HomeMy WebLinkAbout2017-06-19-J14 Shadow Creek Shopping Center_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 17, 2017 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Shadow Creek Shopping Center (820 NE Alice’s Road) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Landing at Shadow Creek, LLC, requests approval of a site plan to allow for the construction of a 15,800 square feet multi-tenant retail building. The subject property is 3.04 acres in area located south of NE Douglas Parkway and west of NE Alice’s Road. In addition to the retail building, the site plan identifies parking areas on the north, west, and east sides, and a trash enclosure west of the proposed building. No public improvements are required as part of this site development. Existing infrastructure will provide utilities to the site and storm water detention will be provided on the west side of the site. The applicant has provided elevations for proposed building on the site which meets the intent of the architectural guidelines within the Site Development and Building Standards Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the June 13, 2017 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Shadow Creek Shopping Center (820 NE Alice’s Road) Senior Planner Andy Kass introduced the request for approval of a site plan made by the applicant Landing at Shadow Creek LLC. The property is generally located south of NE Douglas Parkway and west of NE Alice’s Road containing approximately 3.04 acres. The project would include the construction of a 15000 square foot multi-tenant commercial building. Parking is proposed on the north, west, and east sides of the building. Access to the site will be provided on the north side of a joint access that will be constructed as part of the recently approved Casey’s general store site plat. Additional access will be provided off of NE Olivia Lane which is a private street that was constructed as part of the Village at shadow Creek Townhome Project. Both access points will be temporary full access points to become right- in right-out only accesses as improvements to NE Alice’s Road are made. Mr. Kass advised that all utilities are currently available to the site and storm water detention will be accommodated in a dry bottom detention pond on the west side of the site. All Parking, open space, and landscaping requirements have been met with the current proposed site plan. At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to remaining staff comments. • Commissioner Stonebrook questioned what the green area that seemed to be leaking into the residential area was. Mr. Kass advised that was the designated Storm Water detention area that will be shared with the northern Casey’s project. The Single family residential lot in question is an out lot dedicated for the same purpose. • Commissioner Hoifeldt questioned of the possible drive through location was the southwest corner of the building. Mr. Kass advised that was correct. • Commissioner Shanks questioned why the Casey’s project showed a sidewalk along NE Alice’s road but this project did not. Mr. Kass advised that the sidewalk shown is actually the proposed location of a future city trail and is not required for this project due to the expected location of improvements to NE Alice’s Road. • Commissioner Hoifeldt questioned how many other commercial lots would be left on this corner. Mr. Kass advised there is one other commercial lot. • Commissioner Schmidt questioned if the only way to go north after the improvements to Alice’s Road, would be to outlet onto NE Douglas Parkway. Mr. Kass advised that was correct. • Commissioner Stonebrook questioned if there was a requirement for Private roads to be up to city code. Mr. Kass advised not necessarily. The city standard is 7 inches most private roads are 6 inches. The se laurel street extension was an exception where the city was aware of a higher traffic expectancy so it was built to city standard, however for setback purposes, it is labeled as a private street. Commissioner Hoifeldt moved to approve the site plan for Shadow Creek Shopping Center (820 NE Alice’s Road). Commissioner Streit Seconded the motion. Ayes: Stonebrook, Streit, Hoifeldt, Shanks, and Schmidt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: At this time a majority of staff comments have been addressed and believes that any remaining comments will be addressed prior to the Council meeting. The subject property is located within The Landing at Shadow Creek Plat 4 that was platted in 2016. June 9, 2017 2 of 3 ABOVE: Site Plan of the property with the proposed landscape plantings. x PROJECT DESCRIPTION: The proposed project includes the construction of a 15,000 square foot building to be utilized as a multi- tenant commercial building. The site plan identifies the building located in the center of the site with parking located on the north, west, and east sides of the building. The trash enclosure is located on the west side of the property. The site plan identifies the potential for a future drive-thru window on the southwest side of the building. The ordering board is located on the west side of the parking lot. ACCESS AND PARKING: Access to the site will be provided on the north side off of a joint access that will be constructed as part of the recently approved Casey’s General Store site plan. Additional access will be provided off of NE Olivia Lane which is a private street that was constructed as part of the Village at Shadow Creek Townhome project. Both access points will be full access for the time being, however, in the future both access points will become right-in/right-out access points as improvements to NE Alice’s Road are made. The Parking Ordinance requires 15 parking spaces per 1,000 square feet of restaurant floor area and 4 parking spaces per 1,000 square feet of retail area. The total required parking spaces is 136 spaces and the site plan indicates 139 parking spaces. June 9, 2017 3 of 3 No public sidewalks are being constructed as part of this project, however, the site plan does identify a pedestrian connection to the future 10 foot wide trail that will be constructed in the future when NE Alice’s Road is widened. UTILITIES: Utilities are currently available to the site. The site plan identifies the water connection coming from the existing 12-inch water main that is along NE Alice’s Road. The sanitary connection will be provided from the existing sanitary sewer to the southwest. Storm water detention will be accommodated in dry bottom detention pond on the west side of the site. OPEN SPACE AND LANDSCAPING: A minimum of 20% of the project area is required to be open space and the site plan indicates that 36% open space will be provided. Landscaped areas fronting the parking area along NE Alice’s Road will be provided. In addition, a 30 foot landscape buffer along the west property line will be provided to screen the commercial uses from the adjacent single family residential to the west. ELEVATIONS: The proposed building is a single story building. The proposed materials include cultured stone, architectural metal paneling, cement paneling, and glazing. Staff feels comfortable with the proposed elevations as they demonstrate the appropriate use of primary and secondary materials as identified in the Site Plan Ordinance. In addition, the elevations provide architectural interest on all sides on the building. MISCELLANEOUS: The applicant has submitted a photometric plan and associated light fixture cut sheets. Staff is working with the applicant to revise the lighting plan so that it meets City standards. Staff anticipates having this resolved prior to the Planning & Zoning Commission meeting. STAFF RECOMMENDATION: At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to remaining staff comments.
