AGENDA ITEM: Consideration of approval of a resolution approving a final plat for Ferrees
Addition Plat 2
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Kum & Go, LC, with property owner, Heartland Co-op,
requests approval of a final plat in order to plat one lot and one outlot. Lot 1 is
2 acres in area and Outlot Z is 1.79 acres in area. The property is located at the
southwest corner at the intersection of 6th Street and Hickman Road. Kum &
Go, LC, intends to construct a new store on Lot 1 and Outlot Z will be for
future development.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on March 14, 2017, and recommended approval subject to remaining
staff comments.
Approval of a Preliminary Plat, Final Plat, and Site Plan for Ferrees Addition Plat 2 [Kum and
Go #1202, 650 W Hickman Road]
Senior Planner Andy Kass introduced the request for approval of a Preliminary Plat, Final Plat, and
site plan made by applicants Kum & Go, L.C. and Heartland Co-Op, in order to construct a Kum & Go
convenience store. The subject property is 3.82 acres and is located south of Hickman Road and west
of 6th Street and is currently owned and utilized by Heartland Co-op for grain and material storage.
Mr. Kass advised that the proposed site would include Lot 1 consisting of 2 acres and is the proposed
site for the development of the Convenience store, and an Outlot Z which will be intended for future
commercial development. The Development would include a 6,210 square foot Kum and Go
convenience store and fueling area with a canopy and 6 fuel pumps. An outdoor seating area is
proposed on the east side of the building and the trash enclosure for the site is located just west of the
building. All existing buildings on the property will be demolished as part of the site improvement
with the exception of several grain bins on the south side of the site which will remain on a temporary
basis until Heartland Co-op no longer requires the storage.
Mr. Kass advised that access to the site will be provided off of Hickman road and Elm Street. The two
access points off of Hickman Road are subject to approval by the Iowa Department of Transportation.
The far west access is a proposed full access and the east access is a proposed right-in/ right out
access. The access off of Elm Street will be a full access. Elm Street will also be paved for a short
extension with extended paving as Outlot Z develops. The site plan identified a total of 32 parking
spaces and bicycle parking is proposed on the east side of the building.
Mr. Kass explained that a 5 foot wide side walk will be constructed along 6th street. A connection into
the site from the public side walk has been provided as well. All utilities are available to the site and
storm water detention will be provided by the dry bottom detention pond proposed to be located on the
west side of the development. Mr. Kass advised that all open space and landscaping meets ordinance
and Staff requirements.
At this time staff is comfortable with the site plan and would recommend approval of the preliminary
plat, and final plat for Ferrees Addition Plat 2 and the site plan for Kum and Go #1202, subject to
remaining staff comments.
• Commissioner Streit questioned where Elm Street currently goes. Mr. Kass advised that Elm
Street is currently a dead end, it is a public street because there are areas that need access, and
future plans would keep it a dead end street. Commissioner Streit questioned if access would
just be from Elm Street for the Outlot. Mr. Kass advised that there would be a secondary
access with western development.
• Commissioner Shanks questioned what the diagonal cut through was. Development services
director Brad Deets, advised that it is a railway easement, but that currently the City owns the
property. There are stipulations that the railroad could place tracks in that easement if they
were to ever have the need, however the current plan is to extend the trail up to the trail head
with western expansion.
• Commissioner Hoifeldt stated that he was disappointed that there were no architectural
elements that hinted to the history of the area. Mr. Deets advised that Staff is working with the
applicant to incorporate joint signage to bring visibility to downtown Waukee off of Hickman
Road.
Commissioner Hoifeldt moved to approve the final plat for Ferrees Addition Plat 2 subject to any
remaining staff comments. The motion was seconded by Commissioner Shanks. Ayes: Stonebrook,
Streit, Hoifeldt, and Shanks. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: At this time all staff comments have been addressed related
to the final plat.
RECOMMENDATION: Staff recommends approval of the final plat.

APPROVING THE FINAL PLAT FOR FERREES ADDITION PLAT 2
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, HEARTLAND CO-OP, has requested final plat approval of Ferrees Addition Plat 2 (the
“Plat”); AND
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on March 14, 2017, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Ferrees Addition Plat 2 and the documents relating thereto will comply
with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
3rd day of April, 2017, that the Final Plat for Ferrees Addition Plat 2 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed;
2. Private Storm Water Detention Easement;
3. Private Ingress/Egress Easement; and
4. Storm Sewer Easement
