HomeMy WebLinkAbout2017-08-21-J03 Elected Official Salaries_INTRO, 1st CONSIDERATION AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: August 21, 2017 AGENDA ITEM: Consideration of approval of an ordinance to amend Chapter 110, Establishing the Salaries of Municipal Officers, by amending Section 110.1, Council Members, and Section 110.2, Mayor, concerning salaries [introduction, first reading] FORMAT: Ordinance SYNOPSIS INCLUDING PRO & CON: At the 08/14/2017 special meeting, the Waukee City Council discussed a salary increase for elected officials: Elected official compensation – City Clerk Schuett presented a survey of elected official salaries in other metro-area communities. After some discussion, the council agreed to annual salaries of $8,000 for council members and $12,000 for the mayor, with an annual CPI increase. The proposed $8,000 annual salary for council members does not divide evenly into twelve payments; therefore, City staff has taken the liberty of increasing that annual salary to $8,004.00, creating a monthly salary of $667.00. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $8,004.00 annually for each council member; $12,000.00 annually for the mayor. The proposed ordinance includes an annual CIP adjustment. The salary increases would not go into effect until January 1, 2018 for council members and January 1, 2020 for the mayor. COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Staff would recommend approval of the first consideration of the ordinance. AN ORDINANCE TO AMEND CHAPTER 110, ESTABLISHING THE SALARIES OF MUNICIPAL OFFICERS, BY AMENDING SECTION 110.1, COUNCIL MEMBERS, AND SECTION 110.2, MAYOR, CONCERNING SALARIES BE IT ORDAINED by the City Council of the City of Waukee: Section 1: Chapter 110, Establishing the Salaries of Municipal Officers, Section 110.1, is amended as follows: §110.1 Council members. The salary of each council member including the Mayor Pro Tem shall be $667.00 per month. Each calendar year this compensation amount shall be adjusted by no less than 1% and no greater than 3% equal to the increase in the Consumer Price Index (CPI-U, U.S. City Average, all items NSA) for the calendar year immediately preceding the increase in compensation, rounded to the closest $1.00. Section 2: Chapter 110, Establishing the Salaries of Municipal Officers, Section 110.2, is amended as follows: §110.2 Mayor. The salary of the mayor shall be $1,000.00 per month. Each calendar year this compensation amount shall be adjusted by no less than 1% and no greater than 3% equal to the increase in the Consumer Price Index (CPI-U, U.S. City Average, all items NSA) for the calendar year immediately preceding the increase in compensation, rounded to the closest $1.00. Section 3. Repealer. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 4. Severability Clause. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provisions or part thereof not adjudged invalid or unconstitutional. Section 5. Effective Date. This ordinance shall be in effect from and after its final passage, approval and publication as provided by law. The increases shall not take effect until January 1, 2018 for council members and January 1, 2020 for mayor.
