HomeMy WebLinkAbout2016-01-18-J01E SCMGC Staff Revised Job Descriptions AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: January 18, 2016 AGENDA ITEM: Consideration of approval of a resolution approving revised job descriptions [Sugar Creek Municipal Golf Course] FORMAT: Consent Agenda SYNOPSIS INCLUDING PRO & CON: The Organizational Chart for Sugar Creek Golf Course has been revised for the 2016 season to better support the customers and ensure effective operation of the golf course. All previous job descriptions have been reviewed and revised to more accurately reflect the functions and requirements of the positions. New job descriptions have been completed for the new positions and new job titles. The Human Resource Director and the Parks & Recreation Director recommend approval of the following job descriptions: Golf Course Superintendent, Groundskeeper, Grounds Attendant, Clubhouse Manager, Clubhouse Lead, Customer Service Assistant, Clubhouse Attendant. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The Human Resource Director and the Parks & Recreation Director recommend placing the position of Clubhouse Manager at Grade 12 on the City of Waukee FY2016 Compensation Plan and removing Golf Course Manager – Operations from the Compensation Plan. There are no changes recommended for the other year round position, Golf Course Superintendent. All other positions are seasonal and are not included in the compensation plan. COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Staff recommends approval of the revised job descriptions. RECOMMENDATION: Approve the resolution. ATTACHMENTS: I. Director Dept/Div: Parks & Recreation/Golf Direct Reports: Groundskeepers, Union Status: Non-Represented - Supervisor Grounds Attendant Grade: 9 FLSA Status: Exempt - Administrator JOB PURPOSE: The Golf Course Superintendent performs supervisory and maintenance work necessary for the grounds keeping of the municipal golf course, parks, and other municipally operated areas. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Leads and directs the Sugar Creek Golf Course grounds staff through selection, orientation, training, performance management and discipline according to standard operating procedures, City policy and department rules and regulations. 2. Prepares annual budget for golf grounds maintenance and capital improvement of course properties, taking into account future approved plans for the golf course. 3. Oversees new construction, renovations, and reconstruction of golf course properties, whether performed by City staff or outside contractors. 4. Plans all maintenance and project work for the golf course, applying his/her agronomic and administrative expertise to achieve course maintenance standards and future goals. 5. Oversees the scheduling and routing of personnel and equipment to accomplish the course maintenance goals. 6. Inspects course frequently to ensure maintenance standards are being achieved. 7. Acquires necessary course equipment and supplies to maintain grounds. 8. Keeps accurate and complete records regarding payroll, weather data, maintenance programs, equipment inventory and pesticide applications. 9. Maintains direct communication with Clubhouse Manager and clubhouse staff to ensure the effective operation of golf course activities. 10. Two years’ experience in a related position. 3. Experience leading and developing staff and/or volunteers. 4. Must possess a valid Class B Iowa Commercial Driver’s License (CDL) with air brake endorsements or ability to obtain within 30 days of hire and meet the requirements of the City’s motor vehicle policy. 5. Must obtain pesticide application certification within 2 months of hire. 6. Familiarity with the rules of golf and golf course etiquette. PHYSICAL REQUIREMENTS: 1. Able to maneuver along walkways, trails and undeveloped areas up to two miles in length. 2. Able to climb in and out of golf carts and other modes of transportation. 3. Able to lift, carry, push and pull up to 75 pounds occasionally. 4. Must be able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees, businesses and community members. WORKING CONDITIONS: 1. Work is performed inside and outside. Exposure to cold, heat and elements of weather and nature may be encountered. 2. Standard work hours must be flexible and include evenings and weekends and will be greater than 40 hours per week for a large percentage of the year. 3. To successfully fulfill the essential functions of this position, employee must maintain standard work hours within Waukee Parks & Recreation Department. 4. The employee in this position is required to reside within a 30 minute radius of the City limits due to the need to respond to emergency calls in a timely manner to protect the health, safety and welfare of the citizens of Waukee. Sets up tee boxes, removes all broken tees from tee boxes, removes tee markers for mowers and replaces in designated area. 2. Repairs ball marks on greens with designated tool with special attention to Par 3 greens. 3. Utilizes designated materials to fill divots on course and level divots from the previous day of play. 4. Maintains ball washing equipment by filling each washer with fluid and soap, and ensuring towels are in place and clean. 5. Empties trash bins, sorts recycling and takes to designated location for pick-up. 6. Refreshes water jugs with water and ice on the course and driving range as needed. 7. Places cart signs on golf course in the event Superintendent determines the golf course is not suitable for carts. 8. Maintains knowledge of emergency equipment and reporting procedures providing emergency assistance to golfers and other guests as necessary. 9. Maintains close contact with Superintendent and clubhouse in inclement weather, alerting clubhouse of visible storms approaching and assists in clearing the course of golfers when directed. 10. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Mows grass on tee boxes, fairways, roughs, fringes and greens. 2. Sods and trims around golf course. 3. Utilizes such equipment as walking and riding lawn mowers, tee mowers, fairway mowers, rollers, bunker rakes, carts, push mowers and a variety of powered and non-powered hand tools. 4. Assists with repairs and maintenance of the irrigation system. 5. Maintains all power equipment including cleaning equipment after each day of use and monitoring power equipment maintenance. 6. Removes all equipment from course grounds in the event of unfavorable weather conditions. 7. Assists with providing emergency assistance to patrons and other golf course guests as needed. 8. Assists with vertical cutting of greens, hand watering of greens, yardage plate trimming and painting, green cup replacement, drainage tile work, seeding, and debris removal. 9. Assists golfers with information that may help them play the course such as local rules, identifying yardage markers, and informing as to areas to avoid with carts. 5. Maintains close contact with clubhouse staff in inclement weather, alerting staff of visible storms approaching and assists in clearing the course of golfers when directed. 6. Monitors on-course activities and reports infractions. 7. Maintains knowledge of emergency procedures, location of emergency equipment, and reporting procedures. Provides emergency assistance to golfers and other guests as needed. 8. Monitors the grounds, picking up trash and debris on the course and around the buildings and parking lots. Empties all trash containers on course, around clubhouse and on driving range. 9. Repairs ball marks on greens with designated tool with special attention to Par 3 greens. 10. Performs all duties of the Clubhouse Manager when the Clubhouse Manager is absent or as directed. 4. Performs all duties of a Customer Service Assistant. 5.
