AGENDA ITEM: Consideration of approval of a resolution approving Iowa Department of
Transportation Agreement for Iowa Clean Air Attainment Program
(ICAAP) funding [Hickman Road/Alice’s Rd Intersection]
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Last fall, the City of Waukee applied for ICAAP
funding for intersection improvements at Alice’s Road and Hickman
Road as part of the overall funding for Alice’s Road Widening – Phase 5
project. In this instance, the funding is based on increasing vehicle
capacity at the intersection of Hickman Road and Alice’s Road. The
intersection improvements will reduce transportation-related congestion
and air pollution, thereby maintaining Iowa’s clean air quality.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The Engineer’s estimate for
the Intersection Improvements (named Phase 5B) Project is $3,350,000,
the TSIP funding is $500,000, confirmed ICAAP funding is $700,000,
estimated USTEP funding is $400,000 and the City’s share is estimated
at $1,750,000.

RESOLUTION 17-
APPROVING IOWA DEPARTMENT OF TRANSPORTATION AGREEMENT FOR
IOWA CLEAN AIR ATTAINMENT PROGRAM (ICAAP) FUNDING
[HICKMAN ROAD/ALICE’S RD INTERSECTION]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Fixing America’s Surface Transportation (FAST) Act allows the Iowa Department of
Transportation to allocate funding to Transportation Alternative programs, including the Iowa Clean
Air Attainment Program (ICAAP); AND,
WHEREAS, the intersection of Hickman Road and Alice’s Road (the “Project”) has been identified as
a location where improvements will contribute to meeting National Ambient Air Quality Standards;
AND,
WHEREAS, on October 17, 2016, the Waukee City Council approved an ICAAP application for the
Project (Resolution #16-450); AND,
WHEREAS, the City of Waukee was awarded $700,000 in funding toward the Project through
ICAAP; AND,
WHEREAS, the Iowa Department of Transportation has submitted an Agreement for Iowa Clean Air
Attainment Program (ICAAP) related to the Project.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 2nd day
of October, 2017, that it hereby approves the Iowa Department of Transportation Agreement for Iowa
Clean Air Attainment Program (ICAAP) funding [Hickman Road/Alice’s Rd Intersection].
