plan for Autumn Ridge Plat 1, Lot 1. The property is
located at the northeast corner of Alice’s Road and SE Olson Drive. Based upon our review, staff has the
following comments related to the site plan:
COVER SHEET & GENERAL COMMENTS
1. Provide the address in the title block on this plan set. (595 SE Alice’s Road)
2. Include project manager contact information on the cover sheet.
3. Provide a photometric plan to include the values of the entire property, including two feet beyond the
property lines.
4. Coordinate with Alice’s Road Phase 4 plans. Staff will send the line work for these future improvements
once received from Foth.

5. Revise the zoning to C-1, delete Planned Unit Development as this property is not included in a planned

service line will need to be split again from each of the tenant spaces (fire and domestic). Label 2.E. to
2.H. on the utility plan.

20. Label all existing easements with book and page numbers.
21. Provide the location of the sand/oil separator and include the size.

24. Provide more detail on sanitary service connection to existing main. Is there a stub coming out of MH
to the north? Can an existing service wye be added to the end of this main to accommodate the service
connection?
25. Show approximate invert elevations of 6” sanitary sewer service and detail of connection to existing
sanitary sewer.
26. Adjust leader for Note “Remove Exst. 24” Storm Sewer Stub Connect to Existing Intake” so it points to
appropriate 24” RCP pipe.
27. Call out downspout connections. Provide downspout connection detail on Sheet 7. Update Note
5.A. to reference sheet 8.

34. Provide blown up pedestrian facility information for ramps. Show slope information for all sides of
pedestrian ramps and turning spaces including ramps within parking lot. Show cross slopes of all
crosswalks. Show all detectable warning panels. Show spot elevations and slope information for
ramp on west side of parking lot. Show cross slopes of all crosswalks. Will detectable
warning panels be installed at ramps within parking lot?

35. Where is detention being provided, please label on the plan.
36. Show 100-year storm elevation of detention basin and ponding from 100-year storm at all sump intakes.
Indicate and illustrate the 100-year elevations on the grading plan as well.

37. Provide a berm 3 feet in height along both SE Olson Drive and SE Alice’s Road.
38. The driveway needs to drain onto the site from the ROW. Verify that intake along SE Olson
Drive has enough capacity to intercept undetained flows from site.

55. Provide fire service where it will separate from domestic including a valve and where it will enter the
building and riser location.
56. Provide fire hydrant detail.
57. All buildings shall have a minimum of two fire apparatus accesses. Based on the building occupancy
hazard, size, the ability for apparatus to travel around the building, difficulty to provide a second access
point, and that the entire building will be equipped with a fire sprinkler system, it will be acceptable to
reduce this requirement to the single access as proposed. (City of Waukee Municipal Code Chapter 222
Apendix D(L) amend section of IFC 2009 D104.1 Access). This is as proposed now and this can change
if the ability to provide secondary access is available or if the occupancy classification changes.
VEENSTRA & KIMM COMMENTS:
58. Drainage Calculations: Show pre-development and post-development drainage maps including
catastrophic storm event routing.
MISCELLANEOUS COMMENTS:
59. Provide a copy of the Construction Site SWPPP Review Checklist signed by the SWPP designer.
60. Provide a copy of the IDNR issued General Permit #2 authorization letter.
61. Submit $250 fee for the COSESCO inspections.
Staff would request that the revised plans and comment response letter be provided in digital form (PDF) and
hard copies with 7 full-sized sets of plans delivered to Waukee City Hall. The PDF copy may be emailed.
