HomeMy WebLinkAbout2017-03-20-J10 LockBox Mini Storage_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: March 20, 2017 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for LockBox Mini Storage (130 SE Brick Drive) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: McGregor Interests, LLC, requests approval of a site plan to allow the site improvements for the construction of 15 buildings for self- storage units. A total of 378 units will be available for lease. A leasing office will be onsite for customers. In addition, the site will be gated and an automatic access gate for customers will be installed. Access to the property will be provided via SE Brick Drive on the north side of the site. A second access on the south side of the site will be constructed, however, that access will be for emergency services only. The applicant has provided elevations for proposed building on the site which meets the intent of the architectural guidelines within the Site Development and Building Standards Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: Approval of a Preliminary Plat, Final Plat, and Site Plan for McGregor Plat 1 [Lockbox Mini Storage, 130 SE Brick Drive] Senior planner Andy Kass introduced the request for approval of a preliminary plat, final plat, and site plan to construct self-storage units, made by the applicants McGregor Interests, LLC. The subject property is located south of Hickman Road and west of SE Brick Drive Containing 5.38 acres and was rezoned in 2016 to PD/C-1 to allow for self-storage units. Mr. Kass advised that the proposed project would include the development of 15 buildings for mini storage. A total of 378 storage units will be available for lease with building sizes ranging in size from 4600 square feet to 5866 square feet. Building A will house a leasing office. The trash enclosure is located north if building K on the west side of the site and an ornamental steel fence will be provided for security purposes with an automatic gate at the north entrance provided for customer access. All gates will be equipped with appropriate measures for emergency service access. Mr. Kass explained that access to the site will be provided off of SE Brick Drive with the north access being the primary access and the south entrance being for emergency vehicle access only. All circulation within the site has been reviewed and approved by the Fire Department. A 5 foot wide side walk will be constructed along SE Brick Drive as part of the site improvements, and all utilities are available to the site. Further extensions of water and sanitary will be completed to the office building as well as fire hydrant coverage to the development. The storm water detention will be provided in a retention pond that is located on the west side of the development. Mr. Kass advised that all open space, landscape and parking requirements made by ordinance and staff have been met. At this time staff is comfortable with the site plan and would recommend approval of the preliminary plat and final plat for McGregor Plat 1 and site plan for LockBox Mini Storage, subject to remaining staff comments. • Commissioner Hoifeldt questioned if the rezoning was just for this specific site. Mr. Kass advised that was correct. • Representatives for the applicant, Monte Applegate of Snyder and Associates and Jeff McGregor, advised that they had brought renderings to help show the differences in the coloring and stone sizing that would be used to provide the banding needed for the street presence. • Commissioner Stonebrook questioned what the height of the building was. Mr. McGregor advised that to the tower tip was 29’4” tall and the lower elevation being 12’ on the frontage buildings as they slope inwards. • Commissioner Shanks questioned what material would be used for the gates. Mr. McGregor advised that the fence would be a 6 foot press point fence that had the appearance of black rod iron. Commissioner Shanks moved to approve the site plan for LockBox Mini Storage subject to any remaining staff comments. The motion was seconded by Commissioner Streit. Ayes: Stonebrook, Streit, Hoifeldt, and Shanks. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: At this time all staff comments have been addressed and staff recommends approval.
