FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Staff recommends approval. RECOMMENDATION: Approve the resolution. ATTACHMENTS: I. Proposed Resolution PREPARED BY: Becky Schuett REVIEWED BY: THE CITY OF WAUKEE, IOWA RESOLUTION 17- AMENDING A POLICY FOR THE CITY OF WAUKEE RELATED TO CONTRIBUTIONS MADE TO NON-PROFIT ORGANIZATIONS IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, on September 12, 2011, the Waukee City Council approved a policy and process related to monetary contributions made to non-profit organizations (Resolution #11-175); AND, WHEREAS, the Waukee City Council has reviewed an amendment to the policy on the matter and finds it appropriate; NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 16th day of October, 2017, that it hereby approves an amended policy for the City of Waukee related to contributions made to non-profit organizations, attached hereto as Exhibit A. ____________________________ William F. Lyon EXHIBIT A Contributions to Non‐Profit Organizations  Process:  1. In order to be considered for funding from the City of Waukee, a non‐profit organization  or entity shall meet the following criteria:  a. Social Services  i. The organization shall provide primary needs services, including but not  limited to food and nutrition, health services, and clothing.  ii. The organization shall be based in Waukee.  iii. The majority of the services provided by the organization shall be for the  benefit of Waukee residents.  iv. The organization shall provide the majority of their services free of  charge.  v. The organization shall provide services that benefit residents of all ages.    b. Other Services  i. The organization shall provide arts, culture, and historical services with a  local focus.    2. Each September, City staff presents to the Mayor and City Council a list of those non‐ profit organizations that have received funding from the City in the last two adopted  annual budgets.    3. Each October, the Mayor and City Council review the list and gives input on those  organizations that shall be invited to submit funding requests for the upcoming fiscal  year.    4. City staff sends a letter to those organizations in October, inviting them to submit  budget requests.  Such requests shall be limited to capital project and equipment  funding; requests for operations funding will not be considered.    5. City Staff presents recommendations on the funding requests at the annual City Council  budget work session.  The Mayor and City Council shall review and give input on the  recommendations.    6. City Staff incorporates the Mayor and City Council input into the final recommendations  on funding levels for non‐profit organizations in the proposed annual budget.
