AGENDA ITEM: Consideration of approval of a resolution approving disbursement of
funds to Dallas County Habitat for Humanity related to Low or Moderate
Income Housing projects within the City of Waukee

SYNOPSIS INCLUDING PRO & CON:
The City has received a request from the Dallas County Habitat for
Humanity (DCHFH) for reimbursement in the amount of $5,898.20
related to a project completed within the City of Waukee under their
Rock the Block repair program.
Last year the City participated by providing funds in the amount of
$9,000 to Habitat to Humanity to help towards the rehab of three homes
within the Midwest Country Estates Mobile Home Park.
The property owners’ incomes are less than 60% of the median county
income making them eligible for the City’s Low To Moderate Income
(LMI) funds. The City’s bond counsel advises that the funds can be used
for this purpose as long as the DCHFH verifies that the benefitted
property owners qualify as being Low To Moderate Income.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $5,898.20
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: City bond counsel has provided the proposed resolution
approving the disbursement of funds. Staff would recommend approval
of the resolution.
RECOMMENDATION: Approve the resolution.

RESOLUTION 17-
APPROVING DISBURSEMENT OF FUNDS TO DALLAS COUNTY HABITAT FOR
HUMANITY RELATED TO LOW OR MODERATE INCOME HOUSING PROJECTS
WITHIN THE CITY OF WAUKEE
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee has a low and moderate income family housing fund created
under Iowa Code section 403.22(2)(d) (“LMI Fund”); AND,
WHEREAS, Iowa Code section 403.22(2) allows monies held in the LMI Fund to be used to
construct housing for, or provide direct or indirect housing assistance to, “low or moderate
income families” (as defined in Iowa Code section 403.17(14)) anywhere in the City; AND,
WHEREAS, the City has received a request from the Dallas County Habitat for Humanity
(“DCHFH”) for a disbursement from the City’s LMI Fund in the amount of $5,878.20 to be used
by DCHFH to make improvements to the property located at 115 Waukee Avenue; AND,
WHEREAS, DCHFH has confirmed that the homeowners qualify as low or moderate income
families under the definition in Iowa Code section 403.17(14), that the home is within the City of
Waukee, and all disbursed funds will be used for labor or materials to make improvements to the
identified homes.
NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF
WAUKEE IN THE STATE OF IOWA:
Section 1. The aforementioned request from the Dallas County Habitat for Humanity
satisfies the purposes of Iowa Code section 403.22, and the City Administrator
is directed to make a grant in the amount of $5,898.20 to the DCHFH from the
City’s LMI Fund to be used by the DCHFH to make improvements to a
residence owned by low or moderate income families within the City of
Waukee.
Section 2. The DCHFH shall be responsible for certifying in writing to the City upon
completion of the improvements that the homeowners qualified as low or
moderate income families under the definition in Iowa Code section 403.17(14),
that the home was within the City of Waukee, and that all disbursed funds were
used for labor or materials to make improvements to the identified homes.
Passed by the City Council of the City of Waukee, Iowa, and approved the 21st day of August,
2017.

Dallas County Habitat for Humanity appreciates the City of Waukee’s support as we work to create a world where
everyone has a decent place to live. We recently completed our first Rock the Block® repair project in the City of Waukee
for 2017. A scope of work for 115 Waukee Avenue is attached. Below you can find a before and after of the home as well
as a cost breakdown as it relates to the scope.
The reimbursement provided from the City of Waukee will directly support the following improvements which have helped
to increase the livability of the home and create a safer dwelling for the family.

BASIC INSTRUCTIONS
1. When you arrive on site, please let the resident know you are there to work. If no answer, begin
working.
2. No work is to be done if homeowner doesn’t want it done.
3. Clean up and repair items should be limited to the scope of work.
4. Move yard waste and garbage to the curb to be picked up and taken to dumpster.
5. When working on the house, start projects on the front of the house and work towards the rear of the
house to maximize curb appeal.
