HomeMy WebLinkAbout2017-04-17-J01B 04032017_minutes WAUKEE CITY COUNCIL MINUTES April 3, 2017 (A) Call to Order – The regular meeting of the Waukee City Council was called to order by Mayor Peard at 5:31 p.m. in the Council Chambers at Waukee City Hall, 230 W. Hickman Rd. (B) Pledge of Allegiance (C) Roll Call – The following members were present: Mayor William F. Peard; Council Members Anna Bergman, R. Charles Bottenberg, Brian Harrison, Shelly Hughes, Larry R. Lyon. Absent: None. (Council Member Hughes left at 6:22 p.m.) Also present: City Administrator Tim Moerman, Finance Director Linda Burkhart, Public Works Director John Gibson, Development Services Director Brad Deets, Community and Economic Development Director Dan Dutcher, Parks and Recreation Director Matt Jermier, Marketing and Communications Director Summer Evans, Police Chief John Quinn, City Clerk Rebecca D. Schuett, City Attorney Steve Brick. (D) Open Forum – Brad Irwin, 1275 SE University Ave. #205, noted that he had received a speeding ticket in the area of SE University Ave./S. Warrior Ln. and asked that the speed limit for both streets be changed to 30 m.p.h. Council Member Hughes spoke against changing the speed limits, noting nearby parks, churches, schools and library and stating that speeding is already a concern in the area. (E) Agenda Approval – Council Member Lyon moved to approve the agenda; seconded by Council Member Bergman. Results of vote: Ayes: Bergman, Bottenberg, Harrison, Hughes, Lyon. Nays: None. Motion carried 5 – 0. (F) Mayor’s Report – Mayor Peard will make opening comments at the 04/12 Iowa Chamber of Commerce Executives meeting in Waukee. The Easter Egg Hunt will be 04/15. Mayor Peard announced Andy and Amy Walsh as 2016 Waukee Citizens of the Year. (G) Presentations: 1) Dallas County Sheriff Chad Leonard on law enforcement center and jail bond referendum – Sheriff Leonard discussed the upcoming referendum. 2) Proclamation: Rotary Foundation Day – Mayor Peard presented the proclamation to Rotary Foundation and Waukee Rotary representatives. (H) Public Hearings: 1) On an ordinance to amend Chapter 301, Zoning Ordinance, by rezoning certain property from A-1 to C-1 and M-1, a parcel to be known as Raccoon River Property – Mayor Peard opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied in the negative. Development Services Director Deets briefly reviewed the rezoning application, which is consistent with the current comprehensive plan. The applicant has also submitted an annexation petition for property to the west of the subject parcel. No comments were made by the public present. 2) On an ordinance to repeal Chapter 222 of the Municipal Code of the City of Waukee, Iowa, and to adopt by reference the 2015 edition of the International Codes, with amendments, modifications, additions and deletions as specified – Mayor Peard opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied in the negative. Development Services Director Deets briefly reviewed the proposed ordinance, which updates building codes from the 2009 to the 2015 International Codes. The Central Iowa Code Consortium has been working toward more code unification in the Des Moines metro; however, each community will continue to enact local amendments and modifications. Mr. Deets noted some amendments of general interest. Council Member Hughes asked if any metro cities would adopt the floor joist protection provisions within the 2015 International Codes; Mr. Deets replied that the City of Clive already includes such provisions in their code. No comments were made by the public present. 3) On the proposed issuance of not to exceed $300,000 General Obligation Bonds of the City of Waukee, State of Iowa (for general corporate purposes) – (Council Member Hughes left at 6:22 p.m.) Mayor Peard opened the public hearing and asked if any written correspondence had 2 been received; City Clerk Schuett replied in the negative. Finance Director Burkhart briefly reviewed the projects that would be funded through the bond issuance. No comments were made by the public present. 4) On the proposed issuance of not to exceed $9,000,000 General Obligation Urban Renewal Bonds of the City of Waukee, State of Iowa (for essential corporate urban renewal purposes) – Mayor Peard opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied in the negative. Finance Director Burkhart briefly reviewed the projects that would be funded through the bond issuance. No comments were made by the public present. 5) On the proposed issuance of not to exceed $5,500,000 General Obligation Bonds of the City of Waukee, State of Iowa (for essential corporate purposes) – Mayor Peard opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied in the negative. Finance Director Burkhart briefly reviewed the projects that would be funded through the bond issuance. No comments were made by the public present. (I) Public Hearing Action Items: 1) Ordinance: Consideration of approval of an ordinance to amend Chapter 301, Zoning Ordinance, by rezoning certain property from A-1 to C-1 and M-1, a parcel to be known as Raccoon River Property [introduction; first reading] – Council Member Lyon introduced the ordinance and moved to approve the first reading in title only; seconded by Council Member Harrison. Results of vote: Ayes: Bergman, Bottenberg, Harrison, Lyon. Nays: None. Absent: Hughes. Motion carried 4 – 0 – 1. (Resolution #17-166) 4) Resolution: Consideration of approval of a resolution instituting proceedings to take additional action for the issuance of not to exceed $9,000,000 General Obligation Urban Renewal Bonds – Council Member Harrison moved to approve the resolution; seconded by Council Member Bergman. (Resolution #17-168) 6) Resolution: Consideration of approval of a resolution directing the advertisement for sale of $13,940,000 General Obligation Bonds, Series 2017A, and approving electronic bidding procedures and Official Statement – Council Member Bottenberg moved to approve the resolution; seconded by Council Member Bergman. Finance Director Burkhart noted the importance of council review of the official statement prior to approval. Results of vote: Ayes: Bergman, Bottenberg, Harrison, Lyon. Nays: None. Absent: Hughes.
