HomeMy WebLinkAbout2017-09-18-J09 Prairie Crossing Plat 6_Preliminary Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 18, 2017 AGENDA ITEM: Consideration of approval of a resolution approving a preliminary plat for Prairie Crossing Plat 6 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Knapp Properties, request approval of a preliminary plat for 4.27 acres of property located north of Hickman Road and east of NE Westgate Drive. The plat consists of 3 lots intended for commercial/retail development. The lots range in size from 1.11 acres to 1.74 acres. Public improvements associated with this plat include, median and turn lanes on Hickman Road, sanitary sewer and water main extension, and access construction off of Hickman Road into the property. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this request on September 12, 2017, and recommended approval subject to remaining staff comments. Approval of a Preliminary Plat for Prairie Crossing Plat 6 City Planner Melissa DeBoer introduced the request for approval of a preliminary plat made by the applicant Alice’s, L.C. / Knapp Properties Inc. The Property is generally located north of Hickman Road and west of Alice’s road containing approximately 4.27 acres. The requested preliminary plat would take a portion of the Out lot Y of Prairie Crossing Plat 3, and divide it into 3 lots just west of the West Bank site ranging from 1.11 acres to 1.74 acres. All lots are intended for commercial/retail development. Mrs. DeBoer advised that access to the development would be a full access from Hickman Road, with an additional interior private access provided from NE Venture Drive. With this project, the east bound left turn lane on Hickman Road into the site will be constructed, with the west bound turn lane being constructed at a later date. The proposed platy would include an eight foot wide pedestrian path along the west side of the driveway into the development from the existing trail along Hickman road, and five foot wide sidewalks will be provided along the sought side of the private road. Several easements are proposed within the plat based upon the location of proposed utilities and ingress/egress needs. All lots will be served with public utility services with storm water detain in existing facilities. At this time staff feels comfortable with the proposal and would recommend approval of the Preliminary Plat for Prairie Crossing Plat 6 subject to remaining staff comments. • Commissioner Streit questioned if the intersection would be signalized. Mrs. DeBoer advised that at some point in the future it would be a signaled intersection. • Commissioner Hoifeldt questioned if there is the ability to have three separate projects on the lots. Mrs. DeBoer advised that yes, there would be an option and that the applicant already had several projects in mind for the space. • Commissioner Schmidt questioned if there was road alignment with the accesses proposed. Mrs. DeBoer advised that yes, the accesses proposed aligned with streets to the south of Hickman. Development Services Director Brad Deets advised further that the Hy-Vee access point would eventually be a right in, right out access, making this the stopping point east of the Westgate light. • Commissioner Broderick clarified that the signals are set by the DOT and traffic counts. Mr. Deets advised that was true. The issue with street signals, is the city was predesigned with accesses when Hickman Road was widened. With growth to the west it will help the spacing of the lights. Commissioner Hoifeldt moved to approve the Preliminary Plat for Prairie Crossing Plat 6 subject to staff comments. Commissioner Streit seconded the motion. Ayes: Stonebrook, Streit, Broderick, Hoifeldt, and Schmidt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: All comments appear to be addressed. The site is currently platted as Outlot Y of Prairie Crossing Plat 3. The applicant is requesting approval of a preliminary plat in order to plat a portion of Outlot Y into 3 lots containing about 4.37 acres, just west of the West Bank site. Lot 1 is 1.74 acres, Lot 2 is 1.42 acres, and Lot 3 is 1.11 acres. All lots are intended for commercial/retail development. Streets: Access to this development will be a full access from Hickman Road. An additional interior, private access will be provided from the existing private road known as NE Venture Drive, running on the south side of Hy-Vee’s parking lot. With this project, the east bound left turn lane on Hickman Road into this site will be constructed. The west bound left turn lane on Hickman Road will be constructed at a future date by others. An eight foot wide pedestrian path will be constructed along the west side of the driveway into the proposed development from the existing trail along Hickman Road. Five foot sidewalks will be provided along the south side of the private road throughout the development, and will connect to the existing sidewalk on the north side of West Bank’s site. Easements: Several easements are proposed within the plat based upon the location of proposed utilities. An ingress/egress easement will be provided across the plat to provide access to the private drive. September 8, 2017 3 of 3 Utilities: All lots will be served with public utility services. Storm water in this plat will be detained in existing detention basins, located to the north of this site, on property also owned by this applicant. STAFF RECOMMENDATION At this time staff feels comfortable with the proposal and would recommend approval of the Preliminary Plat for Prairie Crossing Plat 6 subject to remaining staff comments.
