The person in this position will make decisions on enforcement. This position will take the supervisory responsibilities off of the Development Services Director allowing him to focus on management of the Department and on the long term planning aspects of the Department. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: The Development Services Director and Human Resource Director recommend approval of the creation of a new position and job description for the position. Job Description – Building Official PREPARED BY:Patricia Brown Holden REVIEWED BY: J1E THE CITY OF WAUKEE, IOWA RESOLUTION 17- APPROVING JOB DESCRIPTION AND PAY GRADE [BUILDING OFFICIAL, DEVELOPMENT SERVICES DEPARTMENT] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the Development Services Director proposes the creation of a non-represented, full-time Building Official position; AND, WHEREAS, the pay grade for the position shall be Grade N9; AND, WHEREAS, the Development Services Director and Human Resource Director recommend establishing the position and approving the job description and pay grade. Lyon Building Official Page 1 Council Approved _______________ City of Waukee JOB DESCRIPTION Job Title: Building Official Reports to: Development Services Director Dept/Div: Development Services Direct Reports: Building Inspectors and Union Status: Non-Represented Compliance Officer Pay Grade: N9 FLSA Status: Non-Exempt JOB PURPOSE: The Building Official oversees the inspection division of the Development Services Department ensuring that private and public improvements are constructed and maintained in accordance with state and federal requirement, City Codes, policies, standards and regulations. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Leads and directs staff through selection, orientation, training, performance management and discipline according to standard operating procedures and City policy. 2. Directs and supervises building and code compliance operations related to building inspection and nuisance abatement. 3. Maintains oversight of building plan review for commercial and residential. 4. Provides services as the primary contact for inspection of commercial and multifamily residential property. 5. Oversees the residential inspection work loads 6. Represents the City at local, regional, national affiliations such as Metro Building Officials and Code Consortium. 7. Serves as the City’s Health Official 8. Attends Board of Adjustments and Board of Appeals meetings as well as other meetings as needed. 9. Drafts and prepares ordinance language for review and/or rewrite on related topics suggesting changes to provide updated ordinances and codes. 10. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. QUALIFICATIONS: 1. High School diploma or GED required. 2. International Conference of Building Officials (ICBO) Certification. 3. Minimum of 5 years successful experience in general contracting or construction. 4. Able to read, analyze, and interpret detailed blue prints, professional journals, technical procedures, or governmental regulations. Building Official Page 2 Council Approved _______________ 5. Ability to write reports, business correspondence, and procedure manuals. 6. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. 7. Knowledge of the general provisions of the uniform codes and state, federal and local laws. 8. Ability to read and interpret building plans and detect deviations from controlling requirements. 9. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. 10. Must possess a valid Iowa Driver’s License and meet the requirements of the City's motor vehicle policy. PHYSICAL REQUIREMENTS: 1. Able to climb different types of ladders and stairs. 2. Able to climb, balance, stoop, kneel, crouch and crawl on construction sites. 3. Able to lift, carry, push and pull up to 50 pounds occasionally. 4. Able to maneuver in undeveloped areas on uneven surfaces for up to one mile in various types of weather. 5. Able to sit for long periods of time and to maintain focus on project such as computer screen or detailed paperwork. 6. Must be able to effectively communicate orally (in person and over the telephone and in writing using electronic devices and handwritten) in English with other employees, businesses and community members. WORKING CONDITIONS: 1. Position requires outdoor work where heat, cold, precipitation, and the results of weather and nature may be encountered. 2. Employee will be exposed to moving mechanical parts, high and precarious places, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock and vibration. 3. The noise level in the work environment fluctuates from moderate to very loud. 4. Position requires travel within and outside of the City which imposes common travel hazards. 5. Standard work hours will be Monday-Friday 8:00 AM- 5:00 PM with additional evening hours as required. 6. To successfully fulfill the essential functions of this position, employee must maintain standard work hours within Waukee City Hall. 7. There is no residency requirement for this position.
