This is a joint effort project between the Cities of West Des Moines and Waukee. Three bids were received and opened at 2:00 PM on Wednesday, June 7, 2017 with the lowest bid from Jasper Construction Services of Newton, Iowa. Snyder & Associates recommends award of the project to Jasper Construction Services. The City of Waukee concurs with the City of West Des Moines on this recommendation. FISCAL IMPACT INCLUDING COSTBENEFIT ANALYSIS: The cost share on this project is as follows: • 25% of the cost - City of West Des Moines - $74,798.00 • 75% of the cost - City of Waukee - $258,793.00 COMMISSIONBOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: RECOMMENDATION: Approve the resolution. Snyder & Associates letter of recommendation PREPARED BY: Beth Richardson/Rud Koester REVIEWED BY: John Gibson PUBLIC NOTICE INFORMATIO — NAME OF PUBLICATION: DATE OF PUBLICATION: RESOLUTION 17- RESOLUTION CONCURRING WITH CITY OF WEST DES MOINES AWARD OF CONTRACT [98T" STREET/WACO PLACE AND UNIVERSITY AVENUE TRAFFIC SIGNAL PROJECT] WHEREAS, the City has entered an Intergovernmental Agreement with the City of West Des Moines, Iowa to provide for the joint exercise of their respective powers in connection with the construction of certain roadway improvements known as the 98t" Street/Waco Place Improvements Project, including traffic signal installation; and WHEREAS, the Cities agreed that the City of West Des Moines will not enter into a construction contract until the bids for the improvements have been considered and a bid accepted by the respective city councils for the City of West Des Moines and the City of Waukee; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE OF IOWA: Section 1. That the following bid for the construction of certain public improvements described in general as the 98"' Street/Waco Place and University Avenue Traffic Signal Project, be and is hereby accepted, the same being the lowest responsive, responsible bid received for such work, as follows: Contractor: Amount of bid: Portion of project: Construction Services of Newton, IA 333.591.00 All construction work Section 2. That the City of West Des Moines, as the lead agency, is hereby authorized and directed to obtain the necessary executed contracts; bonds and certificates of insurance for the Project as described in the plans and specifications, and that upon receipt of the same in accordance with said plans and specifications, the City of West Des Moines is hereby authorized and directed to execute said documents for the Project, the same being hereby approved and accepted by this City Council. The proposed project includes the installation of traffic signals at the intersection along with minor paving improvements. The project is ajoint effort between the Cities of West Des Moines and Waukee. Three bids were received and opened. The bids were $333,591.00, $333,638.60, and $385,411.40. Our opinion of probable construction costs was $335,701. The low bid of $333,591.00 was submitted by Jasper Construction Services of Newton, Iowa. Please refer to the attached bid tabulation. Jasper indicated Van Maanan Electric of Newton will be installing the traffic signals. The bids were extremely competitive and all bids were under our estimate. Our recommendation is to award the project to the low bidder, Jasper Construction Services of Newton, Iowa. I have personally worked with Jasper Construction Services on previous projects and believe they are fully capable of successfully carrying out the requirements of the contract.
