HomeMy WebLinkAbout2017-09-05-J06 HyVee Parking Lot_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 5, 2017 AGENDA ITEM: Consideration of approval of a resolution approving site plan for Hy-Vee Parking Lot Addition [1005 E Hickman Road] FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: HyVee has submitted plans requesting approval of a site plan for a 196 stall parking lot addition to the west of their existing site. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on August 22 , 2017 and recommended approval: Approval of a Site Plan for Hy-Vee parking Lot Addition (1005 E. Hickman Road) City Planner Melissa DeBoer introduced the request for a parking lot addition made by the applicant Hy-Vee, Inc. the subject property is located at the northwest corner of Hickman Road and NE Alice’s Road. The addition would include 196 total parking spaces, restriping of the western-most row of parking spaces within the existing parking lot to 60 degree angled parking spaces, and would add a landscape island to break up the parking spaces within that existing road. The addition also includes 4 ADA accessible stalls immediately southwest of the existing Hy-Vee building and a striped pedestrian crosswalk connecting the existing sidewalk to the building. Storm water detention is provided through the existing detention basin located on the north side of NE Horizon Drive immediately west of NE Alice’s Road. At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to remaining staff comments.  Commissioner Broderick questioned if the addition of this much concrete would call for a recalculation for how much water the current detention basin can hold. Mrs. DeBoer advised that the applicant has submitted a storm water management report with this application that the city engineers have reviewed and that any new development on this property in the future will require a new storm water management report at that time. Commissioner Hoifeldt questioned if further development west could count these parking spaces for their own. Mrs. DeBoer advised that parking requirements would be reviewed on a per project basis. Commissioner Fontenot moved to approve the Site Plan for Hy-Vee parking lot addition (1005 E. Hickman Road) subject to staff comments. Commissioner Broderick seconded the motion. Ayes: Stonebrook, Fontenot, Broderick, and Hoifeldt. Nays: None. Motion Carries. Lyon STAFF REPORT TO: Planning and Zoning Commission PREPARED BY: Andy Kass RE: Ashworth South Plat 2 – Final Plat DATE: August 22, 2017 GENERAL INFORMATION: Applicant: AP GPP, LLC Requested Action Final Plat Approval Location and Size: Property is generally located north of SE Kettlestone Boulevard and east of Grand Prairie Parkway and contains approximately 14.22 acres. In 2016 the subject property was rezoned to K-RR (Kettlestone Retail Regional) to allow for commercial and retail development. August 18, 2017 2 of 3 ABOVE: Aerial photo of proposed plat outlined in RREEDD in relation to the surrounding properties Project Description: Lots: The final plat includes 2 lots and 1 outlot. Lot 1 is 1.37 acres and Lot 2 is 1.49 acres. All lots are intended for commercial/retail development. Outlot Z is 11.35 acres in area. Outlot Z is intended for future commercial development which will be platted as development occurs. Streets: No public street improvements are required for this development. Access to the development will be from a right-in right-out access point from Grand Prairie Parkway. Additional right-in right-out access to SE Kettlestone Boulevard will be provided through Lot 2 within the former public right-of-way for Vermillion Court. As Outlot Z develops this private road will be extended to the north to the portions of the private road being constructed with Ashworth South Plat 1 and access to Ashworth Road will become available. A five foot wide sidewalk will be constructed along the north side of SE Kettlestone Boulevard as each lot develops. A five foot sidewalk will be provided on one side of the interior private streets. Easements: Several easements are proposed within the plat based upon the location of proposed utilities. In addition, to easements for utilities the preliminary plat identifies proposed ingress/egress easements to provide access to the proposed lots. August 18, 2017 3 of 3 Utilities: Utilities will be provided to Lots 1 and 2 as part of the plat improvements. Sanitary sewer and water main will be extended from SE Kettlestone Boulevard. Storm water in this plat will be detained in a temporary detention basin on the west side of Grand Prairie Parkway on property that is also owned by the applicant. This water will eventually be detained in a future regional storm water retention basin. STAFF RECOMMENDATION At this time Staff feels comfortable with the proposal and would recommend approval of the Final Plat for Ashworth South Plat 2 subject to remaining staff comments and review of the legal documents by the City Attorney.
