AGENDA ITEM: Consideration of approval of a resolution approving Preliminary Plat for
Ashworth South Plat 2
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant, AP GPP, LC is requesting approval of a
preliminary plat for 14.22 acres of property that is located north of Kettlestone
Boulevard and east of Grand Prairie Parkway.
The preliminary plat consists of a total of 2 commercial lots and one outlot
that will be replatted in the future as development of the property becomes
clearer.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the request at their meeting on May 9, 2017 and recommended
approval:
Approval of a Preliminary Plat for Ashworth South Plat 2
City Planner Melissa DeBoer introduced the request for approval of a preliminary plat made by the
applicant AP GPP, LC. The property is generally located north of SE Kettlesone Boulevard and east of
Grand Prairie Parkway and contains approximately 14.22 acres. Mrs. DeBoer advised that the property
was rezoned to K-RR (Kettlestone Retail Regional) in 2016 to allow for commercial and retail
development.
Mrs. DeBoer stated that the preliminary plat would include 2 lots ranging between 1.29 acres and 1.37
acres with an 11.25 acre out lot intended for future commercial development to be platted at a later
time. 5 foot sidewalks will be constructed along the north side of SE Kettlestone Blvd. as the lots
develop and on one side of the private streets. Mrs. DeBoer stated that no public street improvements
are required for the development and access is provided by a right in right out access point from grand
prairie parkway with a second right in right out access point to SE Kettlestone Boulevard. All Utilities
will be provided to lots 1 and 2 as part of the plat improvements.
At this time Staff feels comfortable with the proposal and would recommend approval of the
Preliminary Plat for Ashworth South Plat 2 subject to remailing staff comments.
• Commissioner Streit questioned if there was any indication of what might be built on the lots.
Mrs. DeBoer advised that staff did not have that information at this time.
• Commissioner Broderick questioned if a Commercial Owners Association would be built to
maintain the detention ponds and roads. Mrs. DeBoer advised that she was not sure if a COA
would be created or who was going to be in charge of the pond as it is part of the Kettlestone
Regional Detention.
• Paul Claussen of 2400 86th Street in Urbandale, a representative for the applicant, advised that
a COA would be set up.
Commissioner Schmidt moved to approve a Preliminary Plat for Ashworth
South Plat 2 subject to all remaining staff comments and review of legal
documents. The motion was seconded by Commissioner Streit. Ayes: Streit,
Broderick, Hoifeldt and Schmidt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: At this time, staff comments have been addressed and staff
would recommend approval.

RESOLUTION 17-
APPROVING THE ASHWORTH SOUTH PLAT 2 PRELIMINARY PLAT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Ashworth South Plat 2 on May 9, 2017, subject to remaining
staff comments; AND,
WHEREAS, the Preliminary Plat for Ashworth South Plat 2 is in general conformance with
section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 15th day of May, 2017, that the Preliminary Plat for Ashworth South Plat 2 be approved.

BACKGROUND:
The subject property is located within the Kettlestone Corridor and includes approximately 14 acres located
on the east side of Grand Prairie Parkway and north of SE Kettlestone Boulevard. In 2016 the subject
property was rezoned to K-RR (Kettlestone Retail Regional) to allow for commercial and retail development.

Project Description:
Lots:
The preliminary plat includes 2 lots and 1 outlot. Lot 1 is 1.37 acres and Lot 2 is 1.29 acres. All lots are
intended for commercial/retail development. Outlot Z is 11.25 acres in area. Outlot Z is intended for future
commercial development which will be platted as development occurs.
Streets:
No public street improvements are required for this development. Access to the development will be from a
right-in right-out access point from Grand Prairie Parkway. Additional right-in right-out access to SE
Kettlestone Boulevard will be provided through Lot 2 within the former public right-of-way for Vermillion
Court. As Outlot Z develops this private road will be extended to the north to the portions of the private
road being constructed with Ashworth South Plat 1 and access to Ashworth Road will become available.
A five foot wide sidewalk will be constructed along the north side of SE Kettlestone Boulevard as each lot
develops. A five foot sidewalk will be provided on one side of the interior private streets.
Easements:
Several easements are proposed within the plat based upon the location of proposed utilities. In addition, to
easements for utilities the preliminary plat identifies proposed ingress/egress easements to provide access to
the proposed lots.

Utilities:
Utilities will be provided to Lots 1 and 2 as part of the plat improvements. Sanitary sewer and water main will
be extended from SE Kettlestone Boulevard to the south.
Storm water in this plat will be detained in a temporary detention basin on the west side of the road on
property that is also owned by the applicant. This water will eventually be detained in a future regional storm
water retention basin.
STAFF RECOMMENDATION
At this time Staff feels comfortable with the proposal and would recommend approval of the Preliminary Plat
for Ashworth South Plat 2 subject to remaining staff comments.
