RESOLUTION 17-_______
RESOLUTION APPROVING AND ADOPTING PRELIMINARY PLANS AND
SPECIFICATIONS, ESTIMATE OF COST AND PLAT AND SCHEDULE
CONCERNING THE LITTLE WALNUT CREEK STREET IMPROVEMENT
PROJECT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the Council of the City of Waukee, Iowa, has adopted a preliminary
resolution pursuant to Section 384.42 of the Code of Iowa, covering the Little Walnut Creek
Street Improvement Project (the “Project”); and
WHEREAS, in accordance with such preliminary resolution, the Project Engineers have
prepared preliminary plans and specifications, an estimated cost of the work and a plat and
schedule, and have filed the same with the City Clerk; and
WHEREAS, this Council has determined the valuation of each lot proposed to be
assessed for the Project and such valuations are now shown on the schedule, and this Council
deems it advisable that the said preliminary plans and specifications, estimated cost of the
Project and plat and schedule should be approved;
NOW, THEREFORE, it is resolved by the City Council of the City of Waukee, Iowa:
1) The preliminary plans and specifications referred to in the preamble hereof are hereby
approved.
2) The plat, schedule and the valuations as shown thereon and estimate of cost are
hereby ratified and approved.
3) This Council proposes to proceed with the Project and a proposed resolution of
necessity shall be prepared and hearing held thereon in accordance with the
provisions of Sections 384.49, 384.50 and 384.51 of the Code of Iowa. The hearing
on the resolution of necessity shall be held on the 24th day of July, 2017.
4) All resolutions, parts of resolutions, or actions of the Council in conflict herewith are
hereby repealed.
Passed by the City Council of the City of Waukee, Iowa, and approved this the 10th day of July,
2016.

I. DESCRIPTION OF PROPOSED WORK
The location of the assessed improvements include the following:
• Little Walnut Creek Drive from west terminous to North Warrior Lane
• Walnut Lane from Little Walnut Creek Drive to south terminous.
The project c onsist of reconstructing an existing gravel roads. The improvements include but not
limited to roadway grading, HMA paving, ditch improvements, and site restoration.
II. BENEFITTED PROPERTY
A portion of the construction of the proposed improvements will be assessed against private
property in accordance with the special benefits conferred to the property. Assessments are
proposed for the benefited properties as shown on the assessment plat and the preliminary
assessment schedule found in Appendix A.
III. DETERMINATION OF BENEFIT
The assessment value established for each property within the Special Assessment District was
determined by an agreed upon percentage between the property owners and the City of Waukee.
The Special Assessment District boundary is limited to the properties that have driveway access off
of Little Walnut Creek Drive and Walnut Lane.
IV. ASSESSABLE COSTS
City Council directed that the property owners within the Special Assessment District be assessed
29% of the total project cost on a per lot basis. The assessable properties will equally split the 29%
of the total project cost. The cost include all construction cost, engineering, legal and
administrative cost.
V. ESTIMATE PROJECT COSTS
Estimated Total Construction Cost $ 829,980.00
Estimated Engineering, Legal and
Administrative Cost (12.5%) $ 104,414.00
TOTAL PROJECT COST $ 934,394.00
VI. ESTIMATED ASSESSABLE PORTION
The assessments are proposed to be assessed over a 10-year period at approximately 3.25% interest.
The proposed project cost and assessments are based on preliminary estimated cost and may be
revised at the itme of final assessment.
