Industrial Park Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: 117 Land Company, LLC, request approval of a final plat
for 22.56 acres of property located south of Interstate 80 and west of R-22/Ute
Avenue. The final plat includes a total of six (6) lots for light
industrial/commercial development. Two (2) lots are zoned commercial and
the remaining four (4) lots are zoned light industrial. The applicant has
extended utilities throughout the development and constructed a new street,
Interstate Parkway.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on September 26, 2017, and recommended approval subject to remaining
staff comments.
Approval of a Final Plat for I-80 West Industrial Park Plat 1
City Planner, Melissa DeBoer, introduced the request for approval of a final plat made by the applicant
117 Land Company, LLC. The property is located south of I-80 and west of Ute Avenue, containing
about 22.56 acres. The property is zoned M-1, Light Industrial, and C-1, Community and Highway
Service Commercial.
The plat contains a total of 6 lots. Lots 1 and 6 are zoned for commercial, and lots 2, 3, 4, and 5 are
zoned for light industrial. One street is included with this development. This street will be extended
from Ute Avenue (or R-22) to the west plat boundary. Five foot wide sidewalks will be constructed on
both sides of the street with individual lot development.
All lots will be served with public utilities. Storm water detention will need to be provided for each lot
with individual lot development.
Staff is recommending approval of the final plat for I-80 West Industrial Park Plat 1 subject to any
remaining staff comments and review of the legal documents by the City Attorney.
Commissioner Streit questioned of the red line marked the county limits. Mrs. DeBoer advised it
marked corporate limits for the city.
Commissioner Hoifeldt asked for clarification regarding a portion of the commercial property. Senior
Planner Andy Kass advised that it was a slight error and should also be colored to follow the
Commercial designation.
Commissioner Stonebrook clarified that the sidewalks would be constructed as the sites developed.
Mrs. DeBoer advised that was correct.
Commissioner Tietz questioned where utilities would be supplied from. Mr. Kass advised that both the
water and sewer would be bored under the interstate. There is a new lift station being constructed to
the south and west of the subject property that would handle the sewer for the proposed project and
any future development to the west.
Commissioner Hoifeldt moved to approve the Final Plat for I-80 West Industrial Park Plat 1 subject to
staff comments and review of the legal documents by the City Attorney. Commissioner Streit
seconded the motion. Ayes: Stonebrook, Streit, Hoifeldt, and Tietz. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: All staff comments have been addressed. Staff recommends
approval.

APPROVING THE FINAL PLAT FOR I-80 WEST INDUSTRIAL PARK PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, 117 Land Company, LLC, has requested final approval of I-80 West Industrial
Park Plat 1 (the “Plat”); AND
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Plat on September 26, 2017, subject to remaining staff comments and review of the legal
documents; AND,
WHEREAS, the Final Plat for I-80 West Industrial Park Plat 1 and the documents relating
thereto will comply with Section §303 - Land Subdivision Ordinance of the Waukee Municipal
Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa
on this 6th day of November, 2017, that the Final Plat for I-80 West Industrial Park Plat 1 be and
the same is hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following
easements and documents to be filed with the Plat:
1. Warranty Deed;
2. Sanitary Sewer Easement;
3. Public Water Main Easment;
4. Public Utility Easement;
5. Storm Sewer Easement;
6. Public Overland Flowage Easement; and
7. Temporary Sediment Basin Easement.

BACKGROUND:
The subject property lies south of Interstate 80 and west of R-22/Ute Avenue, and is 22.56 acres in area. This property
was recently rezoned from A-1 to M-1 and C-1 in May 2017 to allow for commercial and light industrial development.

PROJECT DESCRIPTION:
LOTS
The final plat identifies a total of 6 lots for light industrial and commercial development. Lots 1 and 6 are intended for
commercial development and range in size from 1.47 acres to 2.75 acres. Lots 2, 3, 4, and 5 are intended for light
industrial development and range in size from 2.48 acres to 6.02 acres.
STREETS AND TRAIL
One street, Interstate Parkway, is included with this development. This street will be extended from R-22 to the west
plat boundary. A temporary turnaround will be installed which will be removed once the street is extended as part of
future development to the west. Interstate Parkway is considered a minor collector street. Interstate Parkway includes a
70 foot right-of-way and is a 31 foot wide street with 8-inch thick pavement. At the intersection with R-22 the street is
37 feet wide to allow for a left turn lane. A decel lane off of R-22 is provided for incoming southbound traffic into the
development – which is similar to what has been done for previous developments further to the north off of R-22.
No trails are included as part of the plat improvements. Five foot sidewalks will be constructed on both sides of the
street as the individual lots develop.

UTILITIES
Utilities have been extended to service the proposed plat as part of the plat improvements. In order to provide sanitary
sewer to the proposed development a 6-inch force main will be bored from the north under Interstate 80 and a lift
station will be constructed south of the proposed development. An 8-inch sanitary sewer will be extended through the
development and will gravity flow down to the lift station which will then pump the sewage to the north.
A 12-inch water main will be bored under Interstate 80 and extended to the property. An additional 12-inch water main
will connect to the water main that is being bored from the north under Interstate 80, this water main will run along the
west lot line of Lot 4, and then on the north side of Interstate Parkway to provide water service to the lots.
Storm water detention will need to be provided for each lot as each lot is developed.
PARKLAND:
Parkland dedication is not required for industrial or commercial developments.
STAFF RECOMMENDATION
At this time staff feels comfortable with the proposal and would recommend approval of the Final Plat for I-80 West
Industrial Park subject to remaining staff comments and review of the legal documents by the City Attorney.
