HomeMy WebLinkAbout2016-01-18-J05 Kettlestone Ridge P1 Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: January 18, 2016 AGENDA ITEM: Consideration of approval of a resolution approving final plat for Kettlestone Ridge Plat 1 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Jerry’s Homes is requesting approval of a final plat for approximately 9.38 acres generally located west of LA Grant Parkway and south of Westown Parkway. The final plat is the first phase of the Kettlestone Ridge single family development and includes a total of 19 single family lots. In addition to the dedication of streets, an approximately 1.68 acre lot is being dedicated to the City in the northeast corner of the plat for parkland dedication purposes. The final plat is consistent with the previously approved preliminary plat and does incorporate the principles identified within the Kettlestone Design Guidelines including the installation of street trees along SE Tallgrass Lane. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the final plat at their meeting on November 24, 2015 Approval of a Final Plat for Kettlestone Ridge Plat 1 Senior Planner, Andy Kass, stated that the subject property is located east of SE L.A. Grant Parkway and north of Ashworth Road containing 9.38 acres. Mr. Kass explained that the subject property is zoned R-2, One and Two Family Residential containing a total of 19 single family lots and one outlot to be dedicated to parkland. Mr. Kass explained that this is only the first phase of a multiple phase process for Jerry’s homes. Mr. Kass stated that all lots will be served with public utilities and that sanitary sewer will be extended from Bluestem Plat 1. Mr. Kass explained that storm water detention will be managed with the dry bottom detention basins provided in the future phases of Kettlestone Ridge to the southwest, but as of now storm water will be detained in temporary swales that have already been graded. Commissioner Schmidt asked how much total land will be dedicated for parkland in that whole area (including the adjacent plats). Mr. Deets explained that roughly five acres total will be dedicated for parkland once the other land to the northeast gets platted. Commissioner Streit questioned if Kettlestone Ridge will still be platted in five different phases. Chip Classon, Jerry’s Homes, explained that it will still be platted in multiple phases, but the weather was the reason for the change in the first phase. Commissioner Schmidt asked what species of trees will be planted as street trees along SE Tallgrass Lane. Mr. Kass explained that there are a variety of trees called out as acceptable trees within the Kettlestone Design Guidelines, so the trees would be something from that list. Motion by Commissioner Hoifeldt, seconded by Commissioner Schmidt to approve the final plat for Kettlestone Ridge Plat 1 subject to any remaining staff comments, review of the legal documents by the City Attorney, and completion of public improvements. Ayes: Nigro, Fontenot, Streit, Hoifeldt, Shanks, and Schmidt. Nays: None. Motion carried. STAFF REVIEW AND COMMENT: The majority of public improvements associated with the final plat have been completed. The remaining items have been identified and an appropriate bond has been placed for their completion. Staff would recommend approval of the final plat. RECOMMENDATION: Approve the resolution. Grant Parkway and north of Ashworth Road. The applicant, Jerry’s Homes, is currently developing a single family subdivision over several phases with this plat being the first phase. The final plat includes a total of 19 single family lots and one outlot for a city park. The subject property is located within the Kettlestone development. Project Description: Lots: The final plat includes 19 single family residential lots. The lots range in size from 9,360 square feet to 17,389 square feet. The lot frontages range in width from 65 feet to 80 feet. All lots will have the standard 30 foot front and rear setback along with the standard 15 foot (total) side setback. Outlot Z in the northeast corner is 1.68 acres in area and has been identified as parkland that will be dedicated to the City. Streets: SE Florence Drive and SE Willowbrook Drive will be extended from the Westown Meadows plats to the south through the proposed development. SE Tallgrass Lane will be extended from the east plat boundary of the adjacent Bluestem development. SE Kettle Ridge Lane will be a new street. As part of being located within the Kettlestone development the Kettlestone Design Guidelines outline specific requirements for developments. Two unique features that will be included in this development are the street lights that will be located along SE Esker Ridge Drive and the street trees located along SE Esker Ridge Drive and SE Tallgrass Lane. The final plat includes a note stating street trees shall be installed along SE Tallgrass Lane as each individual lot develops in accordance with the Kettlestone design standards. November 20, 2015 3 of 3 Easements: Several easements are proposed within the plat based upon the location of proposed utilities. Utilities: All lots will be served with public utility services. Sanitary sewer for this plat will be extended from Bluestem Plat 1. Storm water detention will be provided in the rear of Lots 128 – 132 and142 -148 of the overall Kettlestone Ridge Development. These lots are located to the southwest of the first phase, Plat 1. Storm water will ultimately outlet in the southwest corner of Lot 128. Each individual lot owner will be responsible for the maintenance of that portion of the detention area that is located on their property. The detention area is intended to be a dry bottom detention basin meaning that it will only hold water during rain events. These lots proposed to accommodate this detention have been designed to have a greater lot depth than a typical lot depth. Parkland Dedication: Outlot Z will be dedicated to the City to satisfy parkland dedication requirements. STAFF RECOMMENDATION At this time Staff feels comfortable with the proposal and would recommend approval of the Final Plat for Kettlestone Ridge Plat 1 subject to remaining staff comments, review of the legal documents by the City Attorney, and completion of public improvements. The property is generally located south of the Westown Meadows development and east of the Bluestem development . Based upon our review, staff has the following comments related to the drawings: FINAL PLAT 1. The label for SE University Ave should be revised to “SE Westown Parkway” in the vicinity map. 2. Addresses for each lot should be indicated. Staff has attached an address list for your use. 3. Note #2 should indicate that 5 foot sidewalks are to be installed as each individual lot develops. 4. The 100 year flood elevation for all detention and sump areas should be indicated and illustrated on the final plat. 5. A note should be added indicating that Outlot Z is being dedicated to the City to satisfy parkland dedication requirements. 6. A detention easement should be provided to accommodate the 110 year flood south of Lots 13 and 14. 7. Review the bulk regulations for typos. 8. Staff questions if an overland flowage easement should be provided along the rear of Lots 9-14. 9. Staff would suggest identifying which lots Note #4 is applicable to in the note. 10. A note should be added to the plat for the required street trees along SE Tallgrass Lane per standards approved with the Kettlestone district. MISCELLANEOUS 11. All legal documents related to the final plat should be submitted as part of the next submittal. 12. A check should be provided satisfying the following fees: a. $308.00 [$40.00/acre: for 7.7 acres] should be provided to satisfy the warning siren fee. b. $31,724.00 [$4,120.00/acre: for 7.7 acres] should be provided to satisfy the Little Walnut Creek Pump Station Connection Fee. 13. The applicant will be required to provide the following as a part of the completion of the public improvements prior to approval of a certificate of occupancy: a. Post Construction What practices considered for this site? i. A maintenance covenant will need to be created and provided for review. 14. Staff would request that the revised plans and comment response letter be provided in digital form (PDF) and hard copies with 5 full-sized hard copies delievered to Waukee City Hall. The PDF copy should be emailed. One additional hard copy set should be delivered directly to Veenstra and Kimm to Jordan Kappos’s attention.
