AGENDA ITEM: Consideration of approval of a resolution approving final plat for
Ashworth South Plat 1

SYNOPSIS INCLUDING PRO & CON:
The subject property is located at the southeast corner of SE Ashworth Road and Grand Prairie
Parkway and includes approximately 17 acres. The proposed final plat consists of one
approximately 2 acre commercial lot with the remainder of the property being platted as an outlot
which will be re-platted in the future.
The proposed final plat includes a number of public and private easements based upon the
proposed utilities that will be constructed on the property. No additional right of way is required
as a part of this final plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the February 14, 2017 Commission Meeting and
recommended approval:
Approval of a Final Plat for Ashworth South Plat 1
City Planner Melissa DeBoer introduced the request made by the Applicant, AP GPP,
L.C., to approve a Final Plat for Ashworth South Plat 1. Mrs. DeBoer explained that the
subject property is located within the Kettlestone Corridor and includes two lots and two
outlots. The lots range in size from 2.01 acres to 2.71 acres, Outlot Z is 3.54 acres and
Outlot Y is 7.97 acres in area. All are intended for commercial development.
Mrs. DeBoer explained that a turn lane off of Ashworth Road would be added,
completing the street improvements needed for the site. Access to the development would
be from two right in right out access points from Grand Prairie Parkway and a full access
from Ashworth Road on the north side of the site. The South access off Kettlestone Blvd
will be a full access until future improvements to Kettlestone Blvd transform the access
into a Right-in Right- out only access. Mrs. DeBoer further explained that the access
drive off of Ashworth Road will eventually extend to SE Kettelstone Boulevard. A five
foot sidewalk is proposed within the plat based upon the location of proposed utilities. In
addition, a 10 foot wide trail will be installed across the property as part of the
Kettlestone greenbelt trail system.
Mrs. DeBoer advised that easements are proposed within the plat for utilities and
ingress/egress locations to provide access to the proposed outlots. All utilities will be
provided to lots 1 and 2 with the completion of the plat improvements, with sanitary
sewer extended from Grand Prairie Parkway and water service extended off of Ashworth
Road. Storm water detention will be located in a temporary basin to the west of the
property until Kettlestone regional detention basin is completed.
Mrs. DeBoer stated that at this time staff is comfortable with the final plat and would
recommend approval subject to remaining staff comments and review of all legal
documents by the City Attorney.
• Commissioner Hoifeldt questioned if the access point of SE Kettlestone Blvd and
Grand Prairie Parkway would remain a full access point. Development Director,
Brad Deets, advised that yes, that access point would be a full access and remain a
full access. The access point in question would be directly off of SE Kettlestone
Blvd onto the private drive of the development and would be full access, but
would eventually become a right in right out only.
Commissioner Fontenot moved to approve the Final Plat for Ashworth South Plat 1,
subject to remaining staff comments. The motion was seconded by Commissioner
Schmidt. Ayes: Stonebrook, Fontenot, Streit, Broderick, Hoifeldt, Shanks and Schmidt.
Nays: none. Motion Carries.
STAFF REVIEW AND COMMENT: At this time staff comments related to the final plat
have been addressed and staff would recommend approval.

APPROVING THE FINAL PLAT FOR ASHWORTH SOUTH PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, AP GPP, L.C. has requested final approval of Ashworth Properties South Plat 1 (the
“Plat”); AND
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on February 14, 2017, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Ashworth South Plat 1 and the documents relating thereto will comply
with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
20th day of March, 2017, that the Final Plat for Ashworth South Plat 1 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lot A);
2. Sanitary Sewer Easement;
3. Water Main Easement;
4. Public Utility Easement;
5. Private Storm Sewer Easement; and
6. Private Ingress/Egress Easement.

BACKGROUND:
The subject property is located within the Kettlestone Corridor and includes approximately 17 acres located
on the east side of Grand Prairie Parkway and south of Ashworth Road.
PROJECT DESCRIPTION:
Lots:
The final plat includes 2 lots and 2 outlots. The lots range in size from 2.01 acres to 2.71 acres. All lots are
intended for commercial development. Outlot Z is 3.54 acres in area and Outlot Y is 7.97 acres in area, both
are intended for future commercial development.

Streets:
Minimal street improvements are required for this development. At this time the only street improvement
necessary is a turn lane off of Ashworth Road. Access to the development would be from two right-in right-
out access points from Grand Prairie Parkway and a full access from Ashworth Road on the north side of the
site. The access drive off of Ashworth Road will eventually extend down to SE Kettlestone Boulevard to the
south. The final plat shows the construction of a 26 foot wide private access road through the development.
A five foot sidewalk is identified on the west and north sides of the access drive. In addition, a 10 foot wide
trail will be installed across the property. This trail is part of the Kettlestone greenbelt trail system.
Easements:
Several easements are proposed within the plat based upon the location of proposed utilities. In addition, to
easements for utilities the preliminary plat identifies proposed ingress/egress easements to provide access to
the proposed outlots.
Utilities:
Utilities will be provided to Lots 1 and 2 with the completion of the plat improvements. Sanitary sewer will be
extended from Grand Prairie Parkway. Water service will be extended from Ashworth Road.
Storm water from this plat will be detained in a temporary detention basin on the west side of Grand Prairie
Parkway on property that is also owned by the applicant. This water will eventually be detained in a future
regional storm water retention basin.

STAFF RECOMMENDATION
At this time Staff feels comfortable with the proposal and would recommend approval of the Final Plat for
Ashworth South Plat 1 subject to remaining staff comments, completion of public improvements, and review
of the legal documents by the City Attorney.
