Hickman Road) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Hurd Waukee, LLC, requests approval of a site plan to allow for the construction of a 4,600 square feet retail building. The subject property is 1 acre in area located south of Hickman Road and west of SE Alice’s Road. The site plan indicates that the building will have two separate tenant spaces. One tenant spaces is for a coffee shop and the other is for a restaurant. The east tenant space will have a drive-thru window. No public improvements are required as part of this site development. Existing infrastructure will provide utilities to the site and storm water detention will be provided in a dry bottom basin fronting Hickman Road. The applicant has provided elevations for the proposed building on the site which meets the intent of the architectural guidelines within the Site Development and Building Standards Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the June 27, 2017 Commission Meeting and recommended approval subject to remaining staff comments: Approval for a Site Plan for Lot 4, Waukee market Place Plat 1 (1010 E. Hickman Road) City planner, Melissa DeBoer, introduced the request for site plan approval made by the applicant, Hurd Waukee, llc, for the property generally located south of Hickman Road and West of SE Alice’s Road. The proposed project includes the construction of a 4,657 square foot multi-tenant building with two spaces identified for a restaurant and a coffee shop. A drive- thru window will be located on the east side of the building, a trash enclosure is located on the south side of the site, and parking is available on the North, West, and south sides of the building. Mrs. DeBoer advised there are two access points off of Hickman Road that service the Waukee Market Place Plat 1 development. The western most access is a full access with the closest access to this project being a right in right out access. All Utilities are currently available to the site and the parking, open space, and landscaping ordinances have been met. At this time staff is comfortable with the site pan and would recommend approval of the site plan subject to remaining staff comments. • Commissioner Fontenot questioned if the tenants were known. Mrs. DeBoer advised the current tenants were a Panchero’s and a Starbucks. • Commissioner Stonebrook questioned if the north parking situation was a safety concern. Commissioner Hoifeldt advised that the site set up for parking was no different than many of the other commercial developments on Hickman Road. • Commissioner Broderick questioned if the trash location was feasible. The civil engineer of the project advised that the Starbucks is very picky about the trash location, but that it does work. He also advised that the access street across the north part of the site, will look more like a parking lot rather than an actual street. He also advised there is a full access off of SE Alice’s road, though that will become a right-in and right-out access with the future improvements. Commissioner Schmidt moved to approve the site plan for lot 4, Waukee Market Place Plat 1 (1010 E. Hickman Road). Commissioner Fontenot seconds the motion. Ayes: Stonebrook, Fontenot, Broderick Hoifeldt, and Schmidt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: All staff comments have been addressed. RECOMMENDATION: Approve the resolution. The property is located within the Waukee Market Plat 1 development which was platted earlier this year. The Commission has reviewed two previous site plans for projects within the Waukee Market Place development which has included a credit union and an auto parts store. PROJECT DESCRIPTION: The proposed project includes the construction of a 4,697 square foot multi-tenant building. The site plan identifies two spaces within the building for a restaurant for one space and a coffee shop for the other space. The coffee shop space on the east side of the building will include a drive-thru window. Parking will be provided on the north, west, and south sides of the building. The trash enclosure is also located on the south side of the site. ACCESS AND PARKING: Two access points off of Hickman Road serve the Waukee Market Place Plat 1 development. The closest access is just of the proposed building and will be right-in right-out access. The access to the west is a full access point off of Hickman Road. The interior driveways are privately owned and maintained. The Parking Ordinance requires 8 parking spaces per 1,000 square feet of floor area for multi-tenant buildings. The proposed building requires 38 parking spaces and the site plan identifies a total of 50 parking spaces and 4 queuing spaces for the coffee shop drive-thru. UTILITIES: Utilities are currently available to the site. The site plan identifies the water connection coming from an existing private water main on the south side of the site. The sanitary connection will be provided from the existing 8-inch sanitary sewer that is located on the south side of the site. Storm water detention will be June 23, 2017 3 of 3 accommodated in the existing detention basing along Hickman Road. The basin is designed as a dry bottom basin. The system will connects to the Hickman Road storm sewer system for the pond outlet. OPEN SPACE AND LANDSCAPING: A minimum of 20% of the project area is required to be open space and the site plan indicates that 40% open space will be provided. Landscaped areas fronting the parking areas along Hickman Road will be provided. ELEVATIONS: The proposed building is a single story building. The proposed materials include concrete masonry unit (integral color), metal paneling, composite decking, brick, EIFS, and glazing. Staff feels comfortable with the proposed elevations as they demonstrate the appropriate use of primary and secondary materials as identified in the Site Plan Ordinance. In addition, the elevations provide architectural interest on all sides on the building. MISCELLANEOUS: The applicant has submitted a photometric plan and associated light fixture cut sheets. The photometric plan and fixtures meet the requirements outlined within the Site Plan Ordinance. STAFF RECOMMENDATION: At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to remaining staff comments.
