HomeMy WebLinkAbout2017-11-06-J16 RJ Lawn Service_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: November 6, 2017 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for RJ Lawn Service (655 Interstate Parkway) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: RJ Lawn Service, requests approval of a site plan to allow for the construction of a 4,960 square feet office building, 10,560 square feet storage building, and an open canopy storage structure. The subject property is 6.02 acres in area located north of Interstate Parkway and west of R-22/Ute Avenue. In addition to the proposed buildings, the site plan identifies parking areas, a fueling area, and an outdoor storage area. Public improvements were completed as part of I-80 West Industrial Park Plat 1. The applicant has provided elevations for proposed building on the site which meets the intent of the architectural guidelines within the Site Development and Building Standards Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the October 24, 2017 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for RJ Lawn Service [655 Interstate Parkway] Senior Planner, Andy Kass, introduced the request for approval of a Site Plan for the construction of a new office building, storage building, and bulk materials storage area submitted by the applicant RJ Lawn Service. The Subject Property is located west of Ute Ave, and north of Interstate Parkway containing approximately 6.02 acres. Mr. Kass advised that the applicant, having outgrown their current facility, is looking to create a more suitable location south of Interstate 80. The proposed project would include the construction of a 4960 square foot office building, 10560 square foot warehouse storage building, and a 3600 square foot open canopy structure for bulk material storage. The site plan also identifies a fueling area, and parking areas. A secured gate will be constructed north of the office building and will include measures to allow for emergency access to the site. The outdoor storage area will be surrounded by fencing for security and screening purposes. Mr. Kass explained that ingress and egress to the site will be provided via a driveway off of Interstate Parkway, and a sidewalk will be installed along the north side of Interstate parkway for the extend of the Lot. All utilities will be extended to the site with the infrastructure improvements associated with I- 80 West Industrial Park Plat 1. All parking, landscape and open space ordinances have been met with the current proposed project. At this time staff is comfortable with the proposed site plan and would recommend approval of the site plan subject to remaining staff comments. • Commissioner Tietz questioned what the timeline was. Mr. Kass advised the applicant needed to be out of their building by February or March of 2018. Mr. Kass also advised that there are several City projects that are in the works for that area, once they are complete there will be a final plat for the area pending pavement for Interstate Parkway. • Commissioner Tietz questioned if this area was part of the new Urban renewal district. Mr. Kass advised that yes it was part of the Southwest Urban Renewal District. A motion was made by Commissioner Schmidt and seconded by Commissioner Tietz, to approve the Site Plan for RJ Lawn Service subject to any remaining staff comments and review of any legal documents. Ayes: Stonebrook, Broderick, Tietz, and Schmidt. Nays: None. Motion Carries STAFF REVIEW AND COMMENT: At this time a majority of staff comments have been addressed and believes that any remaining comments at this point are minor in nature. The applicant requests site plan approval to allow for the construction of a new office building, storage building, and a bulk materials storage area. PROJECT DESCRIPTION: The project involves the construction of a 4,960 square foot office building, a 10,560 square foot warehouse storage building, and 120 feet by 30 feet open canopy structure for bulk material storage. The site plan also identifies an outdoor storage area on the northeast side of the site, a fueling area, and parking areas. A secured gate will be constructed north of the office building. Appropriate measures have been included on the site plan to allow for emergency service vehicles to access this area in the event of an emergency. The outdoor storage area will be surrounded by fencing for security and screening purposes. ACCESS AND PARKING: Ingress and egress to the site will be provided via a driveway off of Interstate Parkway. A five foot wide sidewalk will be installed along the north side of Interstate Parkway for the extent of the lot. A total of 54 parking spaces are identified on the site plan which meets the requirements of the Parking Ordinance. UTILITIES: All utilities have been extended to the site with the infrastructure improvements associated with I-80 West Industrial Park Plat 1. A sand/oil separator will be provided for the floor drains within the warehouse/storage building. Storm water detention will be accommodated in a pond within the southwest corner of the site. The ultimate outlet for the pond is to the south toward Johnson Creek. LANDSCAPING & OPEN SPACE: The site plan identifies landscaped areas along the east, north, and west property lines. A minimum of 15% open space is required and the plan set identifies 56% open space. October 20, 2017 3 of 3 ELEVATIONS: The proposed office building materials include Hardie stucco panels, stone, metal paneling, and glazing. The materials for the storage building include Structuroc panels, metal paneling, and concrete. The proposed buildings meet the intent of the Site Plan Ordinance. LIGHTING PLAN The applicant has submitted a lighting plan that complies with the lighting requirements of the Site Plan Ordinance.
