AGENDA ITEM: Consideration of approval of a resolution approving a final plat for Glynn
Village Plat 11
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Hubbell Metropolitan Development Fund I, LLC, request
approval of a final plat for 5.33 acres of property located east and west of
Warrior Lane and south of Dunham Drive/SE Pleasant View Drive. The plat
consists of 38 lots intended for townhome construction. The lots meet the
minimum requirements of the R-4 District and the approved Planned
Development for the Glynn Village neighborhood. No significant public
improvements are required for this development as nearly all infrastructure
improvements were completed with Glynn Village Plat 10.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on September 12, 2017, and recommended approval subject to remaining
staff comments.
Approval of a Preliminary Plat, Final Plat, and Site Plan for Glynn Village Plat 11
Commissioner Broderick has recused himself from this vote due to a conflict of interest
Senior Planner Andy Kass introduced the request for approval of a preliminary plat, final plat, and site
plan for Glynn Village Plat 11 made by the applicant Hubbell Metropolitan Development. The subject
property is located south of Dunham Drive on the ease and west sides of Warrior Lane. The project
proposed 38 lots for townhome development similar to the previous Glynn Village plats. The project
will be comprised of mostly 4 plex buildings with one two unit building. The applicant has proposed
three different styles, the Bristow, Charleston, and Bradford, to be constructed in order to provide
diversity in units as they continue down Warrior Lane. The access will be via Warrior Lane through
alleyways approximately 25.5 feet wide. All common areas are to be owned and maintained by the
Homeowners Association.
Mr. Kass also stated that all utilities will be satisfied via the existing utilities with very minor
extensions needed. Storm services and detention will be provided via existing facilities constructed in
previous phases. There is a landscape buffer of 25 feet in the rear of the lots for division between the
townhomes garages and alley ways and the single family residential.
At this time staff recommends approval of the preliminary plat/site plan and final plat subject to
remaining staff comments and review of all legal documents by the City Attorney.
• Commissioner Hoifeldt questioned if the units would have basements. Mr. Kass advised yes.
• Commissioner Stonebrook questioned what was between the white line and the landscape
buffer. Mr. Kass advised that its part of a natural prairie landscaping added to the buffer.
• Commissioner Schmidt questioned the berm height. Representative of the Applicant, Hoe
Ptrezinski, advised that per the PUD the berm is high enough to hide the alleyway and
garages.
• Commissioner Streit questioned how many more phases would be constructed. Mr. Petrezinski
advised he anticipated one more phase to finish out the Glynn Village development depending
on the market.
• Commissioner Streit questioned what the timeline for building would be. Mr. Pretrezinski
advised they would like to get started as soon as possible.
• Commissioner Schmidt questioned what the current total of single family residences were in
Glynn Village. Mr. Petrezinski advised it was close to 440.
Commissioner Streit moved to approve the Final Plat for Glynn Village Plat 11 subject to staff
comments. Commissioner Hoifeldt seconded the motion. Ayes: Stonebrook, Streit, Hoifeldt, and
Schmidt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: All comments appear to be addressed. Staff recommends
approval.
RECOMMENDATION: Approve the resolution

RESOLUTION 17-
APPROVING THE FINAL PLAT FOR GLYNN VILLAGE PLAT 11
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, HUBBELL METROPOLITAN DEVELOPMENT FUND I, LLC (SERIES E), has
requested final plat approval of GLYNN VILLAGE PLAT 11(the “Plat”); AND
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on September 18, 2017, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Glynn Village Plat 11 and the documents relating thereto will comply
with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
18th day of September, 2017, that the Final Plat for Glynn Village Plat 11 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Sanitary Sewer Easement;
2. Landscape Buffer Easement;
3. Public Utility Easement; and
4. Ingress/Egress Easement
