HomeMy WebLinkAbout2017-11-06-J14 Stivers Display Lot Addition_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: November 6, 2017 AGENDA ITEM: Consideration of approval of a resolution approving site plan for Stivers Display Lot Addition [1350 SE Stone Ridge Drive] FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Stivers Iowa Real Estates, LLC, has submitted plans requesting approval of a site plan for a 235 stall display lot addition to the west of the existing Stivers car dealership. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on October 24, 2017 and recommended approval: Approval of a Site Plan for Stiver’s Display Lot Expansion [1350 SE Stone Ridge Drive] Senior Planner, Andy Kass, introduced the request for approval of a Site Plan for a Display lot expansion made by the applicant Stiver’s Iowa Real Estates LLC. The proposed request shows a paved area for the display for 250 cars located on the Southwest corner of the SE Stone Ridge Drive and SE Waco Place intersection. Mr. Kass advised no utilities would be needed for the site and that storm water runoff would be maintained by the current detention pond. Mr. Kass also advised that City Staff are still working with the site lighting to insure all ordinances are met and a minimal impact is associated with the project. At this time staff is comfortable with the site plan and would recommend approval subject to remaining staff comments. • Commissioner Tietz questioned how potential clients would be getting across the street from the main display lot. Mr. Kass advised that there are sidewalks on the south side of SE Stone Prairie and SE Waco Place, and that the applicants will be replacing the pedestrian ramps for these sidewalks. Seth Sutherland with bishop engineering, a representative of the applicant, advised that walking would be the main mode of transportation, weather permitting, otherwise the vehicle access would be utilized. • Commissioner Stonebrook questioned if the median of SE Waco Place would be in the way of pedestrian crossings. Mr. Kass advised that the nose for the median is just south of the pedestrian walk. Mr. Kass also informed the commission that the lot would be built for the circulation of vehicles, and that items such as golf carts were not street legal within the City of Waukee. A motion was made by Commissioner Broderick, and seconded by Commissioner Stonebrook, to approve the Site Plan for Stiver’s Display Lot Expansion subject to any remaining staff comments and review of any legal documents. Ayes: Stonebrook, Broderick, Tietz, and Schmidt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: All comments related to the site plan have been addressed and staff would recommend approval. The applicant, requests approval of the site plan to allow for the construction of a sales display lot area. PROJECT DESCRIPTION: The project involves the paving of a sales display lot area on property that is west of the existing Stivers Ford car dealership. The site plan identifies an additional 235 parking spots for sales display. No buildings are proposed at this time on the site. Access to the display area is provided off of SE Stone Ridge Drive and SE Waco Place. October 20, 2017 2 of 2 ABOVE: Aerial of the site plan (outlined in RED) in relation to the surrounding properties. SIDEWALKS/TRAILS: The site plan identifies a five foot wide sidewalk extension along the south side of SE Stone Ridge Drive. The site plan also identifies the removal and replacement of the existing pedestrian ramps for the trail to repair existing damage. UTILITIES: Storm water detention is provided through the existing detention basin located to the south. The applicant and the property owner of Alice’s Place share maintenance responsibility for the pond. LIGHTING PLAN The applicant has submitted a lighting plan for review and staff is working with the applicant to comply with the Site Plan Ordinance requirements. STAFF RECOMMENDATION: At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to remaining staff comments.
