FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $,670,062.13 COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: City staff recommends awarding contract to OMG Midwest of Des Moines, IA, in the amount of $1,071,952.25. RECOMMENDATION: Approve the resolution awarding contract to OMG Midwest of Des Moines, IA, in the amount of $1,071,952.25. ATTACHMENTS: I. Proposed resolution II. That the following bid for the construction of certain public improvements described in general as the North Little Walnut Creek Drive Improvement Project, described in the plans and specifications heretofore adopted by this Council on August 28, 2017, be and is hereby accepted, the same being the lowest responsive, responsible bid received for such work, as follows: Contractor: OMG Midwest of Des Moines, IA Amount of bid: $1,071,952.25 Portion of project: All construction work Section 2. That the Mayor and Clerk are hereby directed to execute the contract with the contractor for the construction of the public improvements, such contract not to be binding on the City until approved by this Council. The Engineer’s Estimate for the base bid and bid alternate of the project was $985,660.00. Four bids were received, all bidders were responsive, and bids for base bid are summarized as follows: Bidder City Amount OMG Midwest dba Des Moines Paving & Asphalt Des Moines, IA $1,071,952.25 Corell Contracting West Des Moines, IA $1,203,219.25 Grimes Asphalt Des Moines, IA $1,318,402.50 Elder Corporation Des Moines, IA $1,322,030.75 The bid received from OMG Midwest dba Des Moines Paving & Asphalt was 8.8% above the engineers estimate for the project, and was determined to be the lowest responsive, responsible bidder. Bolton & Menk, Inc. has reviewed the bid documents submitted and checked references on this bidder, and was satisfied with responses given. Therefore, Bolton & Menk, Inc. recommends award of the Little Walnut Creek Drive Improvements project to OMG Midwest, for the bid amount of $1,071,952.25 (One Million, Seventy-One Thousand, Nine Hundred Fifty-Two Dollars and Twenty-Five Cents).
