HomeMy WebLinkAbout2017-09-25-D02 Waukee West Urban Renewal Plan - PH AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 25, 2017 AGENDA ITEM: Public Hearing on a proposed Urban Renewal Plan for a proposed Waukee West Urban Renewal Area in the City of Waukee, State of Iowa. FORMAT: Public Hearing SYNOPSIS INCLUDING PRO & CON: The City has recently completed an annexation of approximately 3,500 acres of property west of Waukee located both north and south of Hickman Road (Highway 6). The City Council has approved a development agreement with Apple regarding the development of a data center development within a portion of the property recently annexed. The development agreement with Apple was subject to the implementation of an Urban Renewal Plan which covered at a minimum the area of the development agreement with Apple. City staff in coordination with bond counsel has completed the development of the Waukee West Urban Renewal Area which includes all of the area within the Apple Development Agreement as well as some outlying areas adjacent to the development as requested by the existing property owners. The proposed Waukee West Urban Renewal Plan includes objectives, types of urban renewal activities as well as eligible projects currently contemplated within the plan area. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request on September 12, 2017 and recommended approval: Approval of the Waukee West Urban Renewal Area Development Director Brad Deets introduced the request for the Commission to recommend approval of the Waukee West Urban Renewal Area as it is proposed by staff this evening. Mr. Deets advised the City had recently completed an annexation of approximately 3,500 acres of the property west of Waukee located both north and south of Hickman road. The City Council has approved a development agreement with apple regarding the development of a data center within a portion of the annexed property subject to the implementation of an Urban Renewal Plan which covered at a minimum the area of the development agreement with Apple. City staff in coordination with the bond counsel have completed the development of the Waukee West Urban Renewal area which would include objectives, types of urban renewal activities as well as eligible projects currently contemplated within the plan area. Mr. Deets advised that the City needs to have approved urban Renewal Plans in order to utilize Tax Increment Financing (TIF) for public improvement projects. In order to create a TIF District the property must first be identified as part of an urban renewal area. The City has planned this financing, if received, to be used for public infrastructure funding and a possible relocation and development of a new Public Safety Building.  Commissioner Streit questioned if future projects had to be located within the Urban Renewal District. Mr. Deets advised that was correct.  Commissioner Hoifeldt questioned if the City owned any property in the area. Mr. Deets advised that the City did own property in the area. Commissioner Schmidt moved to approve the recommendation of the Waukee West urban Renewal Area. Commissioner Hoifeldt seconded the motion. Ayes: Stonebrook, Streit, Broderick, Hoifeldt, and Schmidt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: In accordance with State Code, staff has held a consultation with the other taxing entities affected by this plan and the plan has been reviewed by the Planning and Zoning Commission. Hickman Road Waukee, IA 50263 Phone: (515) 978-9533 Fax: (515) 987-1845 Minutes of the Waukee West Urban Renewal Plan Consultation Meeting City staff held a consultation regarding the proposed Waukee West Urban Renewal Plan on Thursday, August 31, 2017 at 2:00 PM at Waukee City Hall East Conference Room. Notices of the consultation were mailed on August 24, 2017 to representatives of the Dallas County Board of Supervisors, Waukee Community School District and Adel-Desoto-Minburn Community School District. Those in attendance for the City were Brad Deets, Development Services Director and Dan Dutcher, Community and Economic Development Director. Rob Tietz, Finance and Operations Director for Dallas County, representing Dallas County Supervisors was in attendance. No one else was present. Staff gave a brief overview of the proposed Waukee West Urban Renewal Plan and the city’s intentions regarding future tax increment financing ordinances over the proposed urban renewal area. Staff reviewed the proposed schedule for the plan’s adoption. Tietz discussed three parcels included within the proposed Waukee West Urban Renewal Area which are currently located within an urban renewal area within Dallas County. Tietz indicated that the district would expire in 2021 and that there was no increment currently being collected on the parcels today. Tietz indicated that he would work with the Dallas County Supervisors to release the three parcels in question from the County urban renewal plan. Staff handed out an updated legal description based upon comments provided from the Dallas County Auditor’s Office along with a copy of the Notice of Public Hearing. The meeting ended at 2:20.
