HomeMy WebLinkAbout2017-06-05-J05 Bricktowne - Waukee Central Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 5, 2017 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Bricktowne Waukee Central (420 SE Laurel Street) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Harvester Land Holdings, LC, requests approval of a site plan to allow for the construction of two apartment buildings and a clubhouse on property that is located on the south side of SE Laurel Street between SE Dartmoor Drive and SE Westgate Drive. Building #1 is proposed to have 48 units and Building #2 is proposed to have 60 units, for a total of 108 units. In total, 98 units will be one bedroom and the remaining 10 units will be two bedroom units. All units will be for lease at market rate. The clubhouse will be for the use of the residents and will also feature a pool among other amenities. Six garage buildings are also proposed on the south side of the site. The remaining parking will be provided as surface parking. Three access points are provided to this site, all off of SE Laurel Street. The applicant has provided elevations for proposed buildings on the site which meets the intent of the architectural guidelines within the Site Development and Building Standards Ordinance as well as the adopted Planned Development approved by the City Council. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the May 9, 2017 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Bricktowne- Waukee Central (420 SE Laurel Street) City Planner Melissa DeBoer, introduced the request for approval of a Site Plan for an apartment complex containing 108 units made by the applicant Harvester Land Holdings, L.C. the property is generally located south of Hickman Road and west of SE Westgate Drive containing approximately 4.91 acres. Mrs. DeBoer advised that the property was recently rezoned from C-1 community and Highway Commercial to R-3 Multi-Family Residential with a Planned Development Overlay. Mrs. DeBoer explained that the site plan includes a total of two 3 – story apartment buildings, a clubhouse, pool, and six garage structures on the south side of the site. Access will provide off the private street, SE Laurel Street, from three separate points. Five foot wide sidewalks will be installed along se Westgate Drive and se Laurel Street as part of site improvements. All Buildings will be serviced with public utilities and storm water detention will be provided with two dry bottom detention ponds located on the Northwest and East sides of the Site. A 10 foot landscape buffer will be included along the south side of the site and plantings have also been provided along the east side of the site in order to provide screening to current residential areas. Parking, lighting plans, and open space requirements for the site have been met. Mrs. DeBoer advised that all buildings are proposed as being constructed primarily of different brick materials, fiber cement siding, and galvanized metal balconies. A trash enclosure is proposed on the south side of the site. At this time staff is comfortable with the site plan and would recommend approval of the Site Plan subject to remaining staff comments. • Commissioner Streit verified that the apartments would be flat toped and the garages and clubhouse would have peaked roofs. Commissioner Hoifeldt questioned what caused the change. Dixson Jensen of Jensen Group, a representative of the applicant, advised that the flat roof when it was on a one story building made it look squat and unappealing taking away from the profile of the 3 story buildings. He advised that the changes added the pitched roofs and more windows to the club house. • Commissioner Schmidt questioned when the applicant anticipated starting work. Mr. Jensen advised that if everything with the City Council went well, they were hoping to start June 1st and completed by January 1st. • Commissioner Streit questioned if the materials shown on the material board for the main building would be the same chosen for the garages. Mr. Jensen advised that was correct. • Commissioner Broderick questioned if Staff had heard any more from the surrounding residents that had been concerned with the rezoning. Mrs. DeBoer advised that Staff had not heard any more community input since the approval of the rezoning from the City Council. Mr. Jensen advised that the applicant had another meeting with the neighbors which is what inspired the addition of the club house and pool in order to create more of a community feel to the area. Commissioner Schmidt moved to approve a site plan for Bricktowne-Waukee Central [420 SE Laurel Street] subject to all remaining staff comments and review of legal documents. The motion was seconded by Commissioner Streit. Ayes: Streit, Broderick, Hoifeldt and Schmidt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: At this time a majority of staff comments have been addressed and staff recommends approval, subject to remaining staff comments. The subject property contains approximately 4.91 acres and was recently rezoned from C-1 Community and Highway Commercial to R-3 Multi-Family Residential with a Planned Development Overlay. The applicant, Harvester Land Holdings, L.C., is requesting approval of a site plan to allow for the development of an apartment complex containing a total of 108 multi-family units. May 5, 2017 2 of 3 ABOVE: Aerial of the site plan (outlined in YELLOW) in relation to the surrounding properties. PROJECT DESCRIPTION: The site plan includes a total of two apartment buildings, both three stories. One building contains 48 units and the other 60 units for a total of 108 units. Of these 108 units, 98 are one bedroom units and 10 are two bedroom units. Other buildings on site include a clubhouse building with a pool located in the center of the site and six garage structures located on the south side of the site. ACCESS AND PARKING: Access to the site will be provided off of the private street (SE Laurel St) located to the north of the site, with three driveway locations. A total of 189 parking spaces are required for this site. The total amount of parking proposed is 193 spaces. This includes a total of 36 garage spaces and 8 handicap accessible stalls. Traffic throughout the parking lot will be two-way traffic. SIDEWALKS/TRAILS: As a part of the improvements, a five foot wide sidewalk will be installed along SE Westgate Drive. A five foot wide sidewalk will also be installed along SE Laurel Sreet, located on the north side of this site. Sidewalks are planned internal to the site, primarily around the buildings from the parking areas. The site plan does provide several pedestrian connections from the site to the sidewalk that will be constructed along the south side of SE Laurel Street. May 5, 2017 3 of 3 UTILITIES: All buildings will be serviced with public utilities. Storm water detention will be provided with two dry bottom detention ponds, Pond 1 is located on the northwest side of the site and Pond 2 is located on the east side of the site, along SE Westgate Drive. OPEN SPACE AND LANDSCAPING: A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is 37%. A ten foot landscape buffer will be included along the south side of this site in order to provide screening for the mobile home park located to the south. Plantings have also been provided along the east side of the site in order to provide screening from the townhomes located to the east of SE Westgate Drive. The applicant has provided the required amount of plantings per the landscaping ordinance and the planned development requirements. ELEVATIONS: The elevations of all buildings are proposed as being constructed primarily of different brick materials, including a darker brick as well as a lighter brick color. The elevations of the two apartment buildings will also include fiber cement siding as well as galvanized metal balconies. MISCELLANEOUS: A trash enclosure is proposed on the south side of the site. The applicant has provided a lighting plan which meets the City of Waukee Site Plan Ordinance requirements. STAFF RECOMMENDATION: At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to remaining staff comments.
