HomeMy WebLinkAbout2017-10-16-J05 Clayton Estates Plat 1 - Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: October 16, 2017 AGENDA ITEM: Consideration of approval of a resolution approving a final plat for Clayton Estates Plat 1 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: RMCA LLC is requesting approval of a final plat for approximately 12.18 acres of property located west of Waukee Elementary. The final plat consists of 37 single family residential lots and includes the extension/addition of several new public streets. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this request on July 25, 2017, and recommended approval subject to remaining staff comments. Approval of a Final Plat from Clayton Estates Plat 1 City Planner, Melissa DeBoer, introduced the request for approval of a final plat made by the Applicant, Jerry’s Homes, Inc. The subject property is located to the west side of 6th Street and southwest of the 8th Street/ Northview Drive intersection and contains approximately 12.18 acres. The final plat includes a total of 37 single family lots ranging in size from approximately 8500 to 13000 square feet, which is consistent with the R-2 zoning district. The parkland dedication required for this plat is satisfied with the 0.64 acre parcel known as Out lot Z. Mrs. DeBoer advised that the existing street of Northview Drive will be extended into this plat as a major collector street that will be 31 feet wide with a 70 foot right-of-way. Five foot sidewalks will be constructed on both sides of the streets as each lot is developed. Mrs. DeBoer also explained that all utilities will be extended throughout the plat to provide access to all proposed lots and storm water detention is being accommodated for in the regional detention basin that has been constructed as part of the Waukee School District Transportation and Logistics Center. This pond is located on City Owned property and will be maintained by the City. At this time staff feels comfortable with the proposal and would recommend approval of the Final Plat for Clayton Estates Plat 1 subject to remaining staff comments, review of the legal documents by the City Attorney, and Completion of Public improvements.  Commissioner Hoifeldt clarified that the green space marked on the map over 8th street is just an error. Mrs. DeBoer advised that was correct- the school entrance on 8th street will remain the same and the update does not alter the size of the out lot proposed.  Commissioner Streit questioned what the long term plan was for the park space. City Staff advised that the long term plan is to work with the school to utilize the green area to create something similar to the Fox Creek Park area.  Commissioner Hoifeldt questioned if there was a reason for the slight misalignment in Northview Drive. City Staff advised that the slight curve was more than likely needed to maintain the depths of the bordering lots.  Commissioner Shanks questioned what the width of the new addition and the existing portions of Northview Drive were. Mrs. DeBoer advised that the new portion would be 31 feet wide, and that the existing portion was approximately 29 feet.  Commissioner Shanks also questioned of there would be a controlled intersection. City Staff advised that the area is one that will be monitored for traffic control needs, but that there are no current plans to change the traffic control in the area. Commissioner Hoifeldt moved to approve the final plat for Clayton Estates Plat 1, which was seconded by Commissioner Streit. Ayes: Stonebrook, Streit, Hoifeldt, Shanks, and Schmidt.. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: At this time, the public improvements are complete and and staff recommends approval of the final plat. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 16th day of October, 2017, that the Final Plat for Clayton Estates Plat 1 be and the same is hereby accepted and approved by the City Council of the City of Waukee. Requested Action Approval of a Final Plat for 37 single family residential lots. Location and Size: Property is generally located on the west side of 6th Street and southwest of the 8th Street / Northview Drive intersection, containing approximately 12.18 acres. The final plat includes a total of 37 single family lots. PROJECT DESCRIPTION: LOTS The final plat includes 37 single family residential lots. The lots range in size from approximately 8,500 square feet to 13,000 square feet. The minimum lot size in the R-2 district is 8,000 square feet. The lot frontages range in width from 65 to 74 feet. The minimum lot width in the R-2 district is 65 feet. All of the proposed single family lots are similar in shape and size to adjacent residential lots. STREETS AND SIDEWALKS This final plat includes the extension of Northview Drive from the east to the west plat boundary. Northview Drive is a major collector street that will be 31 feet wide with a 70 foot right-of-way. Bel Aire Court, 8th Street, and 9th Street are all local streets that will be 29 feet wide with a 60 foot right-of-way. Five foot sidewalks will be constructed on both sides of the streets as each lot is developed. July 21, 2017 3 of 3 UTILITIES All public utility services will be extended throughout the plat to provide access to all proposed lots. Sanitary sewer will be provided via the existing system on the north side and a new sewer that will be installed from the south to the south plat boundary will serve the remaining portion of the development. Water main will be extended throughout the plat via connections to existing water main along Northview Drive and 6th Street. Storm water detention is being accommodated for in the regional detention basin that has been constructed as part of the Waukee School District Transportation and Logistics Center. This pond is on City owner property and will be maintained by the City as well. The ultimate outlet of the pond is a tributary of Sugar Creek. PARKLAND: Outlot Z has been identified for parkland dedication. The applicant is dedicating a total of 2.47 acres of parkland with the Clayton Estates development, which exceeds their requirement of 2.01 acres. Plat 1 includes a total of .64 acres of parkland area, which will go towards the total required. The applicant’s engineer has prepared a preliminary trail alignment for the parkland that is being dedicated to the City to show a possible alignment that would provide pedestrian access to parkland. STAFF RECOMMENDATION At this time staff feels comfortable with the proposal and would recommend approval of the Final Plat for Clayton Estates Plat 1 subject to remaining staff comments, review of the legal documents by the City Attorney, and completion of public improvements.
