HomeMy WebLinkAbout2017-09-18-J10 Glynn Village Plat 11_Preliminary Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 18, 2017 AGENDA ITEM: Consideration of approval of a resolution approving a preliminary plat for Glynn Village Plat 11 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Hubbell Metropolitan Development Fund I, LLC, request approval of a preliminary plat for 5.33 acres of property located east and west of Warrior Lane and south of Dunham Drive/SE Pleasant View Drive. The plat consists of 38 lots intended for townhome construction. The lots meet the minimum requirements of the R-4 District and the approved Planned Development for the Glynn Village neighborhood. No significant public improvements are required for this development as nearly all infrastructure improvements were completed with Glynn Village Plat 10. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this request on September 12, 2017, and recommended approval subject to remaining staff comments. Approval of a Preliminary Plat, Final Plat, and Site Plan for Glynn Village Plat 11 Commissioner Broderick has recused himself from this vote due to a conflict of interest Senior Planner Andy Kass introduced the request for approval of a preliminary plat, final plat, and site plan for Glynn Village Plat 11 made by the applicant Hubbell Metropolitan Development. The subject property is located south of Dunham Drive on the ease and west sides of Warrior Lane. The project proposed 38 lots for townhome development similar to the previous Glynn Village plats. The project will be comprised of mostly 4 plex buildings with one two unit building. The applicant has proposed three different styles, the Bristow, Charleston, and Bradford, to be constructed in order to provide diversity in units as they continue down Warrior Lane. The access will be via Warrior Lane through alleyways approximately 25.5 feet wide. All common areas are to be owned and maintained by the Homeowners Association. Mr. Kass also stated that all utilities will be satisfied via the existing utilities with very minor extensions needed. Storm services and detention will be provided via existing facilities constructed in previous phases. There is a landscape buffer of 25 feet in the rear of the lots for division between the townhomes garages and alley ways and the single family residential. At this time staff recommends approval of the preliminary plat/site plan and final plat subject to remaining staff comments and review of all legal documents by the City Attorney. • Commissioner Hoifeldt questioned if the units would have basements. Mr. Kass advised yes. • Commissioner Stonebrook questioned what was between the white line and the landscape buffer. Mr. Kass advised that its part of a natural prairie landscaping added to the buffer. • Commissioner Schmidt questioned the berm height. Representative of the Applicant, Hoe Ptrezinski, advised that per the PUD the berm is high enough to hide the alleyway and garages. • Commissioner Streit questioned how many more phases would be constructed. Mr. Petrezinski advised he anticipated one more phase to finish out the Glynn Village development depending on the market. • Commissioner Streit questioned what the timeline for building would be. Mr. Pretrezinski advised they would like to get started as soon as possible. • Commissioner Schmidt questioned what the current total of single family residences were in Glynn Village. Mr. Petrezinski advised it was close to 440. Commissioner Schmidt moved to approve the Preliminary Plat for Glynn Village Plat 11 subject to staff comments. Commissioner Streit seconded the motion. Ayes: Stonebrook, Streit, Hoifeldt, and Schmidt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: All comments appear to be addressed. Staff recommends approval. In 2016, the applicant completed the final phase of single family development with the completion of Glynn Village Plat 10. This request is the second to last phase of townhome development within Glynn Village, with there being some vacant land to the south of the subject property for future townhome construction. The applicant requests preliminary plat, final plat, and site plan approval for the construction of 38 townhome units. PROJECT DESCRIPTION: The preliminary plat/site plan identifies a total of 38 lots for the construction of 38 townhome units. Each building will have 4 units per building, with the exception that one building will have only two units. Three different building types and floorplans are proposed. The Bradford plan will be constructed on the east and west side of Warrior Lane, and will feature one and two story units ranging from 1,242 to 1,490 square feet. The Bristow plan will also be constructed on the west side of Warrior Lane which is a continuation of the units being constructed to the north. The Bristow units are single story and are 1,332 square feet in area. The Charleston Plan will be constructed on the east side of Warrior Lane and will feature one and two story units ranging from 1,332 to 1,773 square feet. All lots are 145 feet deep and 20 feet to 63 feet in width. All common areas will be owned and maintained by the Glynn Village Homeowners Association. ACCESS AND PARKING Access to the units will be provided via alleyways off of Warrior Lane. Two access points are provided on the north and south sides of the development. The alleyways are 25.5 feet in width which is consistent with previous phases of townhome development in Glynn Village. Parking spaces will be provided within the edge of the alleyway to satisfy visitor parking space requirements. A total of 52 spaces will be provided within the alleyways. September 8, 2017 3 of 3 An 8 foot wide trail will be constructed along the east side of Warrior Lane and a 5 foot wide sidewalk will be constructed along the west side of Warrior Lane. Private sidewalks will also be constructed interior to the development with widths of 3 feet and 5 feet. UTILITIES Sanitary sewer service will be provided via existing sanitary sewer and a short extension of sanitary sewer located within the rear of the lots. Storm services will also be provided via existing storm sewers located within the rear of the lots. Storm water detention will be provided within existing facilities constructed as part of previous phases of Glynn Village. Water will be provided from an existing 8-inch man on the west side of Warrior Lane and an existing 4-inch main on the east side of Warrior Lane. LANDSCAPING A 25 foot landscape buffer easement is being provided along the rear of all units to provide screening of the alleyway and garages from the adjacent single family residential development. The proposed site plan provides for the required landscaping. The required amount of plantings per unit has also been provided for (2 per unit). The site plan also includes a detail identifying how ground mounted mechanical units are to be screened. ELEVATIONS Three building types are proposed to be constructed as part of this project. The Bristow Plan includes features such as stone, front porches, and some shake siding. The Bradford and Charleston plans feature siding, stone, dormers, gabled roofs, front porches, and shake siding. All three plans feature rear loaded double car garages. Concrete patios or decks will be provided on end units. STAFF RECOMMENDATION At this time Staff is comfortable with the preliminary plat/site plan and final plat and would recommend approval of the preliminary plat/site plan and final plat subject to remaining staff comments and review of all legal documents by the City Attorney.
