HomeMy WebLinkAbout2017-12-04-J07 TAP Application_Kettlestone Greenbelt Trail AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: December 4, 2017 AGENDA ITEM: Consideration of approval of an application for funding from the Federal Transportation Alternatives Program (TAP) to the Des Moines Area Metropolitan Planning Organization (MPO) for the purpose of assisting in the funding of construction of the Kettlestone Greenbelt Trail System from SE Parkview Crossing Drive to Grand Prairie Parkway and further approving the application which obligates the City of Waukee to provide matching funds for the construction of said project. FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The City of Waukee is applying for FY 2022 TAP funding through the Des Moines Metropolitan Organization for the following project: Program Category: Transportation Alternatives Program - Trails Project Name: …….Kettlestone Greenbelt Trails Project From:…………………SE Parkview Crossing Drive To: ……………………Grand Prairie Parkway Estimated Project Costs: …………$500,000 Funding Sources: TAP 2022 Request…...........$200,000 City of Waukee………............$300,000 Percent Local Match………….60% FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: Fiscal impact of the project is outlined above and is based upon estimates provided by the City’s engineers. Local match for the project would have to be factored into the Capital Improvements Plan. Proposed Project Map PREPARED BY: Brad Deets J7 THE CITY OF WAUKEE, IOWA RESOLUTION 17- AUTHORIZING AN APPLICATION FOR FUNDING FROM THE FEDERAL TRANSPORTATION ALTERNATIVES PROGRAM (TAP) TO THE DES MOINES AREA METROPOLITAN PLANNING ORGANIZATION (MPO) FOR THE PURPOSE OF ASSISTING IN THE FUNDING OF CONSTRUCTION OF THE KETTLESTONE GREENBELT TRAIL SYSTEM FROM SE PARKVIEW CROSSING DRIVE TO GRAND PRAIRIE PARKWAY AND FURTHER APPROVING THE APPLICATION WHICH OBLIGATES THE CITY OF WAUKEE TO PROVIDE MATCHING FUNDS FOR THE CONSTRUCTION OF SAID PROJECT IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a full member of the Des Moines Area Metropolitan Planning Organization; AND, WHEREAS, the Federal Surface Transportation Alternatives Program (TAP) provides funding to local jurisdictions for the construction of eligible projects; AND, WHEREAS, the program is administered by the Des Moines Area Metropolitan Planning Organization which prioritizes and ranks all project applications. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa in session this 4th day of December 2017, that: 1. The Waukee City Council supports and approves the attached application for Federal Transportation Alternatives Program funding. 2. The Waukee City Council hereby commits the City of Waukee to provide matching funds, secured through public and private investment, as required by the Federal Transportation Alternatives Program. 3. The City of Waukee hereby commits to accepting and maintaining these improvements, once completed, for a minimum of twenty (20) years following the completion. 4. The Mayor of Waukee is hereby authorized to approve and execute the application on behalf of the Waukee City Council. ____________________________ William F.
