HomeMy WebLinkAbout2017-04-03-J06 Indi Run_Preliminary Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: April 3, 2017 AGENDA ITEM: Consideration of approval of a resolution approving a preliminary plat for Indi Run FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Solid Ground, LLC, with property owners, Philip E. & Charlotte R. Broderick, are requesting approval of a preliminary plat for approximately 27.96 acres of property located north of Hickman Road and west of Warrior Lane. The plat consists of 77 lots for which 55 lots are intended for single family homes, and the remaining 22 lots are intended for detached townhomes (association homes). As part of the public improvements for this project Gracewood Drive and Sunrise Drive will be extended west of Warrior Lane. Two new public streets will be constructed through the plat. The development is proposed to be completed in two phases. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this request on March 28, 2017, and recommended approval subject to remaining staff comments. Approval of a Preliminary Plat for Indi Run Senior Planner, Andy Kass, introduced the request for approval of a preliminary plat made by the applicants Solid Ground, LLC and owner Phillip & Charlotte Broderick, LLC, for Single Family and townhome development. The property is generally located north of Hickman Road and west of Warrior Lane containing approximately 27.96 acres. Mr. Kass advised that the preliminary plat identifies a total of 55 single family residential lots ranging from 8900 to 13200 square feet in size, and 22 townhome lots along Warrior Lane ranging in 4980 to 8522 square feet in size. The preliminary plat identifies 6 out lots. Out lot Z is intended to be dedicated to the city for Parkland dedication and a future trail, and the remaining out lots are intended for storm water detention to be maintained by the Homeowner’s Association. Mr. Kass explained that two new streets are proposed, NW Labrador Drive and NW Shorthair Street. Existing streets, Gracewood Drive and Sunrise Drive, will also be extended west of Warrior lane through the plat. Five foot wide sidewalks will be constructed along all streets including the west side of Warrior Lane. Utilities will be extended to all lots in two phases guiding the development of the property. Phase 1 will serve the townhomes and first section of single family homes. Phase 2 will extend services once the City trunk sewer project to the west of the development is completed in 2018, allowing for the rest of the property to develop as planned. At this time Staff recommends approval of the Preliminary Plat for Indi Run subject to remaining staff comments. • Commissioner Stonebrook questioned about the street alignments. Mr. Kass advised that the alignment proposed is necessary for future development and the drainage areas. Sunrise Drive and Douglas parkway will be the main points for east to west extensions. • Commissioner Schmidt questioned about the available parking for the townhome area and any special stipulations for street parking. Mr. Kass advised that it is a 29 foot wide street and allows parking on the east side. The townhomes are proposed to have 2 car rear loaded garages with enough space in the driveways to park as well. • Commissioner Shanks and Stonebrook questioned about the location of the sidewalks. Mr. Kass advised that the sidewalks would be located in front and behind the townhomes. • Commissioner Schmidt questioned if the townhomes are proposed to be two stories tall. Mr. Kass advised that they would be two story builds. Commissioner Schmidt moved to approve a preliminary plat for Indi Run subject to all remaining staff comments and review of legal documents. The motion was seconded by Commissioner Shanks. Ayes: Stonebrook, Streit, Hoifeldt, Shanks, and Schmidt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: All comments appear to be addressed. The applicant rezoned the property in 2016 to allow for single family homes and detached townhomes. The applicant requests preliminary plat approval for the development. The development of the plat is expected to be completed over the course of two phases. Project Description: Lots: The preliminary plat identifies a total of 55 single family residential lots and 22 lots for detached townhome development, for a total of 77 lots. The single family lots range in size from 8,900 square feet to 13,200 square feet. The lot widths range from 65 feet to 75 feet for the single family lots. The townhome lots range in size from 4,980 square feet to 8,522 square feet. The townhome lots are 42 feet in width. The lots for the townhomes are located just west of Warrior Lane. Six outlots are included as part of the plat for whicha March 24, 2017 2 of 3 majority are intended for storm water detention. Outlot Z is intended to be dedicated to the City for parkland dedication. In the future the City intends to put a trail through Outlot Z. ABOVE: Proposed Plat outlined in RED. The area in YELLOW is the single family lots. The area in ORANGE is the townhome lots. Streets: Street extensions will occur over the two phases of development. Two new streets are indicated on the preliminary plat, NW Labrador Drive and NW Shorthair Street. Existing streets, Gracewood Drive and Sunrise Drive, will also be extended west of Warrior Lane through the plat. No improvements to Warrior Lane are required for this development. Easements: Several easements are proposed within the plat based upon the location of proposed utilities. Utilities: Utilities will be extended to all lots. Sanitary sewer will be provided off of Warrior Lane for Phase I. Sanitary sewer for Phase II will be provided by a trunk sewer that will be constructed west of the development in 2018. Water main will be provided off of Warrior Lane. Storm water detention will be provided within Outlots Y, X and W. March 24, 2017 3 of 3 STAFF RECOMMENDATION At this time Staff feels comfortable with the proposal and would recommend approval of the Preliminary Plat for Indi Run subject to remaining staff comments.
