AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Casey’s
General Store (870 NE Alice’s Road)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Casey’s General Store, requests approval of a site plan to
allow for the construction of a 4,600 square feet convenience store. The
subject property is 1.43 acres in area located south of NE Douglas Parkway
and west of NE Alice’s Road. In addition to the retail building, the site plan
identifies parking areas east of the store, a trash enclosure south of the
building, and a fuel canopy with eight fuel pumps east of the building. No
public improvements are required as part of this site development. Existing
infrastructure will provide utilities to the site and storm water detention will
be provided underground.
The applicant has provided elevations for proposed building on the site which
meets the intent of the architectural guidelines within the Site Development
and Building Standards Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the May 23, 2017 Commission Meeting and recommended
approval subject to remaining staff comments:
Approval of a Site Plan for Casey’s General Store (870 NE Alice’s Road)
City Planner Melissa De Boer introduced the request for approval of a site plan made by the applicant
Casey’s General Store. The Subject property is located south of NE Douglas parkway and West of NE
Alice’s Road, Containing Approximately 1.43 acres. The project involves the construction of a
Casey’s convenience store that is proposed to be approximately 4,685 square feet in area with a fuel
caopy and eight fuel pumps. A monument sign is planned at the north east corner of the site.
Mrs. De Boer advised that access will be provided off of NE Douglas parkway and NE Alice’s road.
Both accesses will be shared with other commercial sites located to the west and south when
developed. A sidewalk is proposed on the north side of the site, and a 10 foot trail is proposed on the
east side of the site at the time of NE Alice’s Road improvements. The site will be serviced with public
utilities. Storm water detention will be provided with underground storage located on the south side of
the site, and in the existing detention basin along ne Alice’s road.
Mrs. De Boer advised that the parking, open space and landscaping requirements have all been met. At
this time city staff is comfortable with the site plan and would recommend approval of the site plan
subject to remailing staff comments.
Commissioner Stonebrook questioned about the odd road design of NE Douglas parkway. Senior
Planer Andy Kass advised that the current road narrows as you approach the intersection until the full
build out of ne Douglas parkway in order to waste as little pavement as possible. The location is a
possible push location for snow in the winter.
Commissioner Hoifeldt questioned where the NE Alice’s Road improvements were stopping and if the
NE Alice’s road would be a full access. Mr. Kass advised that improvements would be stopping just
past Hy-vee, and that future northern improvements were unknown. At the current time, the access is a
right in- right out point, as is NE Olivia Lane to the south. Commissioner Shanks clarified that the
main access would be off of Douglas Parkway and Mr. Kass advised that was correct.
Commissioner Broderick questioned if it would be a full amenity store. Amy Costello of the Casey’s
General Store Legal team, advised that it would be equipped with a full kitchen, as one of the larger
versions of the store.
Commissioner Hoifeldt moved to approve a site plan for Casey’s General Store (870 NE Alice’s
Road). The motion was seconded by commissioner Streit. Ayes: Stonebrook, Streit, Broderick,
Hoifeldt, Shanks, and Schmidt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: At this time a majority of staff comments have been
addressed and believes that any remaining comments will be addressed prior
to the Council meeting.
RECOMMENDATION: Approve the resolution.

APPROVING THE SITE PLAN FOR CASEY’S GENERAL STORE (870 NE ALICE’S
ROAD)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Casey’s General Store, subject to remaining staff comments on May 23, 2017;
AND,
WHEREAS, the Site Plan for Casey’s General Store is in general conformance with §304 – Site
and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Casey’s General Store is in general conformance with §301.27(A)
– Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 19th day of June, 2017 that the Site Plan for Casey’s General Store is approved.

BACKGROUND:
The subject property is located south of NE Douglas Parkway and west of NE Alice’s Road, within the Landing
at Shadow Creek Plat 4 development. The subject property contains approximately 1.43 acres. The applicant,
Casey’s General Store, is requesting approval for a site plan to construct a gas station and convenience store.

