HomeMy WebLinkAbout2017-03-20-J12 Autumn Ridge Plaza Center_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: March 20, 2017 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Autumn Ridge Plaza Center (725 and 755 SE Alice’s Road) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Centennial Development L.C. is requesting approval of a site plan for two multi-tenant retail buildings located south of SE Olson Drive and facing SE Alice’s Road. Each building proposed would be approximately 12,000 square feet. Access to the site will be provided from SE Olson Drive as well as a new access point to Alice’s Road. The new access point will function as a right-in/right-out access upon the completion of the Alice’s Road widening project that will be completed later this year. Elevations of the proposed buildings have been provided and include a combination of stone, brick, split faced block and E.F.I.S. Heavy emphasis has been given to the fronts of the buildings to create variation and break up the store fronts. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on March 14, 2017 and recommended approval: Approval of a Site Plan for Autumn Ridge Plaza Center (725 & 755 SE Alice’s Road) City Planner Melissa DeBoer introduced the request for approval of a site plan by applicants Centennial Development L.C. for the construction of two multi-tenant retail/commercial buildings. The subject property is located at the southeast corner of Alice’s Road and SE Olson Drive and is approximately 3.83 acres. Mrs. DeBoer advised that the proposed project include the construction of two 12,000 square feet buildings with drive thru lanes identified on both the north and south sides of each building. Two trash enclosures are proposed on the east sides of the buildings within the parking lot. Access to the site will be provided on the north side of the site off of SE Olson Drive, and a second access is provided off of Alice’s road as a right-in right-out access only. Mrs. DeBoer explained that 215 parking spaces are provided plus an additional 7 handicap accessible spaces. A 5 foot wide side walk will also be installed along Alice’s Road by the city at the time of future widening and pedestrian connections into the site from this sidewalks have be indicated on the site plan. All utilities will be extended to the subject property with sanitary sewer provided from Alice’s Road and water and gas provided from SE Olson Drive. Storm water detention will be managed with the detention basin located on the north side of the property. Mrs. DeBoer noted that all open space and landscaping provided are in compliance with Ordinance and Staff requirements. At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to remaining staff comments. • Commissioner Stonebrook questioned if the east side had landscaping. Director of Development Services Brad Deets advised that was the landscape buffer as it borders Autumn Ridge Apartments. • Commissioner Hoifeldt questioned if staff had any concerns with having two drive up locations. He could see a potential problem with car stacking to the front. Mrs. DeBoer advised that the size provided did meet the minimum requirements, but it was added for flexibility, at the current time there were no tenants secured. • Seth Moulten, a representative for the applicant, advised that there had been some slight changes to the design color. They had chosen to go with a grey instead of tan and add a dark red brick accent along with the tan stone. Commissioner Stonebrook questioned if the above areas were windows or open space. Mr. Moulten advised that they were decorative windows. • Commissioner Hoifeldt questioned what the applicant planned to do if they had a large crowd pulling tenant on the south segments. Mr. Moulten advised they would press for the tenants to be placed on the northern drive through so that the cues lined in the back of the building. • Commissioner Stonebrook questioned if they would develop the buildings at the same time. Mr. Moulten advised they would be building the north building first, and the secondary building possibly in 2018. • Commissioner Stonebrook addressed staff in questioning the phases for Alice’s Road. Mr. Deets advised that the first segment of road widening would start at SE University and end just north of Olson Drive, with the secondary segment starting from that ending point to Hickman road the next spring. Commissioner Hoifeldt moved to approve the Site Plan for Autumn Ridge Plaza Center (725 and 755 SE Alice’s Road) subject to any remaining staff comments. The motion was seconded by Commissioner Streit. Ayes: Stonebrook, Streit, Hoifeldt, and Shanks. Nays: None. Motion Carries. Requested Action Site Plan Approval Location and Size: Property is generally located south of SE Olson Drive and east of Alice’s Road and contains approximately 3.83 acres. The property in question is approximately 3.83 acres. The applicant, Centennial Development L.C., is requesting approval of a site plan for two multi-tenant retail/commercial buildings. Both buildings are proposed to be identical and are each approximately 12,000 square feet. March 10, 2017 2 of 3 ABOVE: Aerial of the site plan (outlined in RED) in relation to the surrounding properties. PROJECT DESCRIPTION: The proposed project includes the construction of two 12,000 square feet multi-tenant retail/commercial buildings. The site plan identifies drive-thru lanes on both the north and south sides of each of the buildings. Two trash enclosures are proposed, both located on the east sides of the buildings, within the parking lot. ACCESS AND PARKING: Access to the site will be provided on the north side of the site, off of SE Olson Drive. A second access is provided off of Alice’s Road, this access will be a right-in right-out access only. A total of 215 parking spaces are provided for this site, plus an additional 7 handicap accessible spaces. This would allow for almost 15,000 square feet of retail and 9,000 square feet of restaurant space. As part of the improvements to the site a 5 foot sidewalk will be installed along SE Olson Drive. A 5 foot sidewalk will also be installed along Alice’s Road by the City at time of future widening. Pedestrian connections into the site from these sidewalks have been indicated on the site plan. UTILITIES: All utilities will be extended to the subject property. Sanitary sewer will be provided to the building from Alice’s Road. Water and gas will be provided to the building from SE Olson Drive. Storm water detention will be managed with the detention basin located on the north side of the property. March 10, 2017 3 of 3 OPEN SPACE AND LANDSCAPING: A minimum of 20% of the project area is required to be open space and the site plan indicates that 29.1% open space will be provided. Landscaping has been provided in compliance with the required planting requirements. ELEVATIONS: The proposed building will be constructed of a variety of materials including tan EIFS, two different types of stone veneer, aluminum storefront, and concrete masonry block. The proposed elevations meet the intent of the Site Plan Ordinance. STAFF RECOMMENDATION: At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to remaining staff comments.
