AGENDA ITEM: Consideration of approval of a resolution approving a final plat for Stone
Prairie Plat 5
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Diligent Stone Prairie, LLC, request approval of a final
plat for 0.50 acres of property located south of SE Westown Parkway and
west of SE L.A. Grant Parkway. The final plat includes a total of 2 lots for
single family residential development. The applicant has extended utilities
throughout the development and constructed a short extension of SE Trillium
Drive.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on November 28, 2017, and recommended approval subject to remaining
staff comments.
Approval of a Final Plat for Stone Prairie Plat 5
Senior Planner Andy Kass introduced the request for approval of a final plat for single family
development made by the applicant Diligent Stone Prairie, LLC. The subject property is located
northwest of SE Wildflower Drive and South of SE Westown Parkway, containing approximately 0.50
acres. Mr. Kass informed the Commission that the subject property was platted as out lots X and Z
within Stone Prairie Plat 2, but were always intended for single family development. At the time that
Plat 2 was constructed, necessary off site easements for the two end lots were not able to be obtained
stalling their construction. The final plat identified a total of 2 lots 8,742 square feet and 8,744 square
feet in size. A short extension of SE Trillium Drive has been constructed as part of the plat
improvements and all public services have been extended to the lots, with storm water detention and
park land dedication being satisfied with the previous construction of Plat 2.
At this time Staff recommends approval subject to any remaining staff comments and review of legal
documents by the City Attorney.
• Commissioner Hoifeldt questioned if there was a stream that traveled though one of the
properties. Erin Ollendike, a representative of the applicant, advised that the only stream was
off the property that traveled south to the sediment basin that has recently been filled in.
Commissioner Fontenot moved to approve the final plat for Stone Prairie Plat 5. The motion was
seconded by commissioner Broderick. Ayes: Fontenot, Streit, Broderick, Hoifeldt, and Tietz. Nays:
None. Motion Carries.

STAFF REVIEW AND COMMENT: Staff is working with the applicant to address some minor
comments. Staff recommends approval, subject to remaining staff comments.
RECOMMENDATION: Approve the resolution, subject to remaining staff comments.

RESOLUTION 17-
APPROVING THE FINAL PLAT FOR STONE PRAIRIE PLAT 5
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Diligent Stone Prairie, LLC, has requested final approval of Stone Prairie Plat 5
(the “Plat”); AND
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Plat on November 28, 2017, subject to remaining staff comments and review of the legal
documents; AND,
WHEREAS, the Final Plat for Stone Prairie Plat 5 and the documents relating thereto will
comply with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa
on this 18th day of December, 2017, that the Final Plat for Stone Prairie Plat 5 be and the same is
hereby accepted and approved by the City Council of the City of Waukee, subject to remaining
staff comments.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following
easements and documents to be filed with the Plat:
1. Warranty Deed; and
2. Temporary Turnaround Easement

BACKGROUND:
The subject property was platted as Outlots X and Z as part of Stone Prairie Plat 2. The lots were always intended to
be utilized for single family development, however, at the time Plat 2 was constructed, the developer could not secure
the necessary offsite easements for the two end lots from the adjacent property owner. Over time the applicant was
able to secure the necessary offsite easements to complete the remaining two single family lots. The applicant has
submitted a final plat requesting approval for two single family lots.

PROJECT DESCRIPTION:
LOTS
The final plat identifies a total of 2 lots for single family residential development. The two lots are 8,742 square feet and
8,744 square feet in area. Each lot is approximately 70 feet in width.
STREETS AND TRAIL
A short extension of SE Trillium Drive was constructed as part of the plat improvements. Five foot wide sidewalks will
be installed along each lot as each lot is developed.
UTILITIES
Services have been extended to each lot for sanitary, storm, and water service.
PARKLAND:
Parkland dedication was satisfied for this plat with the dedication of parkland in Stone Prairie Plat 1. The parkland is to
the south of the property.

STAFF RECOMMENDATION
At this time staff feels comfortable with the proposal and would recommend approval of the Final Plat for Stone Prairie
Plat 5 subject to remaining staff comments and review of the legal documents by the City Attorney.