PROJECT DESCRIPTION:
The project involves the construction of a Casey’s convenience store that is proposed to be approximately
4,685 square feet in area along with a fuel canopy and eight fuel pumps. A monument sign is planned at the
northeast corner of the site. The fuel storage tanks will be located underground on the northeast side of the
property.
ACCESS AND PARKING:
Two accesses are provided to the site. One access will be provided off of NE Douglas Parkway and the other
off of NE Alice’s Road. Both of these accesses will be shared accesses for the other commercial sites located
to the west and to the south, within the Landing at Shadow Creek Plat 4 development.
The parking ordinance requires 5 parking spaces per 1,000 square feet gross floor area. The total amount
required per the ordinance is 5 spaces. The site plan identifies a total of 14 parking spaces to be provided on
the site.
SIDEWALKS/TRAILS:
A 5 foot wide sidewalk will be constructed on the north side of the site along NE Douglas Parkway as part of
the site improvements. A connection into the site from the public sidewalk has been provided on the north
side of the parking lot. A future 10 foot wide trail will be constructed at the time improvements are made to
NE Alice’s Road.

UTILITIES:
This site will be serviced with public utilities.
Storm water detention will be provided with underground detention storage located on the south side of the
site and with the existing detention basin located along NE Alice’s Road.
OPEN SPACE AND LANDSCAPING:
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 25%. The applicant has provided the required amount of plantings per the landscaping ordinance.
ELEVATIONS:
The elevations of the building are proposed to be constructed primarily of brick with a stone accent. The
trash enclosure, located just south of the building, will also be constructed of the brick material to match the
building.
STAFF RECOMMENDATION:
At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to
remaining staff comments.

9.PUBLIC UTILITY FIXTURES ARE EXISTING WITHIN THE CONSTRUCTION AREA. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO NOTIFY THE OWNERS OF THESE UTILITIES PRIOR TO THE BEGINNING OF ANY
CONSTRUCTION. THE CONTRACTOR SHALL AFFORD ACCESS TO THESE FACILITIES FOR ANY NECESSARY MODIFICATION OF SERVICES. NO ADDITIONAL COMPENSATION WILL BE ALLOWED TO THE CONTRACTOR FOR
ANY INTERFERENCE OR DELAY CAUSED BY SUCH WORK.
10.SEEDING AND FERTILIZING IS INCLUDED IN THIS CONTRACT. CONTRACTOR SHALL BE RESPONSIBLE FOR GRADING AND PREPARING AREAS DISTURBED BY CONTRACTOR'S OPERATIONS FOR SEEDING. ALL DEBRIS
GREATER THAN GOLF BALL SIZE SHALL BE REMOVED AND AREA SHALL BE RAKED SMOOTH. CONTRACTOR SHALL NOT DISTURB AREAS OUTSIDE OF THE OWNER'S PROPERTY DURING OPERATIONS AND SHALL MAKE
A REASONABLE EFFORT TO NOT DISTURB AREAS GREATER THAN NECESSARY DURING CONSTRUCTION. AREAS OF NONGERMINATION WILL BE RESEEDED AND REFERTILIZED BY THE CONTRACTOR. COST IS TO BE
CONSIDERED INCIDENTAL.
11.IT WILL BE THE CONTRACTOR'S RESPONSIBILITY TO SECURE ALL NECESSARY TRAFFIC CONTROL SIGNS, DEVICES, ETC., AND TO PLACE, MAINTAIN, AND REMOVE SAME AS CONSTRUCTION COMMENCES AND IS
COMPLETED IN ACCORDANCE WITH THE CURRENT EDITION OF THE IOWA MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES FOR STREETS & HIGHWAYS. FAILURE TO COMPLY WITH THIS PORTION OF THE
SPECIFICATIONS WILL RESULT IN SUSPENSION OF WORK UNTIL THE SITUATION IS CORRECTED. A REDUCTION IN THE LUMP SUM TO BE PAID WILL BE MADE FOR EXCESSIVE NONCOMPLIANCE WITH REQUIRED
TRAFFIC CONTROL. NO WORK SHALL COMMENCE IN ANY GIVEN AREA UNTIL ALL APPROPRIATE TRAFFIC CONTROL IS IN PLACE.
12.THE CONTRACTOR SHALL NOT DISTURB GRASSED AREAS AND TREES OUTSIDE THE CONSTRUCTION LIMITS. TREES AND BUSHES SHALL BE RETAINED AS POSSIBLE. THE CONTRACTOR WILL NOT BE PERMITTED TO
PARK SERVICE VEHICLES AND EQUIPMENT OR USE THESE AREAS FOR STORAGE OF MATERIALS. STORAGE, PARKING AND SERVICE AREA(S) WILL BE SUBJECT TO APPROVAL OF THE ENGINEER.
13.ALL EXISTING TREES AND BUSHES SHALL BE MAINTAINED AND PROTECTED UNLESS NOTED OTHERWISE. AREAS OF HAND FORMING MAY BE REQUIRED TO PROTECT TREES.
