AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Insite
Development Senior Living (835 NE Boston Parkway)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Haverkamp Properties, LLC, requests approval of a site
plan to allow the site improvements for the construction of a senior housing
project. The property is 16.5 acres in area and is located north of NE Boston
Parkway and south of NE A total of 320 market rate apartment units for
senior citizens are proposed within one building. The building is indicated to
be completed over the course of two phases. Upon completion of the second
phase the total building square footage would be 115,000 square feet. The
building will be a total of four stories and will be a height of 50 feet which is
consistent with the Planned Development that the Council recently approved
for this property. Ten detached garage buildings are proposed throughout the
site as well.
Several amenities are included within the site including a fenced-in dog park,
a central courtyard, walking trails, landscaped pond features, putting green,
and a large patio area. Additional amenities are planned within the building as
well. Access to the property will be provided via NE Boston Parkway on the
south side and NE Dellwood Drive on the north side.
The applicant has provided elevations for proposed building, garages, and
trash enclosure on the site that meets the intent of the architectural guidelines
within the Site Development and Building Standards Ordinance and is
consistent with what was included within the Planned Development document
approved by the Council.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on August 8, 2017, and recommended approval subject to remaining
staff comments.
Approval of a Preliminary Plat, Final Plat, and Site Plan for Insite Development
City planner Melissa DeBoer introduced the request for approval of a preliminary plat, final plat, and
site plan on behalf of the applicant Haverkamp Properties. The proposal includes the development of a
market rate retirement community consisting of a total of 320 apartments located on the subject
property generally located south of NE Dellwood Drive, north of NE Boston Parkway and west of NE
Alice’s road containing approximately 16.57 acres. Mrs. DeBoer reminded the council that the project
was previously taken through the Commission for rezoning May of 2017.
Mrs. DeBoer explained that the building measures approximately 115,000 square feet would include
several attached garage units, as well as 10 single story detached garage buildings located throughout
the perimeter of the site as well as several outdoor amenities. The project is proposed to be constructed
in two phases with a majority of the building and 8 of the detached garage buildings being completed
in phase one.
Mrs. DeBoer advised there would be two accesses provided to the site, one off of NE Dellwood Drive
and the other off of NE Boston Parkway. All Parking, Landscape, and open space Ordinances have
been met and the site will be serviced with all public utilities. Along with many internal walkways,
there is a five foot wide sidewalk proposed along NE Dellwood Drive and a ten foot wide trail along
NE Boston parkway which would connect into the current trail. A forty foot landscape buffer is
provided along the west property line in order to provide screening for the adjacent single-family
residential to the west along with thirty foot landscape buffers to the north and south property lines.
The apartment building has a maximum height of fifty feet, measured at the parapet.
At this time staff is comfortable with the preliminary plat/site plan and final plat and would
recommend approval of the preliminary plat/site plan and final plat subject to remaining staff
comments and review of all legal documents by the City Attorney.
• Commissioner Fontenot questioned if the two access points were sufficient for the number of
units. Senior City Planner Andy Kass advised that the review had gone before the Fire
Department which advised they were comfortable with the design and would only require two
means of ingress/egress to the property.
• Commissioner Broderick questioned if one trash enclosure would be enough for the complex.
Zach Ludwig, the representative for the applicant, advised that it was a compactor standing
30ft by 17 ft. Commissioner Hoifeldt questioned how they chose the location. Mr. Ludwig
advised that it was a matter of space. The proposed compactor would provide less noise than a
traditional dumpster and truck traffic necessary. He also advised that the applicant had been
working with the preferred waste hauler, Ankeny Sanitation, to insure that the sizing was
sufficient and access was provided.
• Commissioner Shanks questioned how the applicant planned to complete the phases. Mr.
Ludwig advised that both accesses would be finished in the first phase along with a majority
of the first building and 8 of the garages. If the project was well received the remaining
portion of the building and detached garages would be finished, if not the area would remain
seeded after phase 1. Commissioner Streit questioned if there was a timeline. The applicant
advised they hoped to have phase 1 complete late 2018 or early 2019.
• Commissioner Stonebrook and Schmidt questioned about the rezoning recommendation that
went to council. Mr. Kass advised that the City Council ended up over-riding the suggestion
for a limited height of 45 feet meaning the rezoning allowed a 40 foot minimum landscape
barrier and a height of 50 feet.
Commissioner Shanks moved to approve a site plan for Insite Development Senior Living which was
seconded by Commissioner Schmidt. Ayes: Stonebrook, Fontenot, Streit, Broderick, Hoifeldt, Shanks,
and Schmidt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: At this time all staff comments have been addressed and
staff recommends approval.
RECOMMENDATION: Approve the resolution

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Insite Development Senior Living, subject to remaining staff comments on
August 8, 2017; AND,
WHEREAS, the Site Plan for Insite Development Senior Living is in general conformance with
§304 – Site and Building Development Standards Ordinance of the Waukee Municipal Code;
AND,
WHEREAS, the Site Plan for Insite Development Senior Living is in general conformance with
§301.27(A) – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 21st day of August, 2017 that the Site Plan for Insite Development Senior Living is
approved.
