AGENDA ITEM: Consideration of approval of a resolution awarding grant funding to
Underberg Ventures, LLC as part of the City of Waukee Downtown Façade
Improvement Program
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Staff has received an application for the Façade
Improvement Program from Underberg Ventures, LLC, owner of property located at 445 Maple Street.
The submitted application is requesting matching funds in the amount of $3,824.50 to replace front
doors at the former location of the Waukee Community Center. As stated in the adopted Façade
Improvement Program criteria, door replacement is within the permitted scope of work to receive
funding from the program. The work has already been completed, but the work and bidding process
were done in compliance with the program policies.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The Council had previously
approved the use of TIF dollars in the amount of $30,000 toward the
Downtown Façade Improvement Program with a maximum award of $7,500
and not to exceed 50% of the total cost of improvements. The application
related to Underberg Ventures, LLC, is in the amount of $3,824.50 and is
equal to 50% of the total door replacement project cost.
COMMISSION/BOARD/COMMITTEE COMMENT: The Downtown Design Committee
reviewed the Façade Improvement Program Application on November 9, 2017
and recommended approval.
STAFF REVIEW AND COMMENT: Staff would recommend approval of the Façade
Improvement Grant.
RECOMMENDATION: Approve the Resolution

APPROVAL OF A GRANT AWARD TO UNDERBERG VENTURES, LLC [445
MAPLE STREET] AS PART OF THE DOWNTOWN FAÇADE IMPROVEMENT
PROGRAM
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized
Municipal Organization; AND,
WHEREAS, on March 5, 2012, the Waukee City Council approved a Downtown Façade
Improvement Program (Resolution #12-50) to make financial assistance available to
businesses, organizations, and property owners within Downtown Waukee for the
preservation, maintanence, and general improvement of the physical appearances of their
properties thereby creating an environment that is aesthetically pleasing and facilitates an
increase in pedestrian traffic; AND,
WHEREAS, on October 24, 2011 the Waukee City Council approved the Downtown Design
Guidelines (Resolution #11-202) that provide guidance for the exterior appearance of
properties within specified areas of the Downtown; AND,
WHEREAS, Underberg Ventures, LLC, owner of the building at 445 Maple Street, has
submitted a Façade Improvement Program Application requesting grant funding in the
amount of $3,824.50 equal to 50% of the total project costs associated with installation of new
front doors to building; AND,
WHEREAS, the Façade Improvement Program Application submitted for the front doors of
the building is in conformance with the guidelines, terms, and conditions set forth in the
Downtown Façade Improvement Program; AND,
WHEREAS, Façade Improvement Program Grants are awarded as a reimbursement for the
actual costs incurred by the applicant after the project has been completed; AND,
WHEREAS, the Downtown Design Committee reviewed the Façade Improvement Program
Application at their November 9, 2017 meeting and recommended approval of the Downtown
Façade Improvement Program Grant for Underberg Ventures, LLC [445 Maple Street]; AND,
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session
this 20th day of November 2017 that a Grant Award in the amount of $3,824.50 is approved
for the front doors of 445 Maple Street.
