HomeMy WebLinkAbout2017-11-06-J12 Milos Ridge_Preliminary Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: November 6, 2017 AGENDA ITEM: Consideration of approval of a resolution approving a preliminary plat for Milo’s Ridge FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Patrick and Marilea Morris, request approval of a preliminary plat for 6.02 acres of property located north of N. Little Walnut Creek Drive and west of N. Warrior Lane. The plat consists of 2 lots intended for single family residential. Lot 1 has an existing home on it that will remain. Lot 2 is a vacant lot for an additional home to be built on it. Lot 1 is 4.02 acres in area and Lot 2 is 2.00 acres in area. No public improvements are required for this development other than the installation of a water service to Lot 2 which will be completed when a home is being constructed on Lot 2. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this request on October 24, 2017, and recommended approval subject to remaining staff comments. Approval of a Preliminary Plat and Final Plat for Milo’s Ridge Senior Planner, Andy Kass, introduced the request for approval of a Preliminary Plat and a Final Plat for the project Milo’s Ridge made by the applicants Patrick & Marilea Morris in order to split a residential lot. The property is generally located north of N. Little Walnut Creek Drive and west of N. Warrior lane and contains approximately 6.02 acres. Mr. Kass advised that water services will be extended as needed for lot 2, and that the County would need to be contacted for coordinating septic service for the same lot. Mr. Kass also advised that by splitting the parcel, the City would not be creating any nonconforming parcels to City Ordinance. At this time staff is comfortable with the site plan and would recommend approval subject to remaining staff comments. • Commissioner Schmidt asked for clarifications on the creek crossing lines. Mr. Kass advised the marks indicated the creek and the overland flowage easement, not the 100 year flood plain. A motion was made by Commissioner Schmidt, and seconded by Commissioner Broderick, to approve the preliminary Plat for Milo’s Ridge. Ayes: Stonebrook, Broderick, Tietz, and Schmidt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: All comments appear to be addressed. Staff recommends approval. RECOMMENDATION: Approve the resolution ATTACHMENTS: I. Proposed Resolution II. Little Walnut Creek Drive and west of N. Warrior Lane, containing approximately 6.02 acres. Little Walnut Creek Drive and west of Warrior Lane within the Sahu Acres subdivision. The property is approximately 6.02 acres in area. The applicant requests approval of a preliminary plat and final plat to split the existing lot into two separate lots with the intention of selling the other lot for a home to be built upon. October 20, 2017 2 of 3 ABOVE LEFT: Aerial of Property identifying the proposed plat. PROJECT DESCRIPTION: LOTS The preliminary plat and final plat identify two lots. Lot 1 is proposed to be 4.02 acres in area and will have the existing home on the property located upon it. Lot 2 is proposed to be 2 acres in area. Each lot meets the minimum lot area of 2 acres and the minimum lot width of 200 feet in the AR, Single Family Acreage District. The applicant intends to sell Lot 2. An existing shed will remain on Lot 2. STREETS AND SIDEWALK Access to both lots will be provided off of N. Little Walnut Creek Drive which is currently a gravel road. Within the next year N. Little Walnut Creek Drive will be improved to an asphalt surfaced road. No sidewalks are required to be extended as part of the improvements for these lots as there are no existing sidewalks in the Sahu Acres neighborhood. UTILITIES The only public utility within the Sahu Acres neighborhood is public water. Lot 1 is already served by public water and a service will be installed to Lot 2 when a home built. Lot 1 is served by an existing onsite septic system. Lot 2 will need to provide its own septic system which permitting for that will be coordinated with the Dallas County Health Department. October 20, 2017 3 of 3 STAFF RECOMMENDATION At this time staff feels comfortable with the proposal and would recommend approval of the preliminary plat and final plat for Milo’s Ridge subject to remaining staff comments and review of the legal documents by the City Attorney.
