HomeMy WebLinkAbout2017-05-01-J05 I-80 West Industrial Park_Preliminary Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: May 1, 2017 AGENDA ITEM: Consideration of approval of a resolution approving a preliminary plat for I-80 West Industrial Park FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: 117 Land Company, LLC, requests approval of a preliminary plat in order to plat 6 lots for an industrial park. The lots range in size from 1.47 acres to 6.02 acres in area. The property is 22.56 acres in area and is located west of R-22/Ute Avenue and south of Interstate 80. This is the same property that is proposed to be rezoned in the related Raccoon River Property rezoning. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this request on April 25, 2017, and recommended approval subject to remaining staff comments. Motion to Approve a Preliminary Plat for I-80 West Industrial Park City Planner Andy Kass, introduced the request, made by applicant 117 Land Company, LLc, for approval of a preliminary Plat for a commercial and light industrial subdivision. The area is question is approximately 22.56 acres is size and is generally located south of I-80 and west of R-22/ Ute Avenue. Mr. Kass advised that recently the Subject property was approved for rezoning from A-1 to M-1 and C-1 in March. Currently the rezoning is pending the third reading of the City Council scheduled for May 1st, having passed the last two readings. Mr. Kass stated that a total of 6 lots have been identified for light industrial and commercial development and range from 1.47 acres to 6.02 acres. The preliminary plat identifies one street, Interstate parkway, that will be extended from R-22 to the west plat boundary with the intention of continuing the street with further western development should it occur. The street will be 31 feet wide with 8 inch thick pavement and a 70 foot right of way. The size is due to the zoning requirements and the type of traffic expected in the area. A left turn lane is provided at the intersection of R-22 and a deceleration lane will also be provided off of r-22 for southbound traffic into the development. Mr. Kass stated that no trails are proposed as part of plat improvements, however 5 foot wide sidewalks will be constructed on both sides of the street as individual lots develop. Parkland dedication is not required for industrial or commercial developments. Mr. Kass explained that utilities will be extended to service the proposed plat. Sanitary sewer is proposed to be extended by a 6 inch force main bored under interstate 80 and a lift station constructed south of the proposed development. A 12 inch water main will be bored under interstate 80 and run along the west lot line of Lot 4 and then along the north side of Interstate parkway to provide water service to the lots. Storm water detention will need to be provided for each lot as it develops. There are potential detention locations identified on the preliminary plat for each lot as well as some temporary detention and sediment base locations with the ultimate outlet for storm sewer in the south east corner of lot 3. At this time Staff recommends approval of the Preliminary Plat for I-80 West Industrial Park subject to remaining staff comments. • Commissioner Stonebrooke questioned what the timing was on the street construction. Applicant representative, Erin Ollendike, advised that construction of the public improvements would start this year. • Commissioner Stonebrooke commented that he had seen some of the ground being moved. Mr. Kass advised that the City allows grading and site preparation at the Developers risk. • Commissioner Schmidt questioned about the current business, Rube’s Steakhouse, and their current utilities. Mr. Kass advised that more than likely, the current businesses used Septic sanitary utilities and Xenia provided water. Commissioner Schmidt questioned if the businesses would be required to connect to the new utilities. Mr. Kass advised that if they were to come into the city limits, connection to city service would be required, and the WRA would require grease trap installation. • Commissioner Schmidt questioned about the annexations to the south. Mr. Kass advised there is no plan to initiate the annexation of those properties into the city at this time. • Commissioner Broderick questioned what was to the south of the proposed site. Mr. Kass advised that there is a storage facility, a motel, and a single family residence located south of the site. • Commissioner Schmidt questioned if there would be street parting allowed. Mr. Kass advised that no street parking would be allowed on Interstate Parkway. • Commissioner Shanks questioned if the Lift station was in the City Limits. Mr. Kass advised that it was technically south of the city limits. Commissioner Broderick questioned if it would still need to conform to City Code. Mr. Kass advised that the City would be building the lift station, and that the lift station itself does not need to be in the city, just the development that it serves and is located in. Commissioner Schmidt moved to approve a preliminary plat for I-80 West Industrial Park subject to all remaining staff comments and review of legal documents. The motion was seconded by Commissioner Streit. Ayes: Stonebrook, Streit, Broderick, Shanks, and Schmidt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: At this time all staff comments have been addressed. Staff recommends approval subject to remaining staff comments. RECOMMENDATION: Approve the resolution ATTACHMENTS: I. The Commission recommended approval of the rezoning of this property from A-1 to M-1 and C-1 at the meeting on March 28th. There have been two readings of the ordinance to adopt the rezoning at the City Council. The Council has approved the first two readings. The third reading will be on May 1st. The lots colored in RED are proposed for commercial development. PROJECT DESCRIPTION: LOTS The preliminary plat identifies a total of 6 lots for light industrial and commercial development. Lots 1 and 6 are intended for commercial development and range in size from 1.47 acres to 2.75 acres. Lots 2, 3, 4, and 5 are intended for light industrial development and range in size from 2.48 acres to 6.02 acres. STREETS AND TRAIL The preliminary plat identifies one street that will be extended as part of this project. Interstate Parkway will be extended from R-22 to the west plat boundary. A temporary turnaround will be installed which will be removed once the street is extended as part of future development to the west. Interstate Parkway is considered a minor collector street. The preliminary plat identifies a 70 foot right-of-way and a 31 foot wide street with 8-inch thick pavement. At the intersection with R-22 the pavement is 37 feet wide to allow for a left turn lane. A decel lane off of R-22 is provided for incoming southbound traffic into the development – which is similar to what has been done for previous developments further to the north off of R-22. No trails are proposed to be constructed as part of the plat improvements. Five foot sidewalks will be constructed on both sides of the street as the individual lots develop. April 20, 2017 3 of 3 UTILITIES Utilities will be extended to service the proposed plat as part of the plat improvements. In order to provide sanitary sewer to the proposed development a 6-inch force main will be bored from the north under Interstate 80 and a lift station will be constructed south of the proposed development. An 8-nch sanitary sewer will be extended through the development and will gravity flow down to the lift station which will then pump the sewage to the north. A 12-inch water main will be bored under Interstate 80 and extended to the property. An additional 12-inch water main will connect to the water main that is being bored from the north under Interstate 80, this water main will run along the west lot line of Lot 4, and then on the north side of Interstate Parkway to provide water service to the lots. Storm water detention will need to be provided for each lot as each lot is developed. The preliminary plat identifies potential detention locations for each lot. The preliminary plat does identify some temporary detention and sediment basin locations on Lots 2, 3, 4, and 5. The ultimate outlet for the storm sewer system is the southeast corner of Lot 3. PARKLAND: Parkland dedication is not required for industrial or commercial developments. STAFF RECOMMENDATION At this time staff feels comfortable with the proposal and would recommend approval of the Preliminary Plat for I-80 West Industrial Park subject to remaining staff comments.
