AGENDA ITEM: Consideration of approval of a resolution approving final plat for Ashworth
South Plat 2
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: AP GPP, LLC is requesting approval of a final plat for
Ashworth South Plat 2 which is located at the southeast corner of the
intersection of Grand Prairie Parkway and Ashworth Road. The plat includes
a total of 14.22 acres and includes two lots as well as one outlot.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the request at their meeting on August 22, 2017 and recommended approval:
Approval of a Final Plat for Ashworth South Plat 2
Senior City Planner Andy Kass introduced the request for a final plat made by the applicant
AP GPP, LLC. The subject property is located east of Grand Prairie Parkway and North of
Kettlestone Boulevard containing approximately 14.22 acres divided into two lots and one out
lot meant for future development. No public street improvements are required for this
development, and access will be provided by a right-in right-out access point from Grand
Prairie Parkway. Five foot wide sidewalks will be constructed as each lot develops. Public
Utilities will be provided to Lots 1 and 2 as part of the plat improvements and storm water
will be detained in a temporary detention basin of the west side of Grand Prairie Parkway on
property that is also owned by the applicant.
At this time Staff feels comfortable with the proposal and would recommend approval of the
Final Plat for Ashworth South Plat 2 subject to remailing staff comments and review of the
legal documents by the City Attorney.
Commissioner Fontenot questioned if this was located north of the hotel. Mr. Kass
advised that there was a sign for a hotel, but that no plans or correspondence had been
received by staff. The subject property for Ashworth South Plat 2 is south of the sign
and north of the Kum and Go Gas Station.
Commissioner Broderick verified that the Commission had not reviewed a Site Plan
for this property. Mr. Kass advised that was correct.
Commissioner Fontenot moved to approve the Final Plat for Ashworth South Plat 2 subject to
any remaining staff comments and review of the legal documents. Commissioner Hoifeldt
seconded the motion. Ayes: Stonebrook, Fontenot, Broderick, and Hoifeldt. Nays: None.
Motion Carries.
STAFF REVIEW AND COMMENT: All comments related to the final plat have been addressed
and staff would recommend approval.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR ASHWORTH SOUTH PLAT 2
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, AP GPP, LLC, has requested final plat approval of Ashworth South Plat 2 (the “Plat”);
AND
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on August 22, 2017, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Ashworth South Plat 2 and the documents relating thereto will comply
with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
5th day of September, 2017, that the Final Plat for Ashworth South Plat 2 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Public Water Main and Sanitary Sewer Easement;
2. Private Storm Sewer Easement;
3. Private Ingress/Egress Easement.

BACKGROUND:
The subject property is located within the Kettlestone Corridor and includes 14.22 acres located on the east
side of Grand Prairie Parkway and north of SE Kettlestone Boulevard. In 2016 the subject property was
rezoned to K-RR (Kettlestone Retail Regional) to allow for commercial and retail development.

Project Description:
Lots:
The final plat includes 2 lots and 1 outlot. Lot 1 is 1.37 acres and Lot 2 is 1.49 acres. All lots are intended for
commercial/retail development. Outlot Z is 11.35 acres in area. Outlot Z is intended for future commercial
development which will be platted as development occurs.
Streets:
No public street improvements are required for this development. Access to the development will be from a
right-in right-out access point from Grand Prairie Parkway. Additional right-in right-out access to SE
Kettlestone Boulevard will be provided through Lot 2 within the former public right-of-way for Vermillion
Court. As Outlot Z develops this private road will be extended to the north to the portions of the private
road being constructed with Ashworth South Plat 1 and access to Ashworth Road will become available.
A five foot wide sidewalk will be constructed along the north side of SE Kettlestone Boulevard as each lot
develops. A five foot sidewalk will be provided on one side of the interior private streets.
Easements:
Several easements are proposed within the plat based upon the location of proposed utilities. In addition, to
easements for utilities the preliminary plat identifies proposed ingress/egress easements to provide access to
the proposed lots.

Utilities:
Utilities will be provided to Lots 1 and 2 as part of the plat improvements. Sanitary sewer and water main will
be extended from SE Kettlestone Boulevard.
Storm water in this plat will be detained in a temporary detention basin on the west side of Grand Prairie
Parkway on property that is also owned by the applicant. This water will eventually be detained in a future
regional storm water retention basin.
STAFF RECOMMENDATION
At this time Staff feels comfortable with the proposal and would recommend approval of the Final Plat for
Ashworth South Plat 2 subject to remaining staff comments and review of the legal documents by the City
Attorney.
