AGENDA ITEM: Consideration of approval of a resolution approving a Property Exchange
Agreement between the City of Waukee and the Waukee Community School
District.
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: City staff has been working with representatives of the
Waukee School District on a property exchange agreement related to the
development of a new transportation facility for the Waukee Community
School District.
The proposed agreement states that the School District will acquire title to an
approximately 13.95 acre parcel of property currently owned by the City
located directly east of the Public Works Building at the intersection of
University Avenue and 6th Street. In exchange, the City will receive title to an
approximately 9.11 acre parcel of property located south of Westown
Parkway and just west of the Stone Prairie subdivision. It is intended that the
City would retain this property until a future date when anticipated residential
development occurs on adjacent property.
In addition to the property exchange, the District agrees as a part of the
approval to credit the City in the amount of $200,000 for improvements
associated with a regional storm water retention pond that will be developed
as a part of the transportation facility. The retention facility will
accommodate storm water retention for the Waukee Public Works property as
well as other properties further upstream and will help with flooding issues
currently being experienced at the Sugar Creek Golf Course.
The $200,000 credit was determined based upon the difference in value
between the properties being traded based upon the purchase prices of the two
properties.

STAFF REVIEW AND COMMENT: The City Council held a public hearing on the disposal of the
property currently owned by the City on December 7, 2015. The City
Attorney has reviewed the Exchange Agreement. The Waukee School Board
approved the agreement at their meeting held on January 11, 2016.
RECOMMENDATION: Approve the resolution.

PROPERTY EXCHANGE AGREEMENT BETWEEN CITY OF WAUKEE AND
WAUKEE COMMUNITY SCHOOL DISTRICT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas
County; AND,
WHEREAS, the Waukee Community School District is a duly organized school district
within Dallas County; AND,
WHEREAS, the City and the School District have entered into an agreement for a land
exchange to facilitate the construction of a transportation facility for the Waukee School
District; AND,
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in
session this 18th day of January, 2016, that it hereby approves the land exchange
agreement between the City of Waukee and the Waukee Community School District.
