HomeMy WebLinkAbout2017-03-20-J07 Legacy Pointe Memory Care Addition_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: March 20, 2017 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for The Village at Legacy Pointe Memory Care Addition (1505 SE Laurel Street) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Watermark Waukee, LLC is requesting approval of a site plan for an approximately 13,000 square foot addition to the existing memory care facility located at 1505 SE Laurel Street. The proposed addition would house an additional 19 beds as well as a small kitchen addition. Additional site improvements consist of parking, a small enclosed patio area and a new access/delivery driveway to the back of the building. The proposed addition was anticipated when the original facility was constructed. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on March 14, 2017 and recommended approval: Approval of a Site Plan for The Village of Legacy Pointe Building Addition (1505 SE Laurel Street) City Planner Melissa DeBoer introduced the request by the applicant Watermark Waukee LLC for approval of a Site Plan for The Village at Legacy Pointe Building Addition for the existing memory care facility. The Subject property is generally located at the northwest corner of SE Laurel Street and SE Legacy Pointe Boulevard. Mrs. DeBoer advised that the project involves the construction of a 12,853 square foot building addition to the existing memory care facility. The project would also add an additional 15 parking stalls and would include an enclosed patio on the north side of the building as well as a delivery driveway accessible from SE Golden Harvest Drive. Mrs. DeBoer explained that access to the site will remain off of SE Laurel Street and that no significant utility extensions will be necessary as they already exist for the existing building. Storm water drains to the real of the property on the north side and into existing storm sewer intakes. Mrs. DeBoer advised that the required open space and landscaping requirements have been met. At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to remaining staff comments. • Commissioner Shanks questioned if there were any significant changes to the trash enclosures or grease interceptors. Mrs. DeBoer advised that as part of the addition includes extending the kitchen, they are resizing the interceptor but making no current changes to the trash enclosures. • Commissioner Stonebrook questioned if there would be fencing around the property. Mrs. DeBoer advised that there is fencing with the patio with a gate but no additional fencing. • Commissioner Hoifeldt questioned if Golden Harvest Drive was a public road. Mrs. DeBoer advised that was a correct statement. Commissioner Hoifeldt also questioned what type of deliveries would be made. Tom Berkman of Snyder and Associates, a representative for the applicant, advised that it would be for food delivery which are brought in on vans not large commercial vehicles. Commissioner Streit moved to approve the site plan for The Village at Legacy Pointe Building Addition (1505 SE Laurel Street) subject to any remaining staff comments. The motion was seconded by Commissioner Hoifeldt. Ayes: Stonebrook, Streit, Hoifeldt, and Shanks. Nays: None. Motion Carries. March 10, 2017 2 of 3 ABOVE: Aerial of proposed site plan. (The portion shown in brown is the proposed addition.) PROJECT DESCRIPTION: The project involves the construction of a 12,853 square feet building addition to the existing memory care facility located at 1505 SE Laurel St. The project includes a few additional parking stalls in the parking lot located in front of the building’s main entrance, off of SE Laurel St. The project also includes an enclosed patio on the north side of the building as well as a delivery driveway accessible from SE Golden Harvest Drive. ACCESS AND PARKING: Access to the site will be provided with the existing driveway off of SE Laurel St as well as the proposed delivery driveway off of SE Golden Harvest Dr. A total of 15 additional parking spaces are proposed for this facility. The required number of parking stalls for this site is one space per employee and one space per two dwelling units for a total of 29 stalls. This plan satisfies the parking requirements. UTILITIES: All utilities have been extended to the subject property during phases of previous platting. No significant utility extensions will be necessary as they already exist for the existing building. Storm water drains to the rear of the property (on the north side) and into existing storm sewer intakes. March 10, 2017 3 of 3 OPEN SPACE AND LANDSCAPING: A minimum of 20% of the project area is required to be open space and the site plan indicates that 61% open space will be provided. Landscaping has been provided in compliance with the required planting requirements. ELEVATIONS: The proposed building addition will be constructed with the same building materials and colors to match the existing building. Building materials include vinyl siding and stone veneer. STAFF RECOMMENDATION At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to remaining staff comments.
