AGENDA ITEM: Consideration of approval of a resolution approving a final plat for McGregor
Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: McGregor Interests, LLC, requests approval of a final plat
in order to plat one (1) lot for a self-storage warehouse development. The lot
is 5.38 acres in area and is located west of SE Brick Drive, south of Hickman
Road.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on March 14, 2017, and recommended approval subject to remaining
staff comments.
Approval of a Preliminary Plat, Final Plat, and Site Plan for McGregor Plat 1 [Lockbox Mini
Storage, 130 SE Brick Drive]
Senior planner Andy Kass introduced the request for approval of a preliminary plat, final plat, and site
plan to construct self-storage units, made by the applicants McGregor Interests, LLC. The subject
property is located south of Hickman Road and west of SE Brick Drive Containing 5.38 acres and was
rezoned in 2016 to PD/C-1 to allow for self-storage units.
Mr. Kass advised that the proposed project would include the development of 15 buildings for mini
storage. A total of 378 storage units will be available for lease with building sizes ranging in size from
4600 square feet to 5866 square feet. Building A will house a leasing office. The trash enclosure is
located north if building K on the west side of the site and an ornamental steel fence will be provided
for security purposes with an automatic gate at the north entrance provided for customer access. All
gates will be equipped with appropriate measures for emergency service access.
Mr. Kass explained that access to the site will be provided off of SE Brick Drive with the north access
being the primary access and the south entrance being for emergency vehicle access only. All
circulation within the site has been reviewed and approved by the Fire Department. A 5 foot wide side
walk will be constructed along SE Brick Drive as part of the site improvements, and all utilities are
available to the site. Further extensions of water and sanitary will be completed to the office building
as well as fire hydrant coverage to the development. The storm water detention will be provided in a
retention pond that is located on the west side of the development.
Mr. Kass advised that all open space, landscape and parking requirements made by ordinance and staff
have been met.
At this time staff is comfortable with the site plan and would recommend approval of the preliminary
plat and final plat for McGregor Plat 1 and site plan for LockBox Mini Storage, subject to remaining
staff comments.
• Commissioner Hoifeldt questioned if the rezoning was just for this specific site. Mr. Kass
advised that was correct.
• Representatives for the applicant, Monte Applegate of Snyder and Associates and Jeff
McGregor, advised that they had brought renderings to help show the differences in the
coloring and stone sizing that would be used to provide the banding needed for the street
presence.
• Commissioner Stonebrook questioned what the height of the building was. Mr. McGregor
advised that to the tower tip was 29’4” tall and the lower elevation being 12’ on the frontage
buildings as they slope inwards.
• Commissioner Shanks questioned what material would be used for the gates. Mr. McGregor
advised that the fence would be a 6 foot press point fence that had the appearance of black rod
iron.
Commissioner Hoifeldt moved to approve the final plat for McGregor Plat 1 subject to any remaining
staff comments. The motion was seconded by Commissioner Streit. Ayes: Stonebrook, Streit, Hoifeldt,
and Shanks. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: At this time all staff comments have been addressed related
to the final plat.
RECOMMENDATION: Staff recommends approval of the final plat.

APPROVING THE FINAL PLAT FOR MCGREGOR PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, PARK PLACE INVESTMENTS NO. II, LLC, has requested final plat approval of
MCGREGOR PLAT 1 (the “Plat”); AND
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on March 14, 2017, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for McGregor Plat 1 and the documents relating thereto will comply with
Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
20th day of March, 2017, that the Final Plat for McGregor Plat 1 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Public Water Main Easement;
2. Public Sanitary Sewer Easement;
3. Ingress/Egress Easement;
4. Private Detention Easement; and
5. Storm Water Management Facility Maintenance Covenant and Permanent Easement
Agreement.
