AGENDA ITEM: Consideration of approval of a resolution approving a preliminary plat for The
Shops at Kettlestone North Plat 2
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: ARAC, LLC, with property owner, Sharron Johnson, are
requesting approval of a preliminary plat for approximately 4.56 acres of
property located north of Ashworth Road and east of Grand Prairie Parkway.
The plat consists of two lots intended for commercial development. Lot 1 is
2.06 acres and Lot s is 2.5 acres. No street improvements are required for this
plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on March 14, 2017, and recommended approval subject to remaining
staff comments.
Approval of a Preliminary Plat for The Shops at Kettlestone North Plat 2
Senior Planner Andy Kass introduced the request for approval of a preliminary plat by the applicants
ARAC, LLC and Sharron Johnson. The subject property is located within the Kettlestone Corridor
generally located norther of Ashworth Road and East of Grand Prairie Parkway and contains
approximately 4.56 acres. The Preliminary Plat identifies two lots for Commercial development.
Mr. Kass advised that there are no street improvements required for this plat, access to the property
will be provided via access on the east side of lot 2 and on the north side of lot 1. The access on lot 1
will be a permanent right-in/right-out and the access on the east side of lot 2 will be a temporary full
access point but will become a permanent right-in right-out with future improvements to the east.
Mr. Kass noted that several easements are proposed within the plat based upon the location of
proposed utilities as well as an identified ingress/egress easement to provide access to the proposed
lots. A 25 foot landscape buffer easement will be required along the east plat boundary to provided
screening from the adjacent residential development.
Mr. Kass explained that utilities will be extended to all lots. Sanitary sewer will be provided off of
Grand Prairie Parkway and an 8-inch water main will be extended on the backside of the lots. Storm
water detention will need to be provided on each individual lot and the preliminary plat identifies
possible detention pond locations
At this time staff feels comfortable with the proposal and would recommend approval of the
preliminary plat for The Shops at Kettlestone North Plat 2 subject to any remaining staff comments.
Commissioner Streit questioned if there were still property owners to the east that had
concerns with the rezoning. Development Director Brad Deets advised that there were
residential homes on Ashworth but long term there is potential that the area gets rezoned and
changed. The transitional time frame means that developers will need to preserve and maintain
the landscape buffer. The issue before was that, dependent upon bordering zoning of
properties, the buffer requirements differ, and they just wanted the buffer to be present. As
Ashworth gains more traffic and grows, the area of the homes may be better served as a
different land use.
Brad Cooper, a representative of the applicant, advised that they have been meeting with the
eastern bordering home owner to come to agreements on several different points.
Commissioner Stonebrook questioned if the landscape buffer easement is required. Director of
Development Services advised that it is a requirement per zoning ordinance, but in the case of
rezoning land use is also adjusted and the requirements from an ordinance stand point change
as well. For this project, as it is commercial against residential, the landscape buffer easement
is a requirement.
Commissioner Streit moved to approve the preliminary plat for The Shops at Kettlestone North Plat 2
subject to any remaining staff comments. The motion was seconded by Commissioner Stonebrook.
Ayes: Stonebrook, Streit, Hoifeldt, and Shanks. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: All comments appear to be addressed. Staff recommends
approval.

APPROVING THE SHOPS AT KETTLESTONE NORTH PLAT 2 PRELIMINARY
PLAT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for The Shops at Kettlestone North Plat 2 on March 14, 2017,
subject to remaining staff comments; AND,
WHEREAS, the Preliminary Plat for The Shops at Kettlestone North Plat 2 is in general
conformance with section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 20th day of March, 2017, that the Preliminary Plat for The Shops at Kettlestone North
Plat 2 be approved.

The subject property is located within the Kettlestone Corridor and includes approximately 4.5 acres located
on the east side of Grand Prairie Parkway and north of Ashworth Road. A portion of the property was
recently rezoned from A-1 to K-RC.
