HomeMy WebLinkAbout2017-09-05-I01 Comprehensive Plan Amendment AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 5, 2017 AGENDA ITEM: Consideration of approval of a resolution approving City of Waukee Comprehensive Plan 2008 Amendment FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The City of Waukee adopted the current Comprehensive Plan in 2008. The City is in the process of reviewing and developing a new Comprehensive Plan which is anticipated to be adopted in the Spring of 2018. The existing Comprehensive Plan includes a Future Direction map which is intended to provide general direction and guidance to the Planning and Zoning Commission and City Council regarding land use development and zoning decisions. The existing Comprehensive Plan identified an area generally located north of Hickman Road, west of 6th Street and east of S Avenue as an area appropriate for “employment uses”. The plan further goes on to define “employment” as class B and C office, light industry, warehousing and agricultural related uses. The plan further provides examples of suitable uses such as call centers, workshops, data storage, light manufacturing and warehousing/distribution. The City of Waukee and the State of Iowa recently announced the development of a $1.3 billion Apple data center project that would be located both north and south of Hickman Road and west of T Avenue. Certainly at the time of the development of the Comprehensive Plan in 2008, there was no contemplation of such a project and of such a large size. The use however, is consistent with the land use planning that was previously identified to the east. These recommendations are also being taken into consideration as a part of the development of the new Comprehensive Plan that will be completed in 2018 FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Staff is respectfully requesting approval to amend the Comprehensive Plan to identify the area that is planned for the Apple Data Center to be shown on the Comprehensive Plan as an “Employment Uses” land use. Amended Future Land Use Map PREPARED BY: Brad Deets, Development Services Director REVIEWED BY: PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: THE CITY OF WAUKEE, IOWA RESOLUTION 17 APPROVING THE AMENDMENT TO THE 2008 WAUKEE COMPREHENSIVE PLAN BY EXTENDING THE EMPLOYMENT LAND USE DESIGNATION WEST OF T AVENUE AND BOTH NORTH AND SOUTH OF HIGHWAY 6 (HICKMAN ROAD) IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, has a Comprehensive Plan in place to guide the City in its future development; AND, WHEREAS, the current designation of the area located west of T Avenue between 280th Street and 300th Street is designated as “neighborhood residential”; AND, WHEREAS, a “Employment” designation as depicted on attached Exhibit A would be consistent with a proposed rezoning request within the area. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa that the Amendment to the 2008 Waukee Comprehensive Plan is approved to reflect the inclusion of the extension of the “Employment” land use category west of T Avenue between 280th Street and 300th Street. Passed by the City Council of the City of Waukee, Iowa, and approved the 5th day of September 2017. ____________________________ William F.
